2016053PP-P0078 - Overheidsopdracht voor werken die betrekking heeft op het ontwerpen in het uitvoeren van werken in het kader van de bouw van een wooncomplex bestaande uit 2 gebouwen puts maximum 22 woningen (perceel C2) maximum 42 woningen (perceel G) in een verkaveling gelegen te 1070 Anderlecht, tussen de Henri Simonetlaan into Ketelstraat.

Основната цел на проучването е да оцени какви системи са в сила в държавите-членки за разглеждане на жалби в рамките на програмния период 2007–2013, как са били приложени регулаторните разпоредби за 2014–2020 и да определи примери за добри практики за разглеждане на жалби.

Obiectivul principal al studiului este de a evalua sistemele existente în statele membre pentru gestionarea reclamațiilor în perioada de programare 2007-2013 și modul de aplicare a dispozițiilor de reglementare pentru 2014-2020, precum și de a identifica exemple de bune practici privind gestionarea reclamațiilor.

Obiectivul principal al studiului este de a evalua sistemele existente în statele membre pentru gestionarea reclamațiilor în perioada de programare 2007-2013 și modul de aplicare a dispozițiilor de reglementare pentru 2014-2020, precum și de a disemina exemple de bune practici privind gestionarea reclamațiilor.

Glavna je svrha studije procijeniti koji sustavi postoje u državama članicama za upravljanje pritužbama u okviru programskog razdoblja 2007.–2013., kako su primijenjene regulatorne odredbe za razdoblje 2014.–2020. te utvrditi primjere najboljih praksi za upravljanje pritužbama.

Glavna je svrha studije procijeniti koji sustavi postoje u državama članicama za upravljanje pritužbama u okviru programskog razdoblja 2007.–2013., kako su primijenjene regulatorne odredbe za razdoblje 2014.–2020. te podijeliti primjere najboljih praksi za upravljanje pritužbama.

The objective of the contract is to provide technical assistance to CEDR. The Contractor will work under the responsibility of CEDR's Working Group Harmonisation and standards to provide guidance for the Executive Board.

It is foreseen the initial work includes interviews with members of CEDR groups (a.o. ‘standardisation & harmonisation’) as well as other stakeholders within CEDR member organisations and possibly a short literature study.

The analyses should include the following subjects:

— Public procurement;

o Open single European market vs safety safeguards (ECJ case C-100/13 & CPR art. 18);

— The process of producing harmonised standards and the role of the EC and road authorities in it;

o Mandates (EC -> CEN) in relation to specification of infrastructural works;

o Classes and levels (and their future demise);

— Notified bodies (Technical Assessment Bodies);

o Quality control on TAB's;

o Historical test results;

Road restraint systems;

…;

— EAD's and voluntary CE-marking;

o How is exhaustiveness guaranteed with CE-marks based on a EAD?

— DOP's;

o Communication of product data not allowed on the DOP;

— Retraceability of constituents;

— Boundary between construction products (incl. kits) and civil engineering works.

The analyses shall review these subjects within the framework of the CPR, the public procurement directive (2014/24/EU) and applicable national legislation in relation to the operations of national road authorities. The analyses shall identify for each issue which CEDR members are (negatively) affected and how.

It concerns the execution of development works, primarily green spaces alongside roads managed by the Regional Public Service of Brussels.

This company mainly includes:

- The necessary topographical work and the detailed design of works to be executed.

- The establishment of an inventory of all waterfront properties, for all parts constructed in plan, elevation and basements, the land parcel is located within 12 meters of the edge excavations to run for the work described below;

- The measures necessary for the organization of traffic during construction.

- The removal of road surfaces and sidewalks of any kind, including their foundation to a depth necessary to execute the work according to the new profiles.

- The dismantling of borders, water nets, safety barriers and road equipment required for the execution of works.

- Dismantling of pipes and conduits of all kinds.
