Invitation for Bids – Rebidding
1. Bangladesh has received loan from the Asian Development Bank (ADB) towards the
cost of Irrigation Management Improvement Project (IMIP). Part of this financing will be used
for payments under the contract named above. Bidding is open to Bidders from eligible source
countries of ADB.
2. The Office of the Project Director, Irrigation Management Improvement Project,
Bangladesh Water Development Board (BWDB) (“the Employer”) invites sealed bids from
eligible bidders for the construction and completion of the Works. The Works comprises of
following: CW-08A: Construction of new Water Control Structures, sluice; rehabilitation of
structures, Sluice under Irrigation Management Improvement Project.
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s
Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible countries
as described in the bidding document.
4. Only experienced and eligible bidders with the following key qualifications should
participate in this bidding:
• Minimum average annual construction turnover of US$ 0.96 million calculated as total
certified payments received for contracts in progress or completed, within the last three
years.
• Participation in at least one contract that has been successfully or substantially
completed within the last ten (10) years and that is similar to the proposed works, where
the value of the Bidder’s participation exceeds US$ 0.80 million.

7. To purchase the Bidding Document, in English, eligible bidders should:
• Submit a written application to the address above and upon payment of a non-
refundable fee of BDT 10,000 (in words taka ten thousand only) or equivalent
US$ 125.00 (United State Dollar One Hundred Twenty Five Only). The method of
payment will be in the form of Demand Draft/Pay Order issued by a scheduled bank in
Bangladesh or a cashier’s or certified check issued by a reputed bank in an eligible
foreign country favoring Deputy Director, Dhaka RAC,BWDB, Motijheel, Dhaka. Since
the bidding document is voluminous one, all the interested eligible bidders (both
overseas and local) are advised to take hand to hand delivery of the bidding document
from the office with the address above by themselves or through their authorized
representatives.
• Request for delivery by courier by sending a written application to the address indicated
above. The application must be supported by payment of US$ 300.The method of
payment will be in the form of Demand Draft/Pay Order issued by a scheduled bank in
Bangladesh or a cashier’s or certified check issued by a reputed bank in an eligible
foreign country favoring Deputy Director, Dhaka RAC,BWDB, Motijheel, Dhaka. The
Employer accepts no liability for loss or late delivery.
8. A pre-bid meeting shall be held at 11:00 hours BST on 28 February 2017 at BWDB
office at the address indicated in para 6 above.

Infrastructure Project (CTEIP). Part of this financing will be used for payments under the

Dhaka Water Supply Network Improvement Project

Invitation for Bids
1. The People's Republic of Bangladesh has received financing from the Asian
Development Bank (ADB) toward the cost of Dhaka Water Supply Network Improvement
Project. Part of this loan will be used for payments under the contract named above. This
contract will be jointly financed by ADB and the Government of Bangladesh (GoB). The eligibility
rules and procedures of ADB will govern the bidding process. Bidding is open to Bidders from
eligible countries as described in the Bidding Document.
2. The Dhaka Water Supply and Sewerage Authority (DWASA) (the “Employer”) now
invites sealed Bids from eligible Bidders having requisite experience in water supply pipeline
design, trenchless technology and installation for the Rehabilitation of Distribution Network
for NRW reduction (including procurement of plant, and construction of DTW pump
stations) with O&M support (249km), Contract No. ICB-02.9-MODS Zone 2 -15 DMAs (the
“Facilities”). The completion period is 700 days + 1 year O&M- DMA Water balances.
3. Major items of the proposed facilities include Survey, Design, Pre-commissioning,
Commissioning/Guarantee Test (-s). It includes supplying and laying of 75-400 mm dia. Pipes
(approx. length 249 Km) water distribution lines using Open Trench, Pipe Bursting and
Horizontal Drilling technologies. Service Connections to 19,604 households, 10 No Deep Tube
Wells, Key Plant supplies of Regular and special valves, domestic and bulk-water meters and
well screen are also part of the facility.
4. Only eligible Bidders with the following key qualification should participate in this bidding:
• Experience in water supply pipeline design, trenchless technology and installation and
meet following minimum requirements: (a) Average annual construction turnover for the
last 3 years of US$ 33.26 million; (b) sufficient financial resources to meet contractual
commitment plus financial requirement for the contract; (c) has experience of executing
at least two water supply contracts having pipeline as major component in the last ten
years, each with a value of US$ 25 million that has been successfully or substantially
completed. Further details are indicated in Section III – Evaluation and Qualification
Criteria of the bidding Document.

7. To purchase the Bidding Document in English, eligible Bidders should:

8. The Employer will arrange for a pre-bid meeting to be held over a two day period from 1
March 2017. Attendance at the pre-bid meeting is greatly encouraged for the Bidders and their
specialist subcontractors for the trenchless technology work and/or other subcontractors. If
requested, the Employer will issue a letter of invitation to support a visa application on behalf of
the bidder up to one week before the pre-bid meeting date. To assist in the planning for the
meeting, it is requested that the Bidders within seven days after purchasing the document
advise the undersigned on the number of people that will be attending.
9. Bids must be delivered:
