B.       Commissioning and Tests The Consultant shallundertake, but notlimited to, the following works; a.       Investigate and approve the contractor's procedure of commissioning (to be submitted by thecontractor); b.      Witness commissioning and assist PGCB to take over the completed facilities in coordinationwith PGCB engineers; c.       Assist PGCB to review and evaluate the detailed test reports, which shall be submitted toPGCB by the contractor; d.      Assist PGCB to prepare commissioning time schedule. C. Prepare Report andDocuments The Consultant shallprepare and submit the following documents and reports to PGCB; a.      Inception report (including schedule) within one (1) month aftercontract signing ; b.     Engineering report (including basicdesign report) within one (1) week of receiving drawing/ documents; c.      Monthly progress report; d.     Quarterly progress report; e.     Project completion report. In addition tothe above, the Consultant, upon request from PGCB, shall provide reports anddocuments on other items, provided that the subjects of those reports are covered by the scope of works of theConsultant. III.      SAFETY OF THE PROJECT The Consultant shall review theprogramme submitted by the contractorsfrom the point of view of securing the safety during the construction and require them to submit further details, ifnecessary. During the supervision of the construction work, the Consultant shall confirm that an accident prevention officer proposed by thecontractor is duly assigned at the project site and that the construction work iscarried out according to the safety plan as wellas the safety measures prescribed in the programme. If the Consultantrecognizes any questions regarding thesafety measures in general including the ones mentioned above, the Consultant shall require the contractors to makeappropriateimprovements. The World Bank have been supporting the Government of Bangladesh (GoB) program for construction of multipurposedisaster shelters since the occurrence of Cyclone Sidr in 2007, withthe aim of constructing nearly 1,000 shelters over the nextdecade. Under the Emergency 2007 Cyclone Recovery and Reconstruction Project (ECRRP) about 330 new shelters are being constructedand about 460 shelters are being improved.  In continuation of the program the GoB hasreceived another IDA Credit (No 5561BD, approved in December 2014) of US$375 million for the Multipurpose Disaster Shelter Project(MDSP) under which for 556 new shelters and 450 shelters would be rehabilitated/improved along with construction of road networksto provide better access to these shelters in the following districts: Barisal, Bhola, Patuakhali, Pirojpur, Noakhali, Laxmipur,Feni, Chittagong and Cox's Bazaar. 2.      Under the MDSP, the Employer, Local Government Engineering Department (LGED) intends to pre-qualify applicants for acontract package consisting up to 50, or 75 or 100 shelters in districts covered under MDSP for contract MDSP-ICB-01.  Invitations for Bid are expected to be made tentatively in December2015. 3.      Pre-qualification will be conducted through pre-qualification procedures specified in World Bank guidelineProcurement under IBRD Loans and IDA Credit, July 2014, and is open to all the Bidders from eligible source countries as defined inthe guidelines. 4.      Interested eligible applicants may obtain further information, inspect and purchase the Prequalification Document atthe office of the Project Director, MDSP, Workshop Building, Level-3, LGED Bhaban, Agragaon, Dhaka-1207 between 9.00 a.m. and 5.00p.m. (local time) during week days from September 27, 2015 to November 18, 2015 on the submission of a written application to theaddress below and upon payment of a non-refundable fee of 5,000 BD Taka or equivalent 75 USD.
