FBH Roads Floods Repairs and Upgrade Project

This General Procurement Notice is an update and  follows the one published on the EBRD's Web site on 20 July 2016 with a Procurement reference: 7953-GPN-47461

The State of Bosnia and Herzegovina/Federation of Bosnia and Herzegovina received a loan from the European Bank for Reconstruction and Development for a FBH Roads Floods Repairs and Upgrade Project. The Loan of € 65,00 Million consists of two tranches under which will be procured the following.

First Tranche:

  • Civil works relating to the repair of damages caused by heavy floods during the May 2014, for the reconstruction of bridges and tunnel, the construction of a part of the Mostar bypass and the reconstruction of parts of the existing road section Kaonik – Gromiljak;
  • Consultancy services for construction supervision and institutional strengthening

Second Tranche:

  • Civil works for the construction of new road sections including the bypasses in Mostar, Bihac, Bugojno, Donji Vakuf, Grude and Novi Travnik, and a part of the road section Bihac - Bosanska Krupa
  • Consultancy services for construction supervision

Tendering for the above works and services included in the First Tranche is expected to commence in the first half of 2017, and for works and services included in Second Tranche in the second quarter 2018.

Contracts to be financed with the proceeds of EBRD loan will be subject to the EBRD's “Procurement Policies and Rules” (issued October 2014) and will be opened to firms from any country. The proceeds of the loan will not be used for the purpose of any payment to persons, entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

The City of Bijeljina in Republic of Srpska (Bosnia and Herzegovina) intends using a fund made available by the Netherlands Enterprise Agency (RVO.nl, Rijksdienst Voor Ondernemend Nederland) and the City of Bijeljna. Budget to procure Works for the construction of sewerage networks in the City of Bijeljina in line with European norms.

The project concerns the construction of wastewater collection infrastructure in the town of Bijeljina, a city with approximately 115 000 inhabitants.

With the construction of about 32 km of main collectors, sewers, storm water drains and approximately 2500 house connections, the aim is to cover 40 000 population equivalents in the town centre and adjacent neighborhoods.

In addition to providing adequate and reliable wastewater services to the citizens of Bijeljina, other objectives of the Project are: protection of the town's source of potable water from contamination, and protection of surface water in and around Bijeljina from pollution-Dašnica, Sava.

The approximate scope of works is:

Contract 1: Lot 1.

Zone 1, 3, 4, 8 & 10.

Sewerage network extension HDPE-100, DN200 to DN500: 9,710-m.

Zone 2:

Sewerage network construction, HDPE-100, DN250 to DN630: 4,625-m.

Rainwater drainage system, HDPE-100, DN315 to DN630: 1,262-m.

Rainwater drainage system, Concrete pipe, DN700 465-m.

Tenders are invited for one or two lots. Each lot must be priced separately. Selected Tenderers will only be awarded with one lot.

Tendering for contracts is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria, but not limited to:

The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 2 (two) projects on hydro-technical works of a nature and complexity comparable to the proposed contract within the last 5 (five) years; in addition, the following specific experience

— Each of these projects shall consist of minimal 1 000 m of HDPE in the diameter range of 250-500 and 1 000 m of concrete or polyethylene pipes in the diameter range from 600 to 1 200 mm.

— In case of joint venture, each member of joint venture shall have at least one project in the area of hydro-technical works worth over 2 000 000 EUR, and leading member one projects over 3 000 000 EUR.

The Tenderer has had no non-performance of a contract within the last 3 (three) years prior to the deadline for tender submission and will have to show the soundness of the Tenderer's financial position.

The Tenderer shall provide suitably qualified personnel and equipment.

Prijedor District Heating Project

This General Procurement Notice updates the original GPN which was published in Procurement Opportunities on 1 August 2012.

Public Company Toplana AD Prijedor (the Purchaser) has applied for a loan from the European Bank for Reconstruction and Development (the Bank) and a grant from Swedish International Development Cooperation Agency (SIDA) for a project to finance conversion from heavy fuel oil to wood biomass as the source of energy for district heating in the City of Prijedor as well as demand side investments.

The project, which has a total estimated cost of EUR 9.8 million equivalent, financed design and construction of a biomass boiler plant. The project wil require the procurement of the following goods, works and services:

  • Demand-side investments: District Heating Substation Equipment

 

The tendering for Demand-side investments is expected to begin in the second quarter of 2016.

Contracts to be financed with the proceeds of the loan from the Bank and the Sida grant will be subject to the Bank'sProcurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan and the Sida grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Plava Voda Regional Water Supply

This notice updates the General Procurement Notice (ref. 8052-GPN-46201) which was originally published on EBRD website on 4 November 2015.

 

The State of Bosnia and Herzegovina/Federation of Bosnia and Herzegovina has applied for a loan from the European Bank for Reconstruction and Development (EBRD) for a "Plava Voda Regional Water Supply Project" (PVRWSP). Parallel financing for this investment will be provided by the Council of Europe Development Bank (“CEB”). Project will be implemented by Public Company JP RV Plava Voda d.o.o. (“the Employer”).

 

The proposed Project has a total estimated cost of EUR 30 million and will require the procurement of the following works and services ("the Project"):

 

  • Construction of water intake structures at the Plava Voda spring, together with chlorination station in Travnik;
  • Construction of a main pipeline about 33 kilometres long, from the spring in Travnik to the main reservoir Putovići in Zenica;
  • Construction supervision for Regional Water Supply Project;
  • PIU Support and Procurement Support for catchment area and tourist zone;
  • Consultant for Financial and Operational Improvement Program (“FOPIP”), Public Service Contracts (“PSC”) and Non-Revenue-Water (“NRW”)

 

Procurement for consultant services contracts are expected to start in December 2016.

Procurement for works contracts will start in March 2017.

 

Contract to be financed with the proceeds of a loan from the EBRD will be subject to the EBRD's “Procurement Policies and Rules” and will be opened to firms from any country.
