The Government of the Azerbaijan Republic (The Employer) has received a Loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Roads Reconstruction and Upgrading Project and intends to apply part of the proceeds of the Loan to a consultancy contract for the

Construction Supervision of Civil Works Contract for Reconstruction of the R42 Bahramtapa to Bilesuvar Road and the M3Aliabad to Shorsulu Road’.

The Project is to be implemented by the Azeryolservis ASC under the aegis of the Ministry of Transport. The Project is to be co-financed by the EBRD and the GOA.

The consulting services (“the Services”) involve the supervision of the civil works contract. The Consultant will administer the civil works contracts and perform the duties of the ‘Engineer’ during the construction and the defects notification periods. The Azeryolservis ASC shall be “the Client” under the consulting services contract and “the Employer” under the civil works contracts.

The main objective of the assignment is for the Consultant to assist the Client in the administration of the Bank-funded works contracts (hereinafter also referred to as “the Contract”) and carry out the duties of the’ Engineer’ assigned to him in the works contracts. The objective of the consultancy services are:

  • to ensure that high quality construction is achieved and that all works are carried out in full compliance with the design, specifications and other civil works contract documents;
  • to ensure the timely completion of the civil works;
  • to ensure compliance with safeguards, including the management of environmental mitigation plans; and
  • to promote the transfer of knowledge either through joint ventures between expatriate and local firms or by the employment of local staff.

The Assignment is expected to start in May 2016.

The contract will be financed with the proceeds of a loan from the Bank and hence is open to firms and joint ventures of firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's/Employer's country.

Interested firms are hereby invited to submit expression of interest. A short list of qualified firms will be formally invited to submit proposals following this invitation. In order to determine the capability and experience of consulting firms seeking to be short listed, the information submitted shall include the following:

  • Letter of Application;
  • Company profile: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project, e-mail of contact person, number of permanent staff and part-timers, fields of expertise;
  • Details of experience and description of similar assignments undertaken in the previous 10 (ten) years, including the contract’s value and location, number of staff involved in the contract, name of the Client, name of partners for contract execution, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract;
  • CVs (maximum three pages each) of key staff who could be available to work on the assignment.

 

The above information shall not exceed 25 pages (excluding CVs).

The selection process will be carried out in accordance with the provisions of Section 5 – Procurement of Consulting Services of the Bank’s Procurement Policies and Rules (Revised in October 2014).

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

TheRepublic of Azerbaijan has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost ofthe Third Highway Project, Additional Financing and it intends to apply part of the proceeds of this loan to payments under thecontract for 4 Laning of the Baku-Shamakhi-Muganli Road km 91.0 to 107.0. This contractwill be jointly financed by the Governmentof the Republic of Azerbaijan. Azeravtoyol ASC intends to prequalify contractors and/or firms for thedualling and upgrading of 16 km of the Baku -Shamakhi road on the approach to the city of Shamakhi. The road will follow the existing horizontal alignment with the exception oflimited realignments to improvegeometric characteristics and eliminate safety hazards. As far as possible, the existing carriagewaywill be used as one of the dual carriageways, receiving an overlay after milling and repairs. The new road pavement will comprisean asphalt concrete surface course, asphalt binder course, asphalt base course, and granular sub-base. There are two existing bridges in this section where parallel bridgeswill be constructed to accommodate the dual carriageway. The road also passes through areas with particular problems with slopestability. Sustainable solutionshave been designed using a combination of horizontal drainage, stabilizing piles, reducing slopeangles and the installation of benches. These are also part of the planned works. The estimated construction period for the widening of the road is 24 months, plus a 24month defects liability period. The road will remain open for traffic during construction and the contractor will be responsiblefor traffic management. This Invitation for Prequalification follows the General Procurement Notice for this project which was originally published on 22 September 2011, updated on the Bank’s website on 28 September 2013, and on 23 May 2014 and finally updated on 22 may 2015 with reference number 7349-GPN-43094. The Government of the Azerbaijan Republic (The Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] towards the cost of Road Reconstruction and Upgrading Project. The Employer intends prequalifying firms and joint ventures to tender for the following contract(s) to be funded from part of the proceeds of the loan: Reconstruction of the R42 Bahramtapa to Bilesuvar Road and the M3Aliabad to Shorsulu Road; The Contract involves reconstruction of two existing road sections; the 59km longR42 Bahramtapa to Bilesuva road; and the nearby 15km long section of the M3 from its junction with the Bilesuvar Bypass at Aliabad to the new M3 motorway intersection near Shorsulu. The government of the Azerbaijan Republic intends using the proceeds of a loan from the European Bank for Reconstruction and Development for a project to upgrade selected sections of the magistral roads. The proposed project has a total estimated cost of USD 750 million and will be implemented in three separate tranches. Tranche two will require the procurement of the following goods, works and services:
· Civil works contract for road reconstruction;
· Consultancy contract/s for design, procurement support, construction supervision and institutional strengthening.
Tendering for the above contracts under the second loan tranche will commence during the second half of 2015.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

The Project supports upgrading the State Phytosanitary Control Services (SPCS).TheSPCS is the national plant protection organization of the Republic of Azerbaijan. Under its mandate it is required to investigateand assess the quality and toxicology of pesticides and fertilizers.  In addition, it monitors and regulates the occurrence of residues of pesticides, fertilizers and mycotoxins inplants and products of plant origin. This requires the availability of reliable diagnostic capacity. Correlating to its functionsthe SPCShas two major central laboratories: Republican Toxicology and Quality ControlCenter (Toxicology Lab)Republican Quarantine Examination Center  (Pest Diagnostic Lab) The Quarantine Examination Center has the objective todiagnose plant pests in samples of imported or to be exported commodities in order to prevent the introduction and spread ofpotentially damaging pests. It also carries out tests on national products or plants to determine the presence of pests. Theobjective of the present assignment is to conduct analysis of the pets diagnostic laboratory and develop recommendations forupgrading the laboratory, including preparing the generic design for construction of new lab, technical specification for equipmentand identification of training needs. The Consultant servicesinclude: 1. Conducting an inventory and analysis of the existingstate of the pest diagnostic laboratory 2. Conducting analysis of the laboratory and neededcapacities for diagnostic protocols developed by EPPO orthe IPPC and with a view to satisfy the requirements for accreditationaccording to ISO 17025.
