AMENDMENT: EXPRESSIONS OF INTEREST SHOULD BE SUBMITTED IN ENGLISH AND ARMENIAN (OR RUSSIAN) LANGUAGE Executing Agency (Client): RA Ministry of Territorial Administration on behalf of the Municipality of Hrazdan (acting for all eight participating municipalities) Assignment Description: The Republic of Armenia is divided into ten Marzes (provinces). Kotayk Marz (“Kotayk”) has a population of 240,000 and an area of 2100 km2. The capital of Kotayk is the City of Hrazdan. The Ministry of Urban Development (“MUD”) has approached the EBRD with a request to prepare and finance a regional sanitary landfill in Kotayk. This would be the country’s first sanitary landfill. Kotayk was selected due to its proximity to Yerevan, with the intention of creating a demonstration project for the entire country. The Project would focus on Abovian (population 60,000), Hrazdan (population 53,000), Charentsavan (population 18,000), Yeghvard (population 12,000) and adjacent villages including Tsakhadzor, Byureghavan and Nor Hachn as well as Sevan in the neighbouring Gegharkunik region (together, the “Participating Municipalities”). Ultimately, MUD intends to build seven regional sanitary landfills to serve the whole country. The Project comprises a EUR 3.5 million loan from the EBRD to the Government of Armenia under a sovereign guarantee, co-financed by a capex grant of EUR 3.5 million from the EU Neighbourhood Investment Facility. The project will comprise an upgrade of a selected existing dumpsite in Hrazdan into a regional sanitary landfill of approximately 20 ha, closure of remaining dumpsites (this will not be a part of the project – just monitored by the EBRD), purchase of vehicles, bins and equipment for waste management, possibly tendering out of waste collection in a transparent manner to private companies (subject for further assessment in parallel with project implementation) and creation of a Landfill Operating Company (the “Company”), operating as a commercially sustainable unit. At present, solid waste is disposed at six major dumpsites and numerous small dumpsites in Kotayk. Waste collection in some municipalities is carried out by communal service companies or is tendered out to private companies. In residential areas households dispose of waste into small containers, which are emptied by collection trucks. In other cities, due to the lack of containers and bins, waste is piled up at a small dumpsite with subsequent loading onto collection vehicles manually with spades or direct loading of waste delivered by residents into the waste collection trucks available according to schedule. Residents of rural areas generating about 30 per cent of total household waste amount in Kotayk have rather poor waste collection and management arrangements. This is inefficient and results in street littering and illegal dumping. At present the average waste tariff collection rate is less than 50 per cent. The responsibility for project implementation will remain with the Participating Municipalities. A Project Implementation Unit (“PIU”) will be established by Hrazdan, with representatives from each of the Participating Municipalities and the Kotayk Regional Administration, as well as from relevant ministries. The PIU will be responsible for the preparation and implementation of the procurement process, supervising implementation of works, and preparation of reports as per the requirements of the financing agreement. In addition, the PIU will coordinate implementation and ensure the interface between the Participating Municipalities as final beneficiaries and the various financiers and donors, with the relevant governmental ministries and agencies involved in the Project. The PIU will also be in charge of the preparation of consolidated reports to be sent to the Bank, on behalf of the Borrower, as well as the approval and channelling of the disbursement applications to the Ministry of Finance. To facilitate the implementation of the Project, the PIU is seeking to engage a Consultant to assist in implementation of the Project. More specifically, the Consultant shall mainly perform the following: - Provide assistance to the Participating Municipalities in setting up the PIU, whose main purpose will be the implementation, financial management and overall delivery of the investment project in Kotayk; - Assist the PIU in the overall implementation of the Project, including project and financial management systems, environmental, health and safety and social management systems, review of design and all aspects of contract tender, evaluation and contract supervision; - Provide assistance in the procurement of works fully in accordance with the procedures, specifications and documentation of the Bank and pursuant to all other agreements stipulated in the Loan and Subsidiary Loan Agreement; - Render assistance to the PIU for coordination of the implementation to facilitate harmonised implementation of the Project and mitigate the risk of potential delays, including approval of disbursement applications; - Develop reporting templates and assist in the preparation of the required consolidated reports; - Coordinate all relevant activities with the consultants selected for the related project Corporate Development, Stakeholder Participation and Municipal Support Programme and with the EIA Consultant. Additional consultancy services are required for the Project. A further procurement notice has been published for the “Kotayk Solid Waste Management – Corporate Development, Stakeholder Participation and Municipality Support Programme” (TCS ID 34969). Please refer to NOTE 2 in section “Notes” of this procurement notice. Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The Assignment is expected to start in Q1 2015 and has an estimated overall duration of 36 months Maximum Budget available for the Assignment: EUR 600,000 (exclusive of VAT). he Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed Funding Source: Austrian Fund for Municipal Infrastructure. Eligibility: Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a limit of 45% of the maximum contract amount may be used to finance services of local experts who are nationals of Armenia or permanent residents of Armenia or consultancy firms registered in Armenia Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with (1) previous project experience in similar projects providing procurement and contracting support, project management and contract supervision related to solid waste projects; (2) similar project experience in Armenia and the CIS; (3) previous project experience working with International Financial Institutions or equivalent (e.g. EBRD, World Bank, etc.). It is expected that the Consultant’s team of key experts will at least consist of: Project Manager Solid Waste Management and Landfill Experts; IFI Procurement and Contracts Specialists; Finance/Disbursement Specialists; Construction Supervisors; Local Construction Supervisors; EHS management systems specialists/advisors; Community liaison /outreach specialists; Resettlement/compensation specialists. A key expert may fulfil more than one key expert role indicated above, please state clearly in CVs the proposed position of the individual key experts for the purposes of the assignment. MEI Project Monitor Armenia Assignment Description: The European Bank for Reconstruction and Development (the �EBRD� or the �Bank�) is committed to improving municipal and environmental services in its countries of operations, in line with its mandate to promote environmentally sound projects. The Bank�s emerging countries of operations, in particular Moldova, Belarus and those in the Caucasus and Central Asia, face immense challenges in rebuilding and maintaining the basic infrastructure of their urban areas. Since the collapse of the former Soviet Union, there has been a rapid deterioration in the availability and quality of public infrastructure and basic services. Essential services such as drinking water, sewerage and wastewater treatment, solid waste collection, public transport . are now often only intermittently available if at all and the steady decline in the quality of these services has created serious risks to public health. The capacity of local governments to deliver these services and provide the necessary infrastructure, is severely limited by lack of available fiscal resources, as well as the managerial weaknesses of their utilities. The limited institutional capacity at city and municipal company level at project start up combined with the logistical spread of the municipalities where the Bank is investing poses a formidable challenge with regards to efficient monitoring of financial and operational performance of the relevant utilities. Therefore, in order to support implementation and monitor progress of the overall programme of Municipal and Environmental Infrastructure (MEI) projects (the �Projects�) in Armenia, the Bank is seeking the support of a full-time project monitor (the �Project Monitor�) to provide continuous information on the performance of the participating municipal companies and other counterparts, and help address the implementation challenges (the �Assignment�). He/she will focus on achieving the Bank�s set objectives, priorities and conditionalities for the respective projects. The Project Monitor would be based in Yerevan. The overall objective of the Assignment is to support and facilitate the implementation of the Bank�s portfolio of municipal infrastructure investments in Armenia. The tasks will include, but will not be limited to the following: � Facilitate all necessary actions and collect documentation required to declare the individual Projects effective based on the terms and conditions of the signed legal documents, such as Loan Agreement, Grant Agreement, and other legally binding documents. � Support implementation monitoring including physical implementation as well as the institutional reform and development components by ensuring that arrangements are in place to ensure efficient and successful project implementation by observing, assessing and reporting on: o the overall performance of the Project Implementation Units (�PIUs�) and site staff, including consultants, contractors, suppliers and other parties involved in the implementation of the investments � and comment on compliance with their respective obligations and duties; and o the implementation arrangements including the PIU organisation, staffing, project management systems, arrangements for construction, and contract management. � Support monitoring of the financial and operational performance of the participating Municipal Companies as well as their owners (relevant participating City authorities). � Coordinate the activities of all the international and local consulting firms involved in the Projects namely those carrying out the Project Implementation Support and the Corporate Development and Stakeholder Participation programmes. The Project Monitor will maintain continuous dialogue with these consultants and will, inter alia: o Ensure that all consultants are provided with necessary documentation and other assistance, in order that they may meet the objectives of their assignments; o Ensure appropriate timings for the components of the TC assignments in relation to each other to support effect implementation of the Projects; o Support PIU�s in the participating Municipal Companies to review and respond to any recommendations, and where necessary support preparation of requests for amendment of the Priority Investment Programme. � Facilitate the timely submission of various reports and data from all the Municipal Companies to meet the Bank�s reporting covenants in the loan documentation. � Ensure that all applicable environmental and social procedures required by the Bank and donors are being adhered to and that the PIUs are duly informed about the procedures. � Be alert to any emerging problems, including those of a contractual, technical, or financial nature, which have the potential to jeopardise the achievement of the project objectives and advise on timely appropriate corrective action. In particular, advise on any proposed waivers or amendments to legal agreements and interpret any other matters of material interest to the EBRD. If necessary, assist in negotiations to achieve the required corrective action. � Participate in the preparation of MEI projects in country and contribute to development of MEI's portfolio. � Be actively involved in the MEI sector policy dialogue in country. Represent the Bank in all urban infrastructure development related donor and working groups, as well as project related steering committee meetings. The Project Monitors will undertake regular monitoring visits throughout project implementation periods to all participating cities/municipal Companies as necessary and participate in key meetings. The scope of these monitoring visits will cover the actions listed above and such other actions as the Bank may require. The Project Monitor will work full time within the Bank�s Infrastructure Business Group, being located in the respective EBRD Resident Office and will work on a daily basis with the Operation Leader for the respective Projects and Head of Office on all aspects of the Assignment. Assignment Start Date and Duration: The Assignment is expected to start in January 2015 and last for 2 years. The Project Monitor will be based in the EBRD office in Yerevan. Suitable working space, including computer, printing facilities and a telephone connection will be provided by the Bank. Any business telephone calls will be paid for by the Bank. The Project Monitor should be available to work exclusively for the Bank during the term of the Assignment. Cost estimate for the Assignment: EUR 60,000 (fees only, exclusive of VAT). Approved travel and other expenses related to the Assignment will be paid by the Bank. The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. DRAINAGE TUNNEL EXTENSION AND REMEDIAL WORKS IN METRO TUNNELS This is an update of the original Invitation for Tenders published on 14.10.2014. Please note the added minimum qualification criteria. This Initation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 25 January 2013 and updated on 7 February 2014. The Karen Demirchyan Yerevan Metro Company (“the Employer”) has received a loan from the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”), a loan from European Investment Bank (“EIB”) and a grant from the EU Neighbourhood Investment Facility (“NIF”) towards the cost of Yerevan Metro Rehabilitation Project Phase II. The Employer now invites sealed tenders from contractors for the following contracts to be funded from the proceeds of the loan: Drainage Tunnel Extension and Remedial Works in Metro Tunnels Section A – Drainage Tunnel Extension. This includes the following: A1 Remove existing, hazardous installations at Drainage Tunnel portal and rehabilitate the existing portal and drainage outfall to a safe and secure standard A2 Strip existing, hazardous installations in Existing Drainage Tunnel A3 Carry out drainage measures from Existing Drainage Tunnel in the vicinity of the Metro Tunnel from Zoravar Andranik Station to South Portal A4 Extend Drainage Tunnel by approximately 930 m to Republic Square Station main pump station A5 Carry out additional drainage measures along Drainage Tunnel extension A6 Lengthen Drainage Tunnel Extension by 150 m north of Republic Square Station main pump station (optional item at discretion of the Employer) A7 Excavate and support cross-galleries from Drainage Tunnel Extension and carry out additional drainage measures (optional item at discretion of the Employer) Section B – Remedial Works in Metro Tunnels. This includes the following: B1 Carry out low pressure void filling grouting along Metro Tunnels between South Portal and end of cast iron segment lining past Yeritasardakan Station where determined to be necessary B2 Carry out drainage measures in Metro Tunnels along a length of 490 m north of Yeritasardakan Station where determined to be necessary B3 Carry out drainage measures in Metro Tunnels along a length of 400 m north of South Portal where determined to be necessary B4 Apply corrosion protection treatments to inner surface of cast iron segments where determined to be necessary B5 Supply of fastening materials for the cast iron segments The contact also includes Detailed Design of the works to be carried out under Section A and Section B. The Detailed Design shall be compliant with the standard: “Construction Norms and Regulations, Hydraulic Tunnels, SNiP 2.06.09-84, issued by the USSR State Committee for Construction, Moscow 1985”. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: Historical non-performance. A consistent history of historical non-performance and/or litigation awards against the Tenderer or any partner of a joint venture may result in rejection of the tender. Historical financial performance. The audited balance sheets for the last 3 (three) years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability and positive net worth. Where necessary, the Employer will make inquiries with the Tenderer's bankers. Average Annual Turnover. The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 (five) years of not less than EURO 20,000,000 (twenty million) equivalent. Financial Resources. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than EURO 2,000,000 (two million) equivalent, taking into account the applicant's commitments for other contracts. General Experience. The Tenderer shall demonstrate that it has successful experience under contracts in the role of contractor or management contractor for the last five (5) years prior to the tender submission deadline, and with activity in at least nine (9) months in each year. Specific Experience. The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of either (i) at least 3 (three) projects of a nature and complexity comparable to the proposed contract within the last 5 (five) years, or (ii) in the last 3 years: (A). underground works /tunnelling of not less than 1,000 (one thousand) metres including excavation in alluvial soils; (B) grouting/rehabilitation and corrosion protection works in tunnels Personnel. Technical Supervision Over Construction Of Geghardalich Gravity Irrigation Scheme REPUBLIC OF ARMENIA IRRIGATION SYSTEMS ENHANCEMENT PROJECT(ISEP) IBRD Loan No:8267 REQUEST FOR EXPRESSIONS OFINTEREST (CONSULTING SERVICES ? FIRMSSELECTION) "Technical Supervision over Construction of GeghardalichGravity Irrigation Scheme", ISEP/QCBS/SW-14/003 The Republic of Armenia hasreceivedthe financing from the World Bank toward the cost of the Irrigation Systems EnhancementProject (ISEP), and intends to applypart of the proceeds for consultingservices. Theconsulting services ("the Services") include technical and quality supervisionfor construction of Geghardalich gravity irrigation scheme: -         about 29,7 km long pipelines (24.3km steel pipesand 5.4km glass reinforced pipes (GRP)) will be constructed under that projectto ensure gravity irrigation on the area of 743 ha currently irrigated bypumping; and -         construction of the reservoir to increase itscapacity by 1 mln cubic meter. Constructionof Geghardalich gravity scheme will be implemented through 3 construction lots.Each lot has its duration, and works under lots will be carried out in aparallel regime, independently from each other. -         Lot 1 (Reconstruction of Geghardalich dam, rehabilitationofdiversion canal of the spillway, irrigation outlet, diversion canal; subsidiarycanal) is for reconstruction ofthe dam andrehabilitation of appurtenant structures. Reconstruction shall be so organizednot to hinder irrigation of the lands supplied from the reservoir. The durationis 24 calendar months. During that period the Contractor will be entitled fortechnological break during filling of the reservoir and irrigation season,severe weather conditions at the site. Considering the irrigation season, theworks under Lot 1 may be actually carried out from September 15 to Marchinclusive. However, as the reservoir is located at the elevation of 2710m, theaccess to the site and civil works are practically impossible from December toMarch. So actually, the Contractor will have under its possession only theperiod from September to November. The civil works beyond that periodwill bepossible only at diversion canal and spillway chute. In case of goodorganization of civil works, construction of the concrete parapet will bepossible when the water level in the reservoir draws down below parapetfoundation level. -         Under Lot 2 (Construction of 13.355 km section of the mainpipeline(l=9840m, d=500mmsteel pipes and l= 3510 m, d= 500mm GRP pipes)) the main pipelinefromDM0+00 to DM133+00 will be constructed. The duration is 12 calendar months.During that period the Contractor will be entitled to a technologicalbreak dueto heavy winter conditions as that site is located at the elevation of2700-2000m. -         Under Lot 3 (Construction of 12.711 km section of the mainpipeline(l=8390 m, d=500mmand l=2421m, d=  400mmsteel pipes and l=1900 m, d= 400mm GRPpipes)) the mainpipeline from DM130+00 to DM258+64 and Geghadir-Hatsavan branch will beconstructed (Constructionof 3,637 km long Geghadir-Hatsavan pipeline (l=2411 m,d= 219mm and l=1226 m, d=250 mm steel pipes).Theduration is 14 calendar months. The sites are located at the elevation of1420-2150m, therefore technological break in winter period is possible for somesections of the main pipeline. Thecontract for consulting services is expected to start in September of 2015.The total duration of the assignment is 24 (twenty four) months after contract signing.
