“Kotayk and Gegharkunik Municipal Solid Waste Management” LTD intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from European Union Neighbourhood Investment Facility (EU NIF) and the Easter European Energy Efficiency and Environmental Partnership (E5P) for a project to improve the solid waste collection and management services in the Kotayk and Gegharkunik regions of Armenia, including the construction of a new landfill in Hrazdan. The proposed project, which has a total estimated cost of EUR 11 million equivalent, will require the procurement of the following goods, works and services:
Tendering for the above contracts is expected to begin in the Q1 2017 with a prequalification exercise for the landfill contract.
Contracts to be financed with the proceeds of a loan from the Bank and grants from EU NIF and E5P will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country, with the exception of the contract for waste collection points (containers platforms) which will be subject to Armenian public procurement legislation. This Invitation for Tenders follows the General Procurement Notice (No 8783-GPN-46540) for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 01 August 2017.

The European Bank for Reconstruction and Development (the EBRD or the Bank) is supporting the City of Gyumri (Gyumri or the City) finance the rehabilitation of major streets, as well as the modernisation of street lighting in the City (the Project). Gyumri’s street network is currently illuminated through a network of around 4,970 street lights, of which some 80 per cent are operational. The street lighting installation consists mainly of old, inefficient and environmentally polluting mercury-based luminaires. The heavy-metal based content of the current lighting system contributes to energy waste and is a considerable environmental hazard when disposed into land-fills. Due to the antiquated condition, and the high percentage of non-functional lights, a large part of the streets, including some primary roads in the city centre, are not sufficiently illuminated, which results in decreased road safety and increased public security concerns. The City is therefore seeking to modernise its street lighting. It has embarked on a limited pilot to replace existing lanterns with modern energy-efficient light emitting diode (LED) lanterns, however, to date limited improvements have been made to the electrical cabling which is mostly in a poor and potentially dangerous condition. The proposed investments will ensure that fit for purpose street lighting equipment with safe electrical cabling is installed in the City along the roads that are being rehabilitated under the Project.
Given the investment requirements above, the Bank is seeking to engage a consulting company (the Consultant) to perform a feasibility study (the Assignment) for the street lighting component (the SL component) under the Project. The expected outcome of the Assignment is to provide the Bank with clear external analysis and recommendations concerning the SL component from a technical, engineering and institutional perspective, with a view towards financing the SL component to produce a modern energy efficient street lighting system for the City while also achieving improved efficiencies. The Consultant will carefully assess the priority investment plans of the City for public lighting, together with any feasibility studies, drawings and designs which are already prepared. The Consultant will closely liaise with the Project Implementation Support consultants (the PIS Consultant) that will be hired to prepare the tender documents and assist in procurement for the Project including preparing the tender documents and procurement for a long-term maintenance contract covering street and street lighting infrastructure to be contracted to the private sector. The Consultant shall, taking into account the EBRD’s environmental, technical and procurement policies and procedures identify those investments that best fit within the scope of the Project and within the estimated SL component budget. The Consultant shall prepare a report with justified recommendations for consideration by the City and the Bank.
The Consultant is expected to carry out the following specific tasks:
a. Review, summarise and document any road and street development plans, available studies by local or
international institutions and the City’s investment proposals, and set out the rationale and justification for
the SL component investments. The Consultant will take into consideration the current technical condition and lighting quality of selected streets and related infrastructure, scope and initial results of the LED pilot being implemented by the City as well as ongoing consultancy or contractors’ work related to the overall Project;
b. Determine the scope of the SL component that would be financed in the total amount of EUR 6 million by preparing the priority investment programme based on the cost-benefit analysis. This will purely focus on the modernisation of the street lighting system in the City and will take into account the existing City plans and street lighting modernisation that will have been undertaken by the time of this assignment. The Consultant will also outline possible future expansion of the street lighting system which may be anticipated within City plans and future developments.
c. Study and confirm the new and innovative green technology, specifically in carbon/economic savings, to be achieved in the SL component. Prepare the estimates of the energy savings to be achieved as a result of the SL component and the related CO2 reduction as well as other technical outcomes of the SL component. The format of the corresponding deliverable should be sought from the Bank.
d. Provide current costs associated with the new lighting infrastructure and estimate a 10-year outlook of the potential energy and – separately – maintenance cost reduction of the same infrastructure, and then compare the cost savings of the delayed implementation with the cost savings, including energy, carbon and system management, of the instant implementation.
e. Assemble and review all available relevant data, reports, designs and mapping for the proposed investments, and advise on any additional design work that may be required;
f. Advise the Bank on the appropriateness of the current lighting set up in relation to traffic demands, road and pedestrian safety, etc. Taking into account the existing Feasibility Study and other available materials, the Consultant will review existing street lighting system, including inventory and energy audit, and define the new LED investments including definition of system components and functionality, costs, operational and performance requirements, comprising control centre, wifi additionality and other possible smart city components;
g. Set out the scope, process and budget for the City to complete all necessary planning and design work for the recommended SL component, including economic evaluation;
h. Perform a legal and regulatory assessment of a future proposed structure and changes to existing city operator, including outline of any legal requirements to implement the SL component;
i. Prepare a basic economic internal rate of return (“EIRR”) of the proposed public lighting investments within the SL component;
j. Prepare a Cost Table, giving best estimates of the costs of SL component preparation including preparation of detailed design documentation, construction/implementation, works supervision costs, based on currently available information. Cost estimates should be presented separately for each segment, based on local or other relevant construction markets. The cost estimates for the details design shall include, where applicable, the cost of any surveys;
k. Prepare a draft Procurement Plan and Implementation Plan – with the recommended procurement strategy and appropriate descriptive text – for inclusion in the Bank’s internal processing documents;
l. In co-operation with the PIS Consultant as may be relevant propose a general bid evaluation methodology with appropriate criteria for tendering out rehabilitation of the street lighting system. The evaluation criteria shall include, among others, the extent to which the bidder has had experience in street lighting contracting projects;
m. Carry out an Environmental and Social Impact Assessment (ESIA) of the SL component in accordance with the national laws, the EIA Directive, EBRD’s Environmental and Social Policy (2008) and its relevant Performance Requirements (PRs).
Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in Q1 2017 and has an estimated overall duration of 12 weeks.
Cost Estimate for the Assignment: EUR 120,000 (exclusive of VAT).
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Consultant Profile: The consultant will be a firm or group of firms with previous project experience preferably in developing urban street lighting, urban energy and/or smart city projects in Armenia, Eastern Europe and the Caucasus. The Consultant will ensure that appropriately qualified experts are available, as required, for each of the different tasks outlined above. It is expected that the Assignment will be led by an appropriately qualified Team Leader/Project Manager accompanied by both key and non-key experts.
The Consultant’s team is expected to include Key Experts covering preferably the following disciplines:
Key Expert 1: Civil / traffic Engineer with preferably eight years’ or more previous project experience in carrying out feasibility and preliminary design studies for road projects. Preferably four years’ experience is required of the planning and design of urban road improvements.
Key Expert 2: Electrical / Public Lighting Expert with preferably five years’ previous project experience in similar projects.
Key Expert 3: IT Specialist with preferably five years’ or more previous project experience in similar urban projects and street lighting systems.
Key Expert 4: Procurement Expert with preferably five years’ or more previous project experience in private sector contracts, including DBOM and energy performance contracts;
Key Expert 5: Legal Expert with preferably five years’ or more previous project experience carrying out legal assessments in similar fields.
Key Expert 6: Financial Expert with preferably eight years’ or more previous project experience carrying out financial analyses for similar projects.
Key Expert 7: Environmental and Social Specialist with preferably five years’ or more previous project experience in: (a) carrying out environmental impact studies of road projects. The Environmental Specialist should also have preferably 5 years’ or more previous project experience in carrying out environmental impact assessments in accordance with the environmental policy, guidelines and requirements of the EU and major international financial institutions (IFIs).
The Team Leader nominated for the assignment should be from either Key Expert 1 or 2, namely Civil/Traffic Engineer or Electrical/Public Lighting Expert, and should possess previous project experience (e.g. long-term operation and maintenance contracts) where performance-based approach or life-cycle costing was employed.

Package CW-SBB_01, Design and Construction of Bagratashen Bridge The Ministry of Transport and Communication of the Republic of Armenia (North-South Road Corridor Investment Program Implementation Organization SNCO) and Ministry of Regional Development and Infrastructure of Georgia (Roads Department of Georgia) (the Employer or Employers) intends applying the proceeds of loans from the European Bank for Reconstruction and Development (the Bank) towards the cost of implementation of design and construction of new bridge over river Debed at the Sadakhlo-Bagratashen border crossing point.
The works to be carried out include the Design and Construction of the new bridge over river Debed, including all design and site investigation works, construction of the new bridge containing two separate decks that shall span over the existing border crossing infrastructure on the Armenian side of the river Debed, the channel of the river Debed and the railway line on the Georgian side of the river Debed.
The contract is expected to start on 28/12/2016 and last about 42 months including 18 months for Design and Construction and 24 months for the DNP.
A two stage tender procedure will be adopted and will proceed as follows:
(a) the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefor, provided always that such deviations or alternative solutions do not change the basic objectives of the project. Following evaluation by the client of the First Stage tenders, the client will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Other Information: It is important to take into account that the design by the contractor will be based on the Armenian and Georgian technical standards and norms and the contractor must be able to understand those. For any arguable issue must be used the standards with higher requirements. If a firm considers it does not possess all the required expertise, it may consider forming a joint venture partnership with other firms. In such cases the tender should include a Joint Venture Agreement or an Intent to enter into such agreement and the last should provide the aforementioned details for each partner, an indication which firm is the lead partner, distribution of shares among the partners and it should also state explicitly that all partners of the Joint Venture are jointly and severally liable to the Employers under the Contract. The construction of the bridge will be carried out within the framework of the contract - a Contractor and two Employers.
