The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) and set out above and from Client's own funds towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

Funding Details:

A loan from the European Bank for Reconstruction and Development (the Bank), from Client's own funds towards the cost of the above named project The financing of the consultancy contract will be distributed between loans for both Clients.

The Clients will finance taxes and duties, including VAT.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.

              

The main objective of the assignment shall be:

 

 The Ministry of Transport and Communication of the Republic of Armenia (North-South Road Corridor Investment Program Implementation Organization SNCO) and Ministry of Regional Development and Infrastructure of Georgia (Roads Department of Georgia), hereinafter referred to as the Client and/or Clients intends using part of the proceeds of the loans from the European Bank for Reconstruction and Development (the Bank) towards the cost of the consultancy contact for Supervision Engineer for Design and Construction of a new Bridge at the Sadakhlo-Bagratashen Border Crossing Point.

The consultancy contract includes amongst other carrying out duties of the Engineer as described and in accordance with the contract for civil works which will be based upon the FIDIC Conditions of Contract for Plant and Design-Build (Yellow book, 1st edition, 1999). The works to be carried out under the contract include the Design and Construction of the new bridge over river Debed, including all design and site investigation works, construction of the new bridge containing two separate decks that shall span over the existing border crossing infrastructure on the Armenian side of the river Debed, the channel of the river Debed and the railway line on the Georgian side of the river Debed.

Since the construction of the bridge will be carried out within the framework of the tripartite contract - a Contractor and two Clients, then contract for the Engineer services will also be tripartite. The key feature of these services will be to provide a proactive supervision of design and construction works in accordance with the legal frameworks of both, Armenia and Georgia.

The assignment is expected to start in 18/03/2016 and last about It is incorrect, please see next sentence. The assignment is expected to start in the 4th quarter of 2016. The total time period - 44 months, incl. 18 months for Construction, 24 months for the DLP and 2 months for issuance of performance certificate..

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

Company profile, organisation and staffing;

Details of experience or similar assignments undertaken in the previous not more than 5 years, including their locations;

CVs of staff who could be available to work on the assignment.

The above information should not exceed 25 pages.

Following this Invitation for Expression of Interest, a shortlist of qualified firms will be created by the Client to be invited to submit proposals for the assignment.

 

Other Information: The Expression of interest, in English, shall be submitted via ECEPP system not later than closing date and time.

The expression of interest shall not exceed 25 pages, excluding CVs.

Consultant Profile: The Consultant will be a firm or a group of firms with proven experience in the administrative management, design and supervision of similar construction works with comparable climatic and geological conditions.

Details of experience or similar assignments undertaken in the previous five year shall include for each project, as a minimum, the following:

- project title, location, objectives and brief narrative description of the project;

- contractual role of the firm;

- the presence of any affiliate or parent companies and their respective roles;

- start and completion dates;

- contract value;

- name of the client and funding source;

- functions and tasks carried out, including applicable national and/or international codes and standards, and certification; and If consulting firm has been found by a judicial process or other official enquiry to have engaged in corrupt or fraudulent practices, details of the basis for the outcome of such process or enquiry shall be provided with the expression of interest.

The Employer reserves the right not to shortlist consulting firms that have been found to have engaged in corrupt, fraudulent or other prohibited practices regardless of the results of technical evaluation of the expressions of interest.

It is important to take into account that the design by the contractor will be based on the Armenian and Georgian technical standards and norms and the consultant must be able to understand those. If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture partnership with other firms. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner.

It is expected that the Consultant's team will include at least the following specialists with a technical, engineering and construction skills and with corresponding of general experience and specific experience for the position for which they are proposed:

Package CW-SBB_01, Design and Construction of Bagratashen Bridge The Ministry of Transport and Communication of the Republic of Armenia (North-South Road Corridor Investment Program Implementation Organization SNCO) and Ministry of Regional Development and Infrastructure of Georgia (Roads Department of Georgia) (the Employer or Employers) intends applying the proceeds of loans from the European Bank for Reconstruction and Development (the Bank) towards the cost of implementation of design and construction of new bridge over river Debed at the Sadakhlo-Bagratashen border crossing point.

The works to be carried out include the Design and Construction of the new bridge over river Debed, including all design and site investigation works, construction of the new bridge containing two separate decks that shall span over the existing border crossing infrastructure on the Armenian side of the river Debed, the channel of the river Debed and the railway line on the Georgian side of the river Debed.

The contract is expected to start on 28/12/2016 and last about 42 months including 18 months for Design and Construction and 24 months for the DNP.

A two stage tender procedure will be adopted and will proceed as follows:

                (a)          the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefor, provided always that such deviations or alternative solutions do not change the basic objectives of the project.  Following evaluation by the client of the First Stage tenders, the client will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting.  The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum.  Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender.

  

                (b)          the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender.

               

First Stage tenders must be submitted by the time and date above mentioned.

“Kotayk and Gegharkunik Municipal Solid Waste Management” LTD intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from European Union Neighbourhood Investment Facility (EU NIF) and the Easter European Energy Efficiency and Environmental Partnership (E5P) for a project to improve the solid waste collection and management services in the Kotayk and Gegharkunik regions of Armenia, including the construction of a new landfill in Hrazdan. The proposed project, which has a total estimated cost of EUR 11 million equivalent, will require the procurement of the following goods, works and services:

  • Construction of new landfill (including buildings and structures)
  • Construction of transfer stations (including buildings and structures)
  • Specialised equipment for landfill and transfer stations operation (slice and package)
  • Waste collection and transfer trucks (slice and package)
  • Waste containers
  • Waste collection points (container platforms)

 

Tendering for the above contracts is expected to begin in the Q1 2017 with a prequalification exercise for the landfill contract.

Contracts to be financed with the proceeds of a loan from the Bank and grants from EU NIF and E5P will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country, with the exception of the contract for waste collection points (containers platforms) which will be subject to Armenian public procurement legislation. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • Historical non-performance: Non-performance of a contract did not occur within the last three (3) years prior to the deadline for tenders submission, based on all information on fully settled disputes or litigation. All pending litigation shall in total not represent more than ten percent (10%) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.

Municipality of Gyumri, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Gyumri Urban Project.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

 

  • The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 (five) years of not less than 800 000 (eight hundred thousand) EUR equivalent.
  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than 180 000 (one hundred and eighty thousand) EUR equivalent, taking into account the applicant's commitments for other contracts.
  • The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least one project of a nature and complexity comparable to the proposed contract within the last 5 (five) years; in addition, the following specific experience (Works / Minimum requirements):

 

  • Asphalt concrete pavement works – 9000 m2 in one year
  • Street Lighting or Electrical Works – 700 l.m. in one year

 

  • Tenderers shall have licenses for: a) license for construction works in transport sector and b) license for construction works in energy sector works, issued in accordance with the Armenian legislation. Absence of the required licences at the time of tender submission shall not constitute grounds for rejection, however, tenderers must demonstrate they will be able to obtain necessary licences prior to contract award.

Rehabilitation of the Water Supply Network in Erebuni district consists of:

  • Demolition and Reinstatement of asphalt and/or concrete roads

The works shall be executed within 510 days (excluding winter break).

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • Historical non-performance: Non-performance of a contract did not occur within the last three (3) years prior to the deadline for tenders’ submission, based on all information on fully settled disputes or litigation. All pending litigation shall in total not represent more than ten percent (10%) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.

  • Historical financial performance: The audited balance sheets for the last three (3) years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability

  • Financial Resources: The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means net of other contractual commitments,, other than any contractual advance payments to meet the following cash-flow requirement: USD 915,000.00 (nine   hundred fifteen thousand)

If a Tenderer is a JV, Consortium or Association, all partners combined must meet the requirement, each partner must meet 20% of the requirement, and one partner must meet 50% of the requirement.

  • Experience: The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three (3) projects of a nature and complexity comparable to the proposed contract within the last five (5) years. Rehabilitation of the Water Supply Network in Malatia- Haghtanak distric, consists of:

  • Demolition and Reinstatement of asphalt and/or concrete roads
  • Construction of approximately 18 km  length  OD32 – OD160 water lines in distribution network
  • Construction of approximately  10 km length, OD25 water lines for house connections
  • Installation of approximately 40prefabricated or monolithic chambers
  • Installation of approximately 1,200 water meter chamber

 

Tendering for contracts to be financed with the proceeds of the EBRD and EIB loans and the EU grant is open to firms from any country.

 

The works shall be executed within 510 days(excluding winter break)

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • Historical non-performance: Non-performance of a contract did not occur within the last three (3) years prior to the deadline for tenders submission, based on all information on fully settled disputes or litigation. All pending litigation shall in total not represent more than ten percent ( 10 %) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.

  • Historical financial performance: The audited balance sheets for the last three (3) years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability

  • Average Annual Turnover:  Average annual construction turnover of 2,450,000 (two million four hundred fifty thousand), calculated as total certified payments received for contracts  in progress or completed, within the last three (3) years

If a Tenderer is a JV, Consortium or Association, all partners combined must meet the requirement, each partner must meet 20% of the requirement, and one partner must meet 50% of the requirement.

 

  • Financial Resources: The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means net of other contractual commitments, other than any contractual advance payments to meet the following cash-flow requirement: USD 530,000.00 (five  hundred thirty thousand)

If a Tenderer is a JV, Consortium or Association, all partners combined must meet the requirement, each partner must meet 20% of the requirement, and one partner must meet 50% of the requirement.

 

  • Experience: The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three (3) projects of a nature and complexity comparable to the proposed contract within the last five (5) years. In addition or for the above, the following specific experience:
  1. For the above or other contracts, participation as contractor or management contractor in at least three (3) contract within the last five (5) years , each with a value of at least USD 1,500,000.00 (one million five hundred thousand), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements
  2. For the above or other contracts executed during the last five (5) years a minimum experience in the following key activities:  Construction of HDPE and/or steel pipes pressure pipes OD 25 to OD 160 or larger. Total constructed length (all diameters) shall be at least 10,000m;

  • The local Tenderers should submit a reference (issued not earlier than 15 days prior to the bid submission deadline) on not having any arrears to the RA Tax authorities.

 

  • The Tenderers shall hold a valid and effective license/permit for hydro-technical facilities, issued by the RA Urban Development Ministry. In case of the absence of this license/permit the Tenderers shall submit with the bid a signed statement that if the bidder is awarded the Contract he will obtain the required license from the RA Urban Development Ministry.

Tender documents may be obtained from the office at the address below upon submission of written application and payment of a non-refundable fee of USD 250.00 (two hundred fifty) or AMD equivalent.  Payment shall be made by bank transfer and documents shall be released upon provision by the tenderer of a receipt showing funds were transmitted to the following accounts, or upon confirmation from the Employer’s bank that funds have been received. Upon receipt of written application and of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of written application and an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

All tenders must be accompanied by a tender security of USD 45,000.00 (forty five thousand) or its or its equivalent in another convertible currency or Armenian Dram. The AMD equivalent of the tender security amount shall be calculated at the exchange rate of the Central Bank of Armenia on the date of 28 days prior to the deadline for submission of tenders, i.e.04 July 2016.
