The main purpose of the procurement is to deliver a solution which provides uniform clothing (including footwear and accessories) to the Contracting Authority's primary customer, Her Majesty's Prison and Probation Service (HMPPS). The contract is anticipated to be used by other agencies of MoJ and other public sector bodies who may have variations in requirements. The service covers all Public Sector Prisons and is optional for use by Privately Managed Prisons. The current solution is delivered through a hybrid of internally delivered services and a third party contract which covers production and delivery of goods to the U.K. As part of pre-procurement activity the Authority is exploring several options for how the next generation service can be delivered which, potentially, includes a managed service model. The goods, for HMPPS, are anticipated to range from standard issue uniform through to specialised uniform (e.g. non-standard/bespoke clothing, customisation (badging) and maternity wear). HMPPS has an estimated 23,865 (03/2017) with positions to backfill and a target of an additional 2,500 officers by the end of 2018. HMPPS & MOJ control policy and influence the product design features as well as having oversight of the supply chain, ensuring ethical and sustainability standards are met. The goods range include (but are not limited to) the following high volume items: Trousers , Cargo Trouser, Shirts (long/short sleeve), Polos, Jackets, Fleeces, Footwear (Shoes & Boots to SRC rating) and accessories. The supply of uniform covers new starters and an uniform refresh entitlement. The solution will include the supplier services for product design & development, production and shipping to HMPPS and any other customers of the contract however the Authority other services and responsibilities could include: primary responsibility for supply chain management, demand management & forecasting, warehousing/fleet & logistics and a returns/recycling and disposal services.

MOJ & HM Prison and Probation Service (HMPPS) are in the early stages of a project which will deliver the next generation service for the supply of Control & Restraint, Personal Protection Equipment (PPE) for local and Advanced trained staff operating across the HMPPS estate. This covers all establishments across the justice estate in England and Wales, including an estimated 3,000 specialist (Advanced) trained staff. The current scope of equipment includes: body armour, arm/leg and groin protection, gloves, flame retardant clothing, helmets and a range of support equipment. The next generation contracts, and the equipment they cover, must be capable of adapting to user feedback and changing requirements within the estate. Suppliers must be able to provide customer support to officers in regards to order tracking, complaints and returns. The expectation is that this requirement will be procured by establishing a framework agreement that will have a total value of approximately £1.5m over 4 years. There will be 3 lots for: 1) machines, 2) parts and ancillary items and 3) repair and maintenance services. Individual lots range in value from approximately £25,000 - £500,000 per annum. The intention is to subdivide lot 3 (repair and maintenance services) in to 6 regional lots with an annual value of £2,500 - £12,000.
