The Danish Defence Aquisition and Logistics Organization (DALO) intends to buy fabric for military heavy-duty and lightweight combat uniforms and military rain suits for the Danish Defence. More specifically, DALO intends to buy 77 500 meters of fabric for the military heavy-duty combat uniforms, 44.100 meters of fabric for the military lightweight combat uniforms and 51.450 meters of fabric for the rain suits (in total a value of approximately DKK 16 000 000).

The expected width of the fabric needed is between 140 and 160 cm.

DALO intends to use the fabric as supplement to the buffer storage of fabric which i.a. shall serve as a buffer for start up production under the framework agreement tendered for in Contract Notice no. 2015/S 099-179763, cf. section III.1.4 of Contract Notice no. 2015/S 099-179763.

All fabric must be delivered in MultiCam® camouflage pattern with NIR (Near InfraRed) protection.

The tender is for maritime combat swimmer dry suit for the Danish Navy. The suits will be used in the entire Royal Danish Navy (RDN) in all climate zones for a variety of tasks. The suit will be used for diving to a depth of a maximum of 15 meters, for boarding operations and for tactical surface swimming, and should be designed to withstand all of these tasks. The suit shall be breathable when used out of the Water and completely waterproof, when used as a diving suit. It is important that the suit has a large freedom of movements, is lightweight and that the cut is designed to be slim fit. These demands should be met while maintaining a suit strong enough for usage on board ships etc. DALO expects to make an initial acquisition of approximately 200 standard size suits to be delivered within 6 months of the signing of the Framework Agreement (The initial order). Afterwards DALO expects to make acquisitions in lots of either 1-10 standard size suits or 11-50 standard size suits. Furthermore DALO expect to purchase a small number of special/optional size suits. In total DALO expects to purchase approximately 500 suits during the duration of the framework agreement (4 years). The description below in this Section 2 is intended as an initial aid to tenderers in relation to read and understand the submitted tender documents. This procurement is the supply of protective suits for Emergency Management and Defence. Emergency Management Agency wants to enter into 2 lots for the supply of protective suits: Lot 1: Supply of work suits for Emergency Management Agency and local authorities. Lot 2: Supply of work suits for Defence. Effort suit to be used in connection with the daily service at DEMA centers, technical schools in Tinglev and in defense fire and rescue units. Effort suit should also be used as work attire for the fire and rescue operations and a number of other operational tasks that require protection from heat and sharp objects. Danish Defence Acquisition and Logistics Organization (DALO) is putting the acquisition of parade uniforms for the Danish Defence up for tender.

The tender shall provide with a framework agreement that covers the need for standard and tailor made uniforms as well as ‘ordinary of the shelf’ suits/uniforms.

A uniform is an identifying outfit worn by the members of a given profession, organization, or rank.

DALO strive to find the best offer of standard uniforms and suits as well as the best offer of uniforms and suits that are made of specific measures.

The uniforms are intended use during office work and official appearances e.g. during parades or ceremonies.

The uniforms are worn by personnel who represents the Danish Defence and gives the soldiers an affiliation to a specific guard, including the Army, the Air Force and the Navy.

Based on strategic considerations, DALO has purchased the stock of the Fabric for reference and start of production. The tenderer will be obligated to buy DALO stock of fabric for reference and start of production. The tenderer is obligated to buy the following stock of fabric, purchased by DALO previously on a separate agreement:

— 1 500 meters of Taylodge 8870 Melange Blue

— 1 000 meters of Taylodge 8870/62 Green ‘Hæren Jakke’

— 1 000 meters of Taylodge 8870/61 Greygreen ‘Hæren Bukser’

— 1 500 meters of Harley 3923 4096 Navy, ‘Søværnet’

— 500 meters of Metervare 3/1 Twill HVID 100 PCT CO

The stock shall be used as a reference e.g. pattern, colour and texture and start of production. The value of the stock is stated at 497 909 DKK, which the tenderer shall pay DALO. The stock will be delivered to the Suppliers place of business, by DALO, at no cost for the tenderer.

The evaluation process will include the tenderer sending test samples. A DALO expert panel will conduct an evaluation of each item according to the technical reference and performance.
