This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number VA119A-16-Q-0150 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ). This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP) and in conjunction with FAR Part 12, Acquisition of Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-87 effective March 7, 2016. . The associated North American Industrial Classification System (NAICS) code for this procurement is 562910 - Remediation Services. The Small Business size standard is $20.5 Million. Product and Service code (PSC) J099 - Maintenance/Repair/Rebuild of Equipment - miscellaneous services. This procurement is 100% Small Business set-aside. The Department of Veterans Affairs (VA) intends to award a firm-fixed price purchase order. . Award will be based on the lowest price technically acceptable (LPTA) quote. Quotes above the apparent lowest price quote will only be evaluated if the lowest price quote fails to meet the minimum technical requirements . The VA Law Enforcement Training Center (LETC) in North Little Rock, Arkansas requires a contractor capable of providing labor, material, insurance, licenses and equipment required to clean and mine the indoor shooting ranges to include disposal of hazardous lead waste resulting from provisions of such services in an Environmental Protection Agency (EPA) approved landfill. There are two indoor shooting ranges. One service per year is required with ranges being alternated for mining and cleaning during the period of performance.
