The provision of an estate cleaning and caretaking services to a number of the properties and sites within the Borough of Northampton. This contract primarily includes the cleaning of internal and external communal areas in and around blocks of flats.
Also cleaning of NPH offices at Westbridge Depot, St James Mill Rd, Northampton NN5 5JW as well as a number of Community Hubs located within Northampton.
— The cleaning of the internal communal areas of housing blocks.
— The cleaning of any furniture in communal areas.
— Ensuring that the external communal areas are kept clean and litter free.
— Specialist cleaning to some other individual schemes including those housing elderly residents.
— Some ancillary cleaning and other associated duties.
— Other site based tasks which may be carried out on a regular basis to certain properties (changing light bulbs etc.).
To provide an office and community hub cleaning service which includes cleaning the kitchen and wash-room areas, vacuuming and dusting the work space, desks etc. emptying rubbish bins and removing the waste to the external bins.
NB: Northampton Partnership Homes (NPH) will be holding Meet the Client event on the morning of Wednesday 8th March in Northampton to provide more information to potential providers about this contract and about NPH. Moulton School and Science College is a secondary school in the village of Moulton near Northampton with approximately 1 350 students on roll.
The College requires the services of a competent and professional outsourced cleaning provider who can ensure that the College is cleaned to the standards required and provide in term cleaning and out of term deep cleaning.
The Contract period will be for 3 years initially with the option to extend for 2 further 1 year periods.
As per the OJEU Contract Notice, the estimated full contract value is expected to be in the region of 500 000 GBP (Advertised Contract Value) over the full possible 5 year term.

The Contracting Authority intends to deliver the following outcomes from the contract:

It is anticipated that the Contract will cover a wide range of services (‘the Services’).
Consideration may be given during the procurement and negotiation process to the omission of some of the Services.

— Street Cleansing Services;
— Grounds Maintenance Services;
— Parks Services;
— Allotments Services;
— Cemeteries Services;
— Trees Inspection and Maintenance Services;
— Public Conveniences Services;
— Customer Management of Contracted Services;
— Communications and Education.
The Services may contain some minor elements of works.
The Authority wishes to establish a single contract providing a range of services, as described in II 1.4 above. The tender will not be subdivided into Lots, though there will be provision to sub contract or submit a consortium bid. The contract will have an initial contract term of 10 years, commencing on 4.6.2018, with the option to extend for up to a further 10 years.
The Authority reserves the right to award on the basis of the initial tenders without negotiation as well as use successive stages of negotiation to reduce the number of tenders.
Intended dates / timescales are stated in the SQ Guidance Document and the Authority's needs and requirements will be defined in the DD which will be included with the ISIT. An Initial DD can be obtained with the SQ.
