Arun District Council has decided to invite organisations to tender for a Contract to provide Cleaning Services for Public Offices, Sheltered Housing Schemes and Hostels.

The contract will not include internal or external window cleaning.

Tenderers are advised to read all the Tender documents thoroughly to ensure that all of the Employer's requirements are addressed. The Tenderer must obtain for himself all the information necessary for making a Tender submission and entering into a Contract by considering all the Tender Documents and inspecting the public offices, sheltered housing schemes and hostels to satisfy themselves with regard to the nature of the services required.

The contract will start on the 1.1.2017 and be awarded for an initial 2 year period with the option to extend for a further 4 x 1 year periods to a maximum term of 6 years. Extensions will only be given to those companies who continually meet or exceed the levels of service as set out in the specification as well as continuing to offer ‘value for money’. Future tendering may occur within the 6 year period for certain lots to find replacement companies to those that have not met the expected levels of service.

The Contract is to provide Cleaning Services for the Public Office Buildings, Sheltered Housing and Hostel schemes. This tender is divided into 4 lots based on building use and location (East and West of the river Arun).

The Outdoor Recreation Service involves the provision of a cashier and booking service for the Authority's outdoor sports sites, which are also maintained as part of this agreement. This service will allow the Supplier to retain income from the public use of this service and the Authority will be actively seeking long-term investment from the successful Supplier in these facilities and a commitment to further innovative additions or material improvements to the Authority's leisure offer at sites under this agreement. Play Area Repairs and Maintenance involves the day-to-day repairs and maintenance of the Authority's play areas including skate parks and multi-use games areas. This element of the contract, as provided in this agreement, is a labour only contract, where payment is made on the basis of a tendered hourly rate and the hours worked by operatives. The current contract allows for variations which are additions and alterations necessary for the performance of the services and desirable for the satisfactory completion and function of the services. The additional services fall within the scope of this definition. The Council is of the view that for the following reasons it is both expedient and technically appropriate for this contract to be a direct award: — Bookings and arrangements for the necessary level of maintenance are co-ordinated at the earliest possible stage and controlled by the same body; — The appropriate number of bookings related to the weather condition is best known by the grounds maintenance operator; — A short term contract for the bookings on their own would not achieve either of the above; — The Council wishes to re-assess its longer term needs and strategy for these services in preparation for procuring the Greenspace Management contract which will run from 1.1.2017.
