East Renfrewshire Council (Corporate Procurement Section) on behalf of the Environment Department is currently inviting ‘notice of interest’ from suitably qualified companies for the provision of the service described below.
The Council would like to hear from interested parties who would consider supplying the Council with wheeled bins for an extended period of time (possibly up to 7 years) with the return of all materials collected.
The Council would require the contractor to provide approximately 30,000 wheeled bins for each of the following recyclates streams:
a)Glass (all colours), Cans (ferrous and non-ferrous) and Plastics (Consisting of, but not limited to- plastics drink bottles(PET), clear plastic milk bottles(HDPE), cooking oil bottles, toiletry/household cleaning bottles, food trays, margarine tubs and yoghurt pots).
b)Fibrous Material (including Paper, Card and composite lined food and beverage cartons
The Council would guarantee the successful contractor return of all the materials collected from within these wheeled bin services.
The Wheeled bins would be of 360 litre capacity (30,000 no.) and 180 litre capacity (30,000 no.)
•Bins to be delivered to approximately 30,000 households in the district prior to service commencement.
•ERC will be collecting this material and the contractor would be expected to take delivery either by bulk collection or direct delivery (where logistically possible) and process this material.
•The current system provides the approximate annual tonnages-

We would expect these tonnages to rise with the new collection system and expect approximately 500 tonnes of cardboard to be collected in addition to the tonnages above.
•The contract period would be for approximately 7years, although we would consider a longer tenure if there was a financial case to do so.
•ERC would like to understand whether interested parties would be interested in undertaking this proposal and what the likely financial position may be.
The Environment Department now invites interested contractors to provide a short summary outlining how they would propose to manage the above, outline any concerns and include financial options (approx) for this requirement to suit both parties.
