Appleton Academy, located in Wyke, just south of Bradford was opened in November 2012 after an extensive design and build phase, which led to the creation of a new 22 000 000 GBP building to replace two predecessor schools. Appleton Academy is an 'all-through' school, which caters for ages 3-19 in one building and, as such, the building has been designed to create a seamless transition of pupils between phases with children 'growing' with the Academy through the building. Since opening, the Academy has been nominated for several design awards and was recently the recipient of a Highly Commended award from SCALA (Society of Council and Local Authority Architects). The Academy is looking for a cleaning contractor who will be their partner in excellence, providing a high quality environment in which the students can achieve their potential and in which they can aspire to be the best. The successful tenderer will be required to provide cleaning services at all the buildings that form part of the Appleton Academy, providing a breakdown of cost for specific buildings. The Public Library will also fall within this contract and forms part of the Academy's building footprint. The cleaning service is currently outsourced to a cleaning contractor. Any company wishing to be considered for this contract must be able to demonstrate experience and depth of knowledge in the management and handling of TUPE issues. The contract will commence on 1.1.2016 for a period of 5 years on a 3 +1 +1 basis. This contract will be fixed price in nature with the successful contractor working to an output cleaning specification which complies with the British Institute of Cleaning Science (BICSc) standards. We are seeking a suitably experienced contractor who has current experience of working within the primary, secondary school or College market place, ideally with a strong operational base within the North of England, thus allowing for responsive, contract support and management of cleaning staff. The successful tenderer will be required to formally report each month on cleaning standard performance and operational matters, ensuring the senior management team at the Academy is fully informed about all issues related to delivery of the cleaning service.

The Council has a long established Schools Catering and Cleaning Service (the “Service”) which makes a valued contribution to the delivery of education in Bradford.

 

Whilst there is no statutory duty to provide the Service directly, the provision of good quality, affordable meals and hygienic learning environment is recognised as major factor in facilitating children’s learning.

 

The recent trend for schools to become independent, combined with the inability of the Council to enter into enforceable contracts with Council controlled schools has contributed to a lack of long term business planning and investment.  Additionally, changes in Government policy regarding free school meals bring a further change in dimension.

 

In this context the Council has conducted a high level options appraisal which has led to a decision to consider developing the business case for the potential transfer of the Service to a mutual organisation. 

 

It is envisaged that the greater independence and flexibility of a mutual will allow the Service to respond better to the changing needs of its customers and the challenges of operating in a shifting market place.

 

It should also, as an organisation, be better placed to take advantage of other new commercial opportunities.  It is hoped that in this way the employees of the business can benefit from a more secure outlook and share in its success.

 

Progression to a mutual is, however, subject to approval by the Council’s Executive of a detailed business case and implementation plan.
