Choice are seeking to appoint a suitably qualified contractor to carry out window cleaning and gutter cleaning services at Choice Housing Ireland Sites across Northern Ireland.

Invitation to Tender documents provide an extensive list of the properties to be serviced under this contract with a breakdown of the frequency and additional site specific information.

As a developing Housing Association the requirements of the contract may increase during the contract period. Choice may on occasion seek additional costs for new developments.

The scope of the services is that the contractor shall provide all management, tools, supplies, equipment and labour necessary for the following:

Window Cleaning

Window cleaning at each of the properties listed within Appendix A — Pricing Document Windows to and external windows. Also included is Appendix B — Hard to reach internal windows which details windows in internal communal areas that are deemed to be out of reach. The cost for cleaning the internal hard-to-reach windows should be incorporated into the overall cost per clean in Appendix A. External windows should be cleaned 6 times a year (unless otherwise stated). Internal hard to reach windows shall be cleaned twice a year (unless otherwise stated). Cleaning shall be carried out on the glazing and window frames to the standards set out in Section 11.5 Outcome Standards. Total cost offered includes for any mobile elevated platform lift or ladders / scaffold that will be required in order to carry out the service. The contractor is to ensure that he is able to access all parts of the building in order to carry out this service.

Gutter Cleaning

The annual removal of debris, external cleaning of all gutters and downpipes in a manner that will maintain a neat and professional appearance. The annual visit is to be no more than 12 calendar months apart between yearly visits carried out in the months to be agreed upon commencement of the contract. Choice Housing Ireland may require to increase or decrease the frequency of Gutter cleans at some or all of the sites throughout the life of this contract. Changes in this requirement will be communicated to the Contractor by the Contract Manager in writing.

Total cost offered includes for any mobile elevated platform lift or ladders / scaffold that will be required for the annual gutter cleaning program. The contractor is to ensure that he is able to access all parts of the building in order to carry out this function. Guttering quantities recorded on the attached Appendix C — Pricing Document Guttering is recorded in metres.

Ad Hoc Cleaning

Contractors should provide a separate cost for carrying out the window and gutter cleaning service when required outside of the annual cleaning schedule on the attached spreadsheet, Appendix D — Pricing Document Ad Hoc Cleaning.

Choice Housing Ireland wish to engage the services of a suitably experienced and competent main contractor to undertake the Multi Element Improvement (MEI) Works at Fountain Court, Downpatrick. Fountain Court was constructed in 2002 by Ulidia HA, and comprises 16 ground and first floor flats and 12 semi-detached and terraced houses all providing general needs accommodation.

— Upgrade individual kitchens to all properties. Including improved mechanical ventilation and provision of and external water taps where feasible.

— Replacement of existing external hardwood 4 panel doors and frames both front and rear. New composite door sets to be ‘Secure By Design’ certified.

— External redecoration of all previously painted surfaces, including timber fencing / gates and metal railings / gates. (Pre paint repairs to be undertaken at various locations).

— Cleaning all PVCu items including rain water goods, fascia, window frames and front door canopies.

— Building and boundary walls to be cleaned to remove moss and algae growth.

— Repairs / improved falls and drainage to external hard surfaces including paths /driveways and parking areas. TransportNI recommendations to be incorporated in scheme design to facilitate application to have roads adopted.

— OFCH boiler house refurbishment or replacement to be included.

Dillon Court: The vast majority (26nr) of the scheme's apartments are one-bedroom units, with the remainder comprising three-person two-bedroom units. Although Dillon Court is a scheme that offers 24/7 support to its residents, the care is delivered ‘in-house’ by Choice's officers and, as such, there is no joint-managed involvement required. Dillon Court is fairly unique, in many respects, in that it effectively brings three different levels of support (clients with mental health issues, vulnerable adults, as well as homeless support) under the banner of a single scheme.

Riverview House: is located within walking distance of Strabane's busy town centre and comprises an infill, purpose-built development of 13nr modern, self-contained, one-bedroom apartments, which is served by two separate communal lobbies and stairwells. Riverview House is located at the southern end of Main Street within the town and was developed during the early-2000s by Ulidia Housing.

Dillon Court

The package of proposed multi-element improvements proposed will comprise of:

— Kitchen replacement works (inc. M&E),

— Conversion from existing ‘Economy 7’ electric heating to mains-fired gas (in conjunction with the on-going ‘Gas to the West’ project to Strabane town by SGN Natural Gas),

— External cyclical redecoration works,

— Glazing replacement works throughout,

— The removal and replacement of external doorsets,

— The provision of a new door-entry/intercom system (where required) to serve a number of the upper-storey apartments,

— Rainwater goods clearance & essential repairs,

— Refurbishment works to the internal communal areas serving each accommodation block.

Riverview House.

The works comprise of:

— Conversion from existing ‘Economy 7’ electric heating to mains-fired gas (in conjunction with the on-going ‘Gas to the West’ project to Strabane town by SGN Natural Gas),

— Restoration of the scheme's external facades, including render cleaning, cyclical redecoration works to include pre-paint remedial works,

— Clearance and flushing clear of rainwater goods.

Choice's Asset Management team require engagement of an appropriately qualified and experienced Principal Contractor to deliver a wide range of proposed refurbishment and improvement works to an existing, large, purpose-built sheltered housing scheme within the centre of Derry. The purpose built, city centre scheme was originally constructed during a single phase of development in and around 1997-1998, but comprises 2 separate, adjoining demises — the much larger Jack Allen Court, as well as the smaller Whitehall House, which overlooks Hawkin Street. The scheme contains a hybrid of accommodation types, comprising, as it does, a total of 29nr units of self-contained ‘sheltered’ accommodation within the Jack Allen Court element (as well as the usual ancillary accommodation for Tenants, visitors and staff) with a further 6 units of self-contained, ‘supported living’ accommodation then provided within the Whitehall House element.

Accommodation within Jack Allen Court is set across four storeys, and is primarily allocated to persons aged 55 and over, in the first instance. The vast majority of the apartments (24nr) within JAC comprise single-bedroom units, for either 1 or 2 people; however, there are also 4 2-bedroom units provided, whilst the integrated, former-warden's accommodation — a 5-person, 3-bedroom dwelling — has now been let to a social housing Tenant, via the NIHE common selection scheme. The scheme incorporates a bespoke design, with the result being that individual apartment layouts generally vary from unit-to-unit, with a total of 15 different unit ‘types’, in total, confirmed throughout both JAC and Whitehall House.

As mentioned within the opening paragraph, the 6 single-bedroom apartments within Whitehall House are jointly-managed with Choice partners First Housing Aid and Support Services. Those apartments managed in partnership with First Housing are occupied by vulnerable adults of varying ages, with support for Tenants provided on a ‘floating’ basis.

The package of multi-element improvements proposed will comprise kitchen replacement works (inc. M&E), upgrades to the scheme's communal lighting, the replacement of suspended ceiling tiles throughout, rainwater goods clearance, cleaning down of external uPVC-clad elements, as well as minor internal alterations to improve accessibility to the scheme's refuse store.
