The successful Supplier will be required to provide cleaning services for Wellspring Academy Trust. The Wellspring Academy network is a progressive and growing network of mostly primary schools and special or alternative academies located predominantly in the Barnsley, Leeds, Grimsby and Lincolnshire areas. The requirement is initially to provide cleaning services to the following schools with the contract commencing January 2018. Other schools may then be added to the contract as and when existing contracts come to an end or additional schools join the network within the contract term. Schools may choose not to opt in to the Trust wide contract and continue with their existing arrangement. The Provision of Soft Facilities Management to LIFT Premises

Tenders are to be invited for The Provision of Soft Facilities Management to LIFT Premises the period 1st April 2014 to 31st March 2017, with options to extend for 2 further periods of 12 months each.

LIFT (Local Improvement Finance Initiative) is a partnership arrangement between the NHS, Barnsley MBC and the appointed Hard FM provider.

The Facilities Management Contract is for the provision of the soft services to 10 Centre’s  in total within the Barnsley Borough Area which are community buildings where both Barnsley Council and the NHS provide services along with other providers   of social care and health services.

All other services relating to the building maintenance are part of the Hard FM arrangements.

Services to be provided:-

a)The management and provision of cleaning, (the premises incorporate minor surgical areas requiring a high intensive sterilizing cleaning).

b) Caretaking/Portering.

c) Security (24hour internal and external).

d)  Grounds maintenance of areas surrounding the premises.

e)  Window cleaning.

f)  Fabric, fixture and fittings maintenance (eg. curtains, carpets, chairs etc.).

g)  Office management services covering stationery and goods management and distribution the stationery and products contracts of the both the Council and the PCT will be ultilised for the supply). 

h) Building Inspection and Management (does not cover building repair and maintenance).

i)  Energy and Environmental Management - involves managing energy usage and sustainability of all internal operations within the building.

j) Reception Services

Services  and standards to be provided will vary each premise  

The tender will be on the restricted procedure and the contract has been advertised in the official Journal of the European Union

Completed questionnaires need to be uploaded via the Yortender system; submissions and communications outside the system will not be accepted.

Description of Works: Penistone Clean and Tidy Service will contribute to improving and maintaining a clean, well presented and welcoming physical environment for the villages, parishes and town, through a reactive and proactive approach to dealing with locally identified issues such as litter, vegetation overgrowth, weeding, pruning, grass cutting and small scale improvements to street furniture. 

The service will work with volunteers, community groups, and parish councils to help them to sustain a clean, green and tidy environment for the Penistone area which is attractive to visitors as well as the people who live and work there.

In addition the service will be proactive in involving schools, outside agencies (i.e. Probation Service) and businesses in a campaign to encourage people of all ages to love where they live and work as part of BMBC’s ‘Love Where You Live’ initiative.

The service will also complement existing service provision i.e. the work of BMBC Neighbourhood Pride and will work in partnership with other groups and agencies who have an interest in maintaining the green environment in and around the Penistone area.  

The Service will help to ensure that the environment for the people who live and work in the two Wards of Penistone East & Penistone West will be kept clean and well maintained.  It will also complement existing and encourage/ promote local volunteer initiatives as well as being proactive in involving local young people and businesses in taking pride in the area.

It is expected that the work of the provider will be designed to complement and build upon rather than duplicate the existing provision. With the service having a particular focus on educating young people, volunteers and residents with regards the environmental, economic and health related impact in relation to littering.

Therefore elements of the service will focus on the “prevention of littering” and not solely focus on clean-up operations.

 In developing and delivering this service, the provider should ensure that it is contributing to the Council's corporate priorities and outcome statements. Sustainability, community support, self-reliance, resilience and reciprocity should therefore be built into the service design and delivery. Also and where possible provide work experience placements, apprentice opportunities and local labour should be used.

Description of Works: As part of its corporate plan 2012-2015, the Council has established 6 Area Councils (Central, Dearne, North, North East, Penistone and South) to better understand local needs and seek improvements and better outcomes for local people.  The Dearne Area Council has identified the addressing of a provision to improve the overall environmental appearance of the two wards that make up the Dearne Area Council area and is seeking tenders to address this need.

The Dearne Area Council wishes to commission a Provider to deliver a service that will complement existing service provision, including enforcement and the work currently carried out by local volunteers to improve the overall environmental appearance of the Dearne North and Dearne South.

The service will contribute to maintaining a clean, well presented and welcoming physical environment in the two wards of the Dearne area through a reactive and proactive approach to the issues of fly tipping, littering, vegetation, weeding, pruning and maintenance of green areas. The service should involve local people in sustaining their own neighbourhoods and inspire people to Love Where You Live.  Engaging with local residents, young people, businesses, community groups and volunteers is essential to the success of this initiative.

The involvement of businesses, local people and groups is a key element and this will be expected to be done through volunteering and stakeholder engagement.  In addition there are a number of agencies and services working together towards improving the Dearne Area including additional enforcement around littering/dog fouling and housing regeneration and enforcement initiatives as well as work currently carried out by BMBC Neighbourhood Pride service and the Safer Neighbourhood Service.

It is expected that the work of the provider will be designed to complement and build upon rather than duplicate the existing provision.
