The Government of Rajasthan (GOR) isexecuting & implementing the World Bank assisted Rajasthan Agricultural Competitiveness Project (RACP) (Credit No. 5085-IN) inthe state of Rajasthan. 2. Rajasthan Agriculture CompetitivenessProject Management and Implementation Society (RACPMIS) is a registered Society which is implementing the World Bank fundedRajasthan Agriculture Competitiveness Project (RACP). 3. The Project Development Objective of theRACP is to establish the feasibility of sustainably increasing agricultural productivity and farmer incomes through a distinctagricultural development approach by integrating agriculture water management and agricultural technology, farmer organizations andmarket innovations in selected locations across the eight agro-ecological zones of Rajasthan. 4. The guiding principles under the projectare: sustainable and efficient use of water resources, including improved on-farm water use efficiency, reduced water-intensivecropping patterns, and using the resultant savings of water from agriculture sector for economic purposes outside of agriculture insupport of the state's water policy objectives;increased private sector participation in the development of value chains inprocessing and marketing in support of the state's agro-processing and agri-business policy; and improved public sector capacity indelivering agriculture support services. 5. The project will be executed and implementedin about seventeen (17)clusters representing eight (8) "Agro-Ecological Zones (AEZs)" of thestate of Rajasthan with application oflocation-specific menu of approaches and interventions. In all the clusters except in Mokhampura, implementation of activities willbe carried out by the concerning line departments with the support of Non-Governmental Organization(NGO). 6. Each cluster will have a defined theme anddemonstration objective. The relevant hydrological catchment area / command area will provide basis of water resource managementactivities. Each of the clusters will address sufficient quantity of cultivation for the lead commodity identified and selected forthe "Value Chain Development (VCD)". QUALIFICATIONCRITERIA 1.      The applicant Monitoring and Evaluation Agency must be  alegal entity registered in India under Companies Act / Societies Act/ Co-operatives Act/ Trust Act/Properties firm under therelevant regulation/legislation with a registered office in India and must have been operational in India for at least past fiveyears. 2.      The applicant M&E Agency should be a specialized consultancy firm having proven track record ofat least 5 years in M&E strategy framework, Developing Monitoring formats, MPR, QPR, Six Monthly progress report(Quantitative&Qualitative Analysis), Baseline survey, Design and Implement Participatory Monitoring & Evaluation System(PMES), Follow-upsurvey, Monitoring and Impact Evaluation  of Government projects/ Internationalorganization projects/Central/State sponsored schemes/Public sector undertaking projects. 3.      The applicant organization should not have been Black listed by any Govt. Authority or by  NABARD/ CAPART or any DonorAgency. 4.      The applicant organization should have certified copies of Audited Annual Accounts and Annual Auditreports for the last three(03) financial years ended on March 31,2015. 5.      The applicant organization Should have their I.T. returns for the last three (03) financial years endedon March 31,2015 6.      The applicant organization (Individual/Joint Venture) should have Average Annual Turnover of INR 450Lakhs in last three consecutive years ended on 31 March 2015 supported by Audited statements. 7.      The applicant organization should have well qualified and trained staff. The aim of the project is to helpfarmers get more rupees per unit of water consumption. A list of selected clusters is attached in AnnexureA. 3.      The guiding principles under the project are: (a) sustainable and efficient use of water resources by retro-fitting the Four WatersConcept in the catchment areas, where ever feasible, including rain water harvesting, improved on-farmwater use efficiency, reduced water-intensive cropping patterns, and using the resultant savings of water from agriculture sectorfor economic purposes outside of agriculture in support the state's water policy objectives; (b) increased private sectorparticipation in the development of value chains in processing and marketing in support of the state's agro-processing andagri-business policy; and (c) improved public sector capacity in delivering agriculture support services. 4.     Key performance indicators (KPIs) will measure (a) reduction in water used in agriculture; (b) increase in water useefficiency in agriculture; (c) increase in agricultural productivity; (d) increase in gross margins from crops and livestockproducts; (e) increase in the share of producer price inwholesale price; and (f) farmer satisfaction with projectdeliverables. In addition to the above KeyPerformance Indicators (KPIs), the following Intermediate level indicators are proposed to the World Bank forinclusion. (g) Increased ground waterrecharge; (h) Reduce Siltation; (i) Increase efficient use of conserved moisture. 5.      The RACP has four components:1) ClimateResilient Agriculture 2) Markets and Value Chains 3) Farmer Organization and Capacity Building; and 4) Project Management,Monitoring and Learning. The project is to be taken up in about seventeenclusters representing eight agro-ecological zones (AEZ) of the state and implements a location-specific menu of approaches andinterventions. Each cluster will have a defined theme and demonstration objective. Seventeen clusters have beenselected. 6.      Implementation Arrangements: a.    State Level: The project will be implemented through a society registered as RACP Management and Implementation society(RACP MIS) which has been specifically set up for the RACPwith the support of the State Project Management unit (PMU) establishedunder the society i.e. RACP-MIS and dedicated Project Implementation Units (PIUs) of six line departments. b.   ProjectManagement Unit (PMU): PMU is headedby a Project Director, RACP. PMU has been established for the purposeof implementation of theproject with the support of six line departments. PMU is supported by Chief Finance Controller (CFC), Project Coordinators ofvarious departments and staff from the concerned Government department. It is also supported by the Subject Specialists, ConcernedTechnical/ Administrative staff hired on contractual basis for effective implementation of the project. c.    Project Implementation Unit (PIU): TheRACP involves the participation of six line departments, viz. Agriculture,Horticulture, Animal Husbandry, Water resources (Canal), Ground Water, Watershed Development and soil conservation. A dedicatedProject Implementation Unit (PIU) headed by a Nodal Officer of concerned sixline departments has established at the state levelwith the project for effective implementation and monitoring of the activities of theirdomain for which their parent linedepartments are responsible. d.   District level/ Cluster level: District project Management Units (DPMU's)/ Project Implementation Agency will be set up tohandle the operational management of the project's components. Project Director (ATMA) will be designated as Ex. Officio DistrictProject Manager (DPM) under RACP. The Executive Officers of all line departments of concerning districts will be responsible toimplement theproject activities at cluster level.  PMU willfacilitate the respective line department in the process of preparation of Sub plan (CACP for eachcluster) of their domain. e.     Implementation of these detailed Project plans would besupported by staff stationed at District, Block/ Tahsil and field level. It is also supported by the Concerned Technical/Administrative staff hired on contractual basis and engaging NGO for effective implementation of the project at Cluster level. f.    NGO will support for community mobilization and cluster level activities of concerned line departments. Technicalbackstopping to preparation and implementation of plans would bedone by the participatory line departments with the support ofState Agricultural Universities, Rajasthan University of Veterinary and Animal Sciences (RAJUVAS), ARAVALI, Irrigation Managementand Training Institute and other concerned Training Institutes of Rajasthan and specialized competent Agencies to be hired from themarkets. These Agencies will provide training and technical assistance. g.    Before restructuring of the project, the cluster levelimplementation of CACP'S was supposed to be supported by field level NGO's (F-NGOs).  Now after restructuring, the Planning and Implementation of the project activities will bedone by the line departments with the support of dedicated Project Implementation Units (PIUs). 7.      Project Restructuring intends tofollow thefollowing broad parameters:- a.    Project will follow the broad principles "FourWaters Concept" on pilot basis subject to feasibility which othersintegrating the four waters which are rain water, surface water,ground water and soil moisture. b.   Project to take approach of specific investmentactivities in an integrated manner so as to roll out the activities immediately. c.    Project interventions to have a larger focus onsouthern and eastern districts of Rajasthan where the four water concept is amenable along with integrated value chaindevelopment. d.   Implementation of all the activities will beprimarily done through the participating line departments with additional support as per need. e.    Work on PPP basis in potentialsectors/components. 8.      Need and Rationale for Monitoring & Evaluation: a.       It is essential to measurethe progress and the results in the implementation of various project components and evaluates their results to ensure that theproject's objectives are achieved. b.      The information generatedthrough monitoring and evaluation of the Project will be helpful for improved management of the Project, for strengthening thedialogue with the Government of Rajasthan on key issues, for obtaining feedback for future interventions, for improvingcoordination between the Project Components and their implementing agencies (IAs), for adaptive Project Management, for fine-tuningthe supervision strategy and planning, for identifying additional measures needed to meet project targets and for assessing theproject sustainability. c.       Monitoring and Evaluation(M&E) is of critical importance for tracking progress in the implementation of various project components, identifying problemsas they arise, guiding remedial actions to help ensure that the project achieves its intended objectives and assessing the impactof the project. d.       In addition to M&E, the Project has to set up for Management Information System (MIS)to track the inputs and the outputs. II.            Objectives of the assignment: Objectives of the Monitoring and Evaluationassignment: a.       The purpose of the monitoring and evaluation is to review the progress made by the project in fulfilling itsagreed objectives through the planned activities. b.      Systematic monitoring and evaluation (M&E) of project activities and outcome indicators will be carried out toassess the effectiveness of the project during implementation and at completion. c.       The M & Emechanisms will emphasize stakeholder participation and will be designed to facilitate rapididentification of shortcomings and problem areas. III.            Detailed scope of assignment and responsibilities: Primary and Specificresponsibilities of the Agency: 1.     The Primary responsibility of Monitoring & Evaluation Agency includes: a.       Creating an M&E framework for the entire RACP Project in consultation with PMU, PIU andMonitoring and Evaluation Specialist. This framework must be aligned with the project and intermediate outcome indicators. Thiswill include defining the key process and performance monitor indicators, formats for collecting the relevant information, methodofmeasurement, data collection frequencies, responsibility of data collection and compilationetc. b.      All aspects of theproject-including technical, institutional, environmental, social, economic, financial, procurementstatus will be monitored. This framework will compare actual achievement with the plans in the PAD, environmental and socialmanagement framework, NGO performance, procurement andfinancial guidelines, project operations manuals and other related documents. c.       The M&E Agency will be responsible for collecting data for their independent monitoring of both processand performance indicators. 2.     The Specific responsibilities of Monitoring & Evaluation Agencyincludes: a.       Conduct the Baseline survey for the project; b.      Monitor and evaluate the  progress in theprovision of critical project inputs and activities; c.       Evaluate progress in achieving the project outputs and outcomes and evaluate the project'simpact at key junctures during the project period to assess progress towards achieving project's objectives; (Please refer Annexure 1 in the PAD attached). The agency should evaluate the progress in termsof KPI's, intermediate indicators and any other indicators suggested by PMU. d.      Strengthen the capacity of the project implementing agencies to monitor project impacts and use the PMIS  by providing on-the-job training; e.       Design and implement a participatory M&E system (PMES) using state-of-the art methods and tools thatwill monitor performance of relevant activitiessuch as the activities of the common interest groups, village organizations andproducer company's activities of self-help groups in the common service centers. Identify suitable participatory M&E mechanismsand tools such as community card scores, focus groups and participatory social auditing. The methodology and approach for thePM&E shall be designed in close consultation with key stakeholders and will be finalized in consultation with thePMU. f.       Prepare and submit the Monthly Progress Report (MPR), Quarterly Progress Report (QPR) Annual Progress Report(APR) to PMU which reflects physical and financial reports. g.      Prepare six monthly M&E reports for the PMU which would summarize achievements of the preceding six months, crosscutting issues and recommendations and updated project indicators; and h.      Provide two comprehensive reports- the baseline survey and impact evaluation assessment atthe time of project completion. (Please refer Annexure 1 in the PAD attached). The Monitoring and Evaluation Agency should also conduct survey for Final Evaluation around the time of project completion.For Mokhampura cluster the baseline survey was already conducted through an NGO. Here the Monitoring and Evaluation Agency can takethe baseline values of this survey;however, the agency may conduct sample survey for specific indicatorsif needed. The Agency canalso conduct survey for control groups in Mokhampura. 3.     Detailed scope of assignment: A.    Scopeofwork a.       The Monitoring & Evaluation Agency should develop the formats in consultationwith PMU, PIU, DPMU andM&E Specialist which reflect the physical, financial, technical, institutional, environmental, social, economic, andprocurement progress of the Project. b.      The Monitoring formats should be exhaustive and reflect progress in detail of componentwiseinterventions. c.       The Monitoring and Evaluation agency should get the formats approved by the PMU andPIU. d.     The Monitoring &Evaluation Agency has to monitor the program, component wise and activity wise and submit the six monthly progress reports alongwith comments regarding lacunas in interventions and proposed remedies. e.       The six-monthly reports would include, inter alia,: (a) An up-to-date physical and financial expenditure datacompared to annual and end-project targets; (b)An updated indicator of project performance compared to annual and end-projecttargets; (c) The successes and the problems encountered during the reporting period with suggested remedial actions;   (d) The socio-economic and environmental impacts of the project;(e) Qualitative Analysis of the project which includes the comments regarding quality of interventions in the project. This will bedone by field visits by the concerned subject experts appointed by the agency. This report will reflect the quality of the deliverables in the project related tothe project interventions.Information should be based on real facts which will reflect intervention impact. f.       The Monitoring & Evaluation Agency shall strengthen the capacity of the RACP for preparation of theProject Management Information System (PMIS) byguiding MIS agency. g.      The PMIS will provide interactive use-friendly tools, allowing the collection of inputsfrom the implementation agencies,producing standard reports and allowing specialized queries to track all aspects of project progress (including physical andfinancial progress and project outputs and outcomes) at any time. h.      The M&E Agency will use the PMIS to generate project indicators and the appropriatereports to facilitate theevaluation of the project. i.        Reporting progress to PMU through MIS and the data/ reports needs to beuploaded/ updated/ entered in MIS software as desired or as per procedure specified byproject. j.        The baseline survey will collect the information that will aid in project planning as well as providingbaseline values for the M&E framework. k.      In order to enable an impact evaluation of the project it is critical that the sample design for the baseline surveyincludes controls. The control groups will include markets, villages and households in Taluka where no RACP activities are beingimplemented. This will be done in all clusters including Mokhampura. l.        The M&E Agency will be responsible for determining the final breakdown of treatment versus controlmarkets and households to ensure that statistically meaningful comparison can be made. m.    Control samples should have similar socio-economic characteristics to the treatment sample. Propensity scores or othermatching methods will need to be used to assess the validity of the controls in the analysis of the baselinedata. n.      Probability sampling must be used to select a sample, allowing for statistically robustestimates of difference in keyparameters of interest. Furthermore the control group could be subject to a rolling sampling (Some sampling units in the Controlgroup remain fixed and some sampling units will change as related to time) in order to allow a proper comparison overtime. B.     For the baseline survey the Monitoring & Evaluation agency should a.       Develop an appropriate sample design includes developing the sampling methodology(sampling stages, strataetc.) the sample frames, the system for selecting the sampling units and the procedure for calculation of the expansion factors forthe sample to the universe. Normally the sample sizewill be 10-20 % but based on the situation it can be increased or decreased inconsultation with PMU. b.      Prepare a draft report on sampling strategy including the details on the proposed methodology of sampling, the samplingframe and how the sample design will be implemented in the field and the methodology (formulas) for the expansion factors for thesample to the universe. c.       Discuss thedraft report on sample design with PMU, PIU, DPMU and get itapproved. d.      Develop sample frame and select the sampling units. Once the sampling units have been selected an initial set ofexpansion factors should be computed. e.       Prepare a final report on sample design which includes all details of sampling methodology, development ofsample frame and calculation of expansion factors. f.       The final report on sample design will need to be cleared by PMU, PIU, DPMU before commencement of fieldsurvey. g.      Finalize the datato be collected in the baseline survey after discussion with PMU, PIU&DPMU. h.      Develop and finalize baseline survey questionnaires and arrange to translate it in regional language(Hindi). i.        Fieldtests the questionnaires, incorporate revisions after field testing. Some representative of PMU/ PIU/DPMU may participate in the field testing as an observer. j.        Hiring and training the field supervisors and enumerators. k.      Planning the field work logistics. l.        Conduct a pilot survey and revise the questionnaire based on the findings of the pilot survey. Somerepresentative of PMU/ DPMU may participate in the pilot survey as an observer. m.     After the pilot survey prepare actual survey implementationand questionnaire documentation. n.      Supervising survey implementation and ensuring quality control. o.      Developing the data entry program, supervising the project database and arrange for data cleaning andentry. p.      Analyze and report the findings of the survey and provide datasets and finaldocumentation. q.      For Mokhampura cluster the baseline survey was already conducted through a N.G.O. Here the Monitoring andEvaluation Agency can take the baseline values of this survey; however, the agency may conduct sample survey for specificindicators if needed. The Agency can also conduct survey for control groups in Mokhampura. C.    Otherscope ofwork a.       For each sub-component under RACP, baseline figures have been taken on the basis of the available data andconsidering the possible growth under each activity targets for each project year have been workedout. b.      The results of theactivities will be measured in terms of reference framework and the targets fixed will be used tomonitor the implementation and evaluate the performance of various activities of the project. c.       The baselinesurvey will need to measure baseline values of all key performance indicators(KPI's), intermediate level result indicators in the project guidelines as well as values of additional indicators as agreed withPMU, PIU (Please refer Annexure 1 in the PAD attached). d.      The Monitoring & Evaluation Agency should evaluate the program which will accessthechange in key performance indicators, intermediate level indicators and any other additional performance indicators added (ifany); during and after the program implementation (Please refer Annexure 1 in thePAD attached). e.       The Baselines values will need to be compiled for performance indicators. f.       The Monitoring and Evaluation Agency should conduct the survey for Final evaluation g.      The impact Evaluation will evaluate RACP's performance and progress towards achiving theproject developmentobjectives.. h.      The impact evaluation survey should closely follow the sampling and data collection frequencies used for the project'sbaseline survey. The M&E consultantwill be expected to pool the baseline survey data, control group datafor the same period,and final impact assessment survey data to create a panel data set to analyze and measure changes with respect to the performanceof the project. The content of the Final Impact assessmentsurvey will include all questions from the baseline survey as a "core"module. i.        The impact assessment will develop a comparison between current project progress, baseline and the progressmade by the control sample (hence, theneed for a rolling sample). In addition to this "core" module, the M&E Agency would needto ensure that the impact assessment surveys adequately capture all results indicators being monitored as part of the project,including important quality information. The content of theimpact evaluation questionnaires will be finalized in consultation withthe PMU. j.        The impact evaluation will be at evaluation around the time of the project completion. k.      The impact evaluation review would be a comprehensive overall impact assessment including quantitative andqualitative assessment of progress against project development objectives. The impact evaluation will be   around the timeof the project completion. l.        To enable comparative assessment of a 'with/without' project situation (as opposed to the more standardbefore/ after project situation), the impact assessment and analysis will also collect and use statistically comparable data fromcontrol (non-project )areas. 4.     Period of the Assignment: The Monitoring &Evaluation Agency would beappointed for the project period i.e. 34 months. The performance of the Monitoring & Evaluation Agency will be closelymonitored and reviewed on a yearly basis by the Committee and in case the performance is found satisfactory, continuation of thecontract will be done. If the performance of the concerned Agency is found unsatisfactory, action pursuant to the terms andconditions of the contract shall be put in force by the client. 5.     Facilities to be provided by the Client: a.     The client willprovide the Monitoring & Evaluation Agency a copy of the approved CACP for the selected Clusters along with maps and otherrelevant records etc. as may be necessary for Monitoring and Evaluation of the implementation ofCACP. b.     Provide Componentwise and Year wisedetail Action Plan of the Project. c.      Provide detailproject description, operational guidelines of RACP. d.     Provide awarenesstraining program which includes component wise detail project description, meaning and scope of activities to be taken up relatedto each component in the selected cluster, process details of each activity. This training programwill be given by the concernProject Coordinators. Each and every member of the Monitoring & Evaluation Agency should attend this program. e.      The detailsregarding restructuring of the project. 6.     Expertise and Experiencerequired: The Monitoring and Evaluation Agency a.       Must be a legal entityregistered in India under Companies Act / Societies Act/ Co-operatives Act/ Trust Act/Properties firm underthe relevantregulation/legislation with a registered office in Indiaand must have been operational in India for at least past fiveyears. b.      Should be a specialized consultancyfirm having proven track record of at least 5 years in M&E strategy framework, Developing Monitoring formats, MPR, QPR, SixMonthly progress report (Quantitative &Qualitative Analysis), Baseline survey, Design and Implement Participatory Monitoring& Evaluation System (PMES), Follow-up survey, Monitoring and Impact Evaluation of Government projects/Internationalorganization projects/Central/State sponsored schemes/Public sector undertaking projects. c.       Should not have been Blacklisted by any Govt. Authority or by NABARD/ CAPART or any Donor Agency. d.      Should have certified copies ofAudited Annual Accounts and AnnualAudit reports for the last three(03) financial years ended on March31,2015 e.       Should have their I.T. returnsfor the last three (03) financial years ended on March 31,2015. f.       Should have Average Annual Turnover (Individual/Joint Venture) of INR 450 Lakhs in last threeconsecutive years ended on 31 March 2015 supported by Audited statements. g.      Should have well qualified andtrained staff. The agency should submit the list of their employees along with the valid proof of their educational qualificationand experience. h.      Should have their ownoffice in Jaipur or should set up their own office (with their well-equipped infrastructure) in Jaipur,Rajasthan. i.        Shouldpreferably have experience of working in Rajasthan in desired sector.
