The extent of the contract includes but is not restricted to the external and part internal cleaning of windows along with cleaning of lights, high level dusting and high level cleaning of steel work. The glazing on the roof and brise soliel around the outside of the building will also be required to be cleaned. Please note Ty Penallta is a five storey building which will require cleaning to very high level areas. It is important therefore that tenderers visit the site prior to tendering to fully understand the areas of cleaning and the high level access implications in order to meet the specification requirements.

Caerphilly County Borough Council requires tenders for the performing of maintenance services for the Authorities Information Technology air conditioning, building management and fire suppression systems. This arrangement will include for both of the following: The Authority has a number of main sites which host communications rooms. In these rooms there are a number of critical pieces of IT equipment and equipment has been installed to control the environment of the room. Generally this includes air conditioning and uninterruptable power supplies. The central Data Centre has numerous environmental protections in place, including air conditioning, uninterruptable power supplies, generator and Tyco fire suppression (including Vesda Control Panels). These systems are monitored with Trend 963v2.10 building monitoring system. This maintenance contract will be awarded for 1 year with an option to extend for up to a further period of twelve months. All equipment is defined in Appendix A. The F Gas Register/Certificate on site should keep a record of; The Company F Gas Registration Number. The Engineers certification number and qualification. Quantity and Type of F Gas Refrigerant. Quantity of F Gas Refrigerant added to the system. Quantity of F Gas Refrigerant recovered through servicing or maintenance and disposal. If Gauges have been fitted or system has been opened log of revisit within 30 days to carry out inspection for leakage. Refrigerant Gas that has been reclaimed from a system should be sent away for destruction or cleaning by an authorised company and F Gas Certification should be held to demonstrate that the process has been completed in accordance to associated legislation. The proposed Supplier shall provide the following as part of the arrangement: Provide hardware and software maintenance (where applicable) for all air conditioning equipment, this will include routine and non routine maintenance. Provide hardware and software maintenance for the fire suppression system at Tredomen House, this will include routine and non routine maintenance. Provide hardware and software maintenance for the building monitoring system at Tredomen House, this will include routine and non routine maintenance. All maintenance schedules will include routine maintenance as per manufacturer’s recommendations and accommodate emergency call outs. The Authority is looking for a Contractor to provide annual servicing and maintenance of its War Memorials, Memorial Clocks and Columbaria Memorials for a period of up to four years. Although annual requirements are laid out in this document please note that the quantity may reduce or increase over the period of the contract. War Memorials: The Authority is responsible for 37 war memorials and cenotaphs throughout the county borough as detailed within the Invitation to Tender Document(this is not an exhaustive number and the number may increase or decrease over the period of this contract). In addition there are several other public memorials and outdoor works of art which could be constructed from any combination of bronze, steel, wood and stone. These memorials and structures will need annual maintenance including cleaning and repairs to the fabric/lettering of the memorial and surrounding walls, railings, gates etc, where applicable. Occasionally, names of fallen service personnel will need to be added. This may lead to the supply and fixing of additional stone or bronze plaques. These need to be installed sympathetically to match the existing material and construction. From time to time vandalism, theft or graffiti occurs which needs to be dealt with as a matter of urgency. The contractor will provide a quotation for these works as and when this situation arises. From time to time the council may require the contractor to undertake repairs to memorials within any of their ten municipal cemeteries, which may have been damaged as a direct result of the council’s operations and will be required to provide quotations for these works on an as needed basis. Memorial Clocks: The Authority is responsible for four memorial clocks located at Gilfach, Tirphil, Elliotstown and Senghenydd. These clocks need to be adjusted to British Summer time in March and GMT in October. The contractor is requried to undertake an annual inspection of each clock and a suitable report outlining the condition of the clock along with a quotation for any remedial works will be required. In terms of ad-hoc issues, the contractor will be required to respond within 24 hours followed by a report and quotation to the authorised officer. Columbaria Memorials: The Authority has responsibility for four columbaria style memorials located at Abercarn, Bedwellty, Penyrheol and Brithdir cemeteries. Plaques on these memorials are available for purchase by the bereaved for a lease period of ten years. The contractor will be required to suitably inscribe and install each plaque along with any artwork requested by the authorised officer. Before work commences, proof of approval by the bereaved family will have to be provided to the Authority prior to installation. The contractor, at his/her expense will be required to carry a number of blank plaques to ensure that the memorial is always complete when any additions are being made. The contractor will be required to undertake annual inspections and submit a suitable report relating to the memorials condition along with a quotation for any remedial works. The contractor following the inspection shall will be required, at his own expense, to ensure that the structure is in a clean and safe condition as far as is reasonably practicable. Tenderers are encouraged to visit the sites prior to tendering, in order to satisfy themselves for condition and potential works required in this arrangement.

Bids are invited to establish a framework for Receipting and Recycling of Segregated and Mixed Inert Materials and Hazardous Waste and purchase of recycled aggregate for two years with an option to extend for up to two twelve monthly periods or twenty four months in total. Successful bidders will be required to provide the services as set out within the Individual Lots. Requirements include a minimum level of landfill diversion and the recycling process must comply with WRAP Aggregates from Inert Waste Quality Protocols. Inclusion on the Framework does not guarantee work. The Council gives no guarantee as to the composition of inert waste or inert waste tonnages. Lot 1 is concerned with construction/demolition waste as a result of the Council own works activities which are collected at and transported from each individual site being worked on, it is not likely that commercial or domestic waste would enter this source, however no guarantee can be provided regarding the source of the materials. The Council does not bind itself to any fixed quantities of materials and inclusion on the Framework Agreement does not automatically guarantee work. However for information purposes, and to assist Tenderer(s) in establishing tender rates, the estimated tipping requirements for Lot 1 are approximately 4000 tonnes per annum. All information, where possible, in the possession of the Council regarding existing and future waste flows shall be made available to the bidders along with any planned service changes that may impact upon the quantity and composition of Waste dealt with under this Framework Agreement. Bidders shall give consideration and make allowances for future changes in Waste arising’s and composition and shall ensure that the technical and operational processes employed are sufficiently flexible to meet performance requirements and/or recycling requirements throughout the Framework Agreement Period. Materials will be deposited by the Council’s own vehicles. The material collected and/or acquired by the Council is deemed to be Municipal Waste, therefore the majority of inert waste materials stored and collected at the HWRC’s Sites are from domestic waste streams given that traders are not normally permitted to deposit wastes at these sites. However, it is accepted that some commercial inert Waste may enter from this source, so no guarantee can be provided regarding the source of the materials.
