Nature of Requirements: HVAC System and General Cleaning

This Regional Individual Standing Offer (RISO) is for the supply of all necessary labour, equipment, material, supervision and transportation necessary for commercial and residential HVAC cleaning and general site cleaning. Equipment to be cleaned will include but not limited to commercial air handlers, commercial cooling towers, commercial cooling/heating coils, commercial building duct work of various sizes and residential duct work of various sizes, residential furnaces, residential air conditioning systems and residential mechanical rooms. General cleaning may include but not limited to general construction clean up, building interior and exterior cleaning of hard to remove paint/staining, removal and disposal of damaged material from water or sewer at the Royal Canadian Mounted Police Training Academy-Depot Division, F Division Headquarters and Regina Laboratory Building. Services are to be provided on an “as required” basis.

It is anticipated that one firm will be issued a Standing Offer. The Standing Offer will be issued for a period of two (2) year with the option to extend the term of the Standing Offer for one (1) additional one (1) year option period(s). The total estimated expenditure for the first year is $100,000.00 excluding GST/HST.

Security Requirement: There is a security requirement associated with the requirement.

Evaluation Procedures:

Bids will be assessed in accordance with the entire requirement of the bid solicitation. An evaluation team composed of representatives of Canada will evaluate the bids.

Basis of Selection:

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

Debriefings:

After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.

The repairs required are as follows: New cedar shingles, metal roof assembly repairs, flashing repairs, chimney reconstruction, miscellaneous trim repairs, repaint cast iron panels, replacement of glass panes, interior and exterior cleaning to lantern room, new siding and underlayment, painting, perimeter structural wood beam investigation, repair of stone foundation, repointing mortar joints, damp proofing and installation of foundation drainage barrier and weeping tiles, various wood window and door repairs and or replacement, scraping/sanding/painting, vinyl window repairs, repair of interior plaster, repairs andmodifications to railings and stairs, regrading.   MANDATORY SITE VISIT  There will be a Mandatory site visit on 26 July 2016 at 11:15am. The meeting location is at the secure gate to the Mississagi Straits Lighthouse locatedoutside the entrance to Lafarge Canada quarry on the south side of the road. The lighthouse is location at the extreme west end of Manitoulin Island. Follow Highway 540 towards Meldrum Bay, then take left just past White Sea Resort onto Mississagi Lighthouse Road. The Lighthouse is located 12 km west of Meldrum Bay. The visit to Janet Head will follow after the visit to Mississagi Strait. Janet Head Lighthouse is approximately a 1 hour drive from Mississagi Strait Lighthouse.  The site visit for this project is MANDATORY.  The representative of the bidder will be required to sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will not be accepted. Itis mandatory that the bidder attendthe mandatory site visit at the designated date andtimeto examine the scope of the work required and the existing conditions. Bidders are requested to register with the Contracting Officer, Bob Hassell at bob.hassell@pwgsc.gc.ca or 416-590-8270, to confirm their attendance and provide the name(s) of the person(s) who will attend, 24 hours prior to the site visit. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
