The Ministry of Water, Irrigation and Electricity (MoWIE) would like to invite qualified, competent andinterested applicants for the following position for its World Bank Financed Ethiopian Nile Irrigation and Drainage ProjectCoordination Office (NPCO).
The primaryobjective of the Dam Safety Instrumentationspecialist is to provide an independent and high level technical evaluation of the safety of the proposed dam related toInstrumentations. The reports of the Dam Safety Instrumentation specialist are to become the basis for conducting any necessaryactions to upgrade the proposed design and operation of the dam safety Instrumentation(s) from a safetyperspective.
Also the consultancy service is to review andcheck the adequacyof the dam safety related instrumentation system and advice on its proper design, setting, operation, monitoringprocedure maintenance, anddata management.
1. Review ofMonitoring Instruments
Instrumentation Plan ,Instruments design and selection,Instruments specification,Installation checking ,Performance test procedures ,Calibration instruction ,Trouble shooting ,Checking of required maintenanceand service tasks (cleaning, lubricating, disassembly, checking of energy supply, etc. Repair and replacement instruction. Not limited.
2. Review of Data Management System
Data acquisition and processing, Data checking (validity and consistency)including correlations based on chronological data and predicted behaviour ,Data storage and archiving, Management of alarms,thresholds, and anomalies ,Data analysis and interpretation ,Data reporting ,Selection of software. Notlimited.
3. Types of Instruments and Systems forReview
Pressure monitoring to observepore-water and earth pressures in the embankment and foundation (standpipes, vibration wire piezometers, earth pressure cell,etc.), Seepage monitoring(V-notch weir, partialflume). Internal embankment and foundationmonitoring (settlement sensors, etc.) Externalmonitoring of movements of embankments and appurtenant structures (monument beacons for settlement, deformationmonitoring). Event monitoring; reservoirlevels, rainfall, seismic, etc. (water level, accelerometer, etc.). Not limited.
The consultant shall possess the following experience:
Electro-mechanical engineering/Geology engineering /Dam engineering / degree with a minimum of 15 years'relevant experience, in a range of dam safety instruments, such as piezometers, inclinometers, settlement sensor, seepage flow,deformation, in data acquisition, communication, storage systems/ networks and protocols, Experience in the practical applicationofdata acquisition, processing and analysis tools and systems for large dams, knowledge of overall dam safety and potentialrisks
Excellent communication and report writing skills in English.
Duration of the Assignment
The Consultantshall perform the Services during the period commencing for one year withpossibility of extension(based on good performance) in each year for forty days (40) four timesannually or any other period as may be subsequently agreed by the parties in writing.
