This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation in its entirety; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) under solicitation number VA262-16-Q-0881. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-87-2 effective April 6, 2016.
The solicitation is in accordance with FAR Part 12 (Acquisition of Commercial Items), 13 (Simplified Acquisition Procedures (SAP)), 13.5 (SAP for certain commercial items), and Veteran Affairs Acquisition Regulations as supplemented with additional information in this notice. This is a Service Disabled Veteran Owned Small Business set-aside; the North American Industrial Classification System (NAICS) code for this requirement is 561720, and size standard is $18 million.
The Department of Veterans Affairs Veterans Integrated Services Network (VISN) 22, headquartered in Long Beach, California has a requirement for window and other building cleaning services. The Contractor shall provide the services for the VA Loma Linda Healthcare System (VALLHS) main campus located at 11201 Benton Street, Loma Linda, CA 92357 and VALLHS Ambulatory Care Center located at 26001 Redlands Boulevard, Redlands, CA. Delivery is FOB destination. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of the contract. The Government intends to award a single award firm-fixed-price contract with base and four option years. The order shall begin on the date of award.

In order to afford all offerors equal opportunity to observe the physical characteristics of the job site, a one-time Site Visit will take place on Tuesday June 21, 2016 at 10:30 a.m. Pacific Standard Time. Offerors shall meet at the main entrance lobby of VALLHS, located at 11201 Benton Street, Loma Linda, CA 92357. This activity includes visiting the Ambulatory Care Center located at 26001 Redlands Boulevard, Redlands, CA 92373. The offerors are responsible for providing their own transportation from site to site. The site visit is anticipated to last no more than three (3) hours. The offerors are required to RSVP via e-mail at email@example.com no later than Monday June 20, 2016 at 11:30 a.m. PST with "Site Visit RSVP - Window and Other Building cleaning Services" on the subject line.
Offers to this solicitation shall be e-mailed not later than 08:00 a.m. PST on Friday June 24, 2016 to the attention of Edgar Alvizar at firstname.lastname@example.org with "Solicitation Offer - Window and Other Building cleaning Services" on the subject line. Files should be sent in PDF format and no larger than 10MB or they will be automatically rejected by the server. Vendor shall expect a confirmation e-mail indicating offer was successfully received by the Government. The Government is not responsible for rejected e-mails that exceed the e-mail capacity. Telephone and fax responses shall NOT be accepted.
