EØS 002-2014 Framework agreement for cleaning services.

Bergen municipality will enter into framework agreements for the purchase of cleaning services for municipal units, e.g. nursery schools, hospitals, office buildings and other units. The agreements shall have a duration of 2 years, with an option for the client to extend the contract for a further 2 years, to a total of a maximum 4 years. The agreements cover the purchase of regular cleaning services (regular cleaning), floor maintenance (floor scrubbing, buffing and polishing), deep cleaning and building cleaning. A separate agreement will also be signed for window cleaning. The agreements apply to units in Bergen municipality that do not employ their own cleaners or meet their needs internally. The framework agreement for window cleaning shall be entered into with a single company and will cover the whole of Bergen municipality, while framework agreements for other cleaning services, including deep cleaning and building cleaning shall be entered into on a district-by-district basis for all 8 districts. Bidders may submit bids for several districts, and may submit bids that cover all services including window cleaning. The framework agreements are estimated to have a total value of approximately NOK 30 million per year, distributed as regular cleaning (approx. 25 million, deep cleaning/polishing/building cleaning (approx. 3.5 million), andwindow cleaning (approx.1.5 million). The districts of Bergenhus and Årstad are estimated to represent about 20–25 % of the turnover each. Åsane, Fana, Fyllingsdalen, Laksevåg and Ytrebygda represent about 8 %–15 % of the expected total turnover per district. Arna district is expected to generate about 2 % of the turnover of regular cleaning.All estimates are approximate, partlybecause in our experience, needs within the municipality vary, cf.section1.6. of this document. The tender contest/contract includes the establishment and operation of a construction rig during the entire renovation works for Gjøvik Town Hall. The works will be executed from spring 2017 until autumn 2018. Gjøvik Town Hall shall be renovated. The works mainly comprise internal renovation and reconstruction of approx. 13 000 m2, divided in 7 storeys, new insulation and roofing, new windows and approx. 400 m2 new building. The construction project shall be implemented through divided contracts, administered by the contracting authority. Contract EB 01 Rig and operation is a sub-contract. A contract will be entered into with the contracting authority, and the contractor will be responsible for a complete rig, operation, and disassembly thereof. This includes i.a.: Workmen's huts for washing and eating, offices and meeting rooms. Securing the construction site. Scaffoldings, lifts, cranes and temporary installations for electricity, water-borne heating and security. Building-cleaning services, including monitoring the ‘Clean Building’ (‘Rent Bygg’). Waste management of waste from all of the construction works, including a waste collection plan and a disposal site. The contract shall also safeguard the function ‘Hovedbedrift’ in accordance with §2 in the Act relating to working environment, working hours and employment protection, etc. The scheduled start of works is 22.5.2017. The completion date is approx. 28.9.2018.

— Disassembly/reassembly of fixtures and adaptations for the work mentioned above. Special conditions.

— Scaffolding work will mainly be carried out by the framework agreement supplier. When the work mostly involves painting, the supplier for painting and coverings can do the work. This will be agreed when the work is ordered.

— The contracting authority can use a separate framework agreement for building engineering design services, if needed, it will be natural that the contractor assists with engineering design services for specific assignments.

— The procurement and assembly of fixed fixtures shall mainly be carried out by separate framework agreement suppliers, unless the work can be carried out by the tenderer as agreed.

— The contracting authority currently has properties where parts of the buildings are grade 1 listed or grade 2 listed. The management plans for these property areas is being prepared. If it is apparent that the tenderer does not have the correct competence for work that shall be carried out in these areas, the Contracting Authority can choose to hold a competition in order to get access to the necessary competence for the service. Examples of relevant documentation that can be enclosed with the tender are: a) Central certification for execution within the discipline j) Work on listed buildings in development classes 1, 2 or 3, or documentation of equivalent documentation.

b) An overview of executed work within the discipline j) Work on listed buildings with accompanying references (the customer's name and telephone number, information on the extent and the value of the assignment). Tenderers are expected to have access to scaffolding, lifts and other tools/equipment that is necessary for the execution of the work in this contract.

Tenderers must reckon on work on all of these properties, which are geographically spread around Østfold County. Tenderers shall be able to provide the relevant services for all the buildings that the Contracting Authority owns and uses in the contract period, with the changes in volume involved in this. Annex 9 Property Overview Østfold Hospital includes a list of the properties that Østfold Hospital currently uses.
