The Animal and Plant Health Agency (APHA) is an Executive Agency of the Department for Environment, Food and Rural Affairs (Defra) and delivers the Animal Health and Welfare policies of Defra, Scottish Government and Welsh Government across Great Britain (GB). Its principal function is the safeguarding of animal health and welfare and public health, which in turn support economic growth and trade.

From time to time, the APHA and other GB government (central, devolved and local authorities) may have a need to employ a range of contractors to deliver certain types of work on its behalf. The Authority has appointed 65 Providers onto a GB-wide, multi-supplier Framework for the delivery of any work as described in the 21 lots described in this notice. APHA will be the operational agents for the delivery of the Goods and Services under the Framework on behalf of the Authority. The Framework is open to other Contracting Bodies as detailed within this notice.

The services under this lot will require Providers to value agricultural plant and equipment and other property, animal feed/fodder, crops and both pedigree and non-pedigree animals including those from the following species:

— Bovines (where Valuation Rate Cards do not apply);

— Ovines;

— Porcines;

— Caprines;

— Avians (for species or breeds where Valuation Rate Cards do not apply);

— Cervines;

— Camelids;

— Equines;

— Canines;

— Felines;

— Ratites.

It is possible that Providers may also be required to value other species not listed above.

There may be some situations where the Owner has a legal right to appeal the original valuation ( Lot 1). In the event of a valuation being disputed by the Owner in either support of Daily Routine Work or in an Outbreak or Incident, the Authority may require the provision of Expert Valuation services delivered by an Expert Valuer(s) with experience in valuing the class of animal/bird/other whose value is being disputed.

The Monitor Valuation Service will involve an audit of the range of valuations being submitted (this would be most likely to occur in a large Outbreak) and aims to ensure that Valuers and Expert Valuers are completing the valuation assessments correctly and consistently.

Monitor Valuation services must be provided by a Monitor Valuer with appropriate skills and experience (typically, a Monitor Valuer will have much greater depth of experience than an Expert Valuer or Valuer).

This lot has been included to allow Contracting Bodies to access a range of flexible solutions for analysing market and sales data in order to generate rate cards/table valuations. It should be noted that at this time, it is expected that this service would be required to cover a range of poultry species/production systems.

The intention of this lot is to seek Providers that can assist Contracting Body's in catching poultry in a welfare friendly manner prior to any other process being undertaken. CGU services may be provided by the Contracting Body or 3rd Party providers as detailed in Lot 10. Other processes may include the taking of blood samples, clinical inspection or possibly culling the birds.

The intention of this lot is to allow Contacting Bodies to access the services of professional herders and drovers to assist in a range of operations. The majority of this work will fall into Outbreak/Incident response, though there may be a small element of Daily Routine Work assigned, for example, if a Keeper does not present their animals for inspection in the proscribed manner, legislation provides for government to have this work completed and then to recover any costs for this service from the keeper.

In an Outbreak or Incident, animal handlers or drovers or specialised equipment may be required to assist in the catching/collection of animals prior to further processes being applied — which may include clinical examination, further testing or culling. The handling methods will depend on the size and species of livestock, but shall meet with relevant administration's Code of Recommendations for the species. These can be found located on the relevant administrations website:

For red meat species, the preferred method of culling involves the use of a Captive Bolt Gun (CBG), which is followed immediately by pithing (the manual destruction of the brain and brain stem). Other culling methods may be used at the Contracting Body's discretion.

Operations may only begin when the Contracting Body grants permission. APHA/Contracting Body reserves the right to oversee these operations to ensure compliance with relevant welfare legislation.

In an Outbreak or Incident, Slaughtermen will be licensed to move on and off Affected Premises (APs), by issue of a notice from the Contracting Body. The notice will prescribe what must and must not happen on the AP and requires the Slaughtermen to follow strict bio-security guide lines, including wearing required PPE/RPE. Failure to observe the measures required in the notice is an offence under the Animal Health Act 1981, section 73. Slaughtermen may be required to go through an induction process to work on each AP.

In some instances, where animals are fractious or difficult to handle (for example feral cattle), free bullet (rifle) Marksmen may be required to cull them from a distance using a rifle and ammunition suitable for the species being culled. Use of other free bullet weapons may also be required, such as carbines and shotguns. The type of weapon required will be further defined in the call off process.

All Marksmen must hold relevant FAC/licences and permits to use their weapon and carry its associated ammunition. All free-bullet Marksmen must also hold a British Association for Shooting and Conservation Deer Stalking Certificate Level 1 (BASC DSC1) or international equivalent. In some instances, Marksmen may be required to have their FAC varied to allow them to cull other animal types, if required.

In some instances, Dart Gun Operators (DGOs) may be required to use tranquiliser guns/darts to sedate animals, generally before they are culled.

Operations may only begin when the Contracting Body grants permission. APHA/Contracting Body reserves the right to oversee these operations to ensure compliance with relevant welfare legislation.

In an Outbreak, DGOs will be licensed to move on and off Affected Premises (AP's), by issue of a notice from the Contracting Body. The notice will prescribe what must and must not happen on the AP and requires the Operatives to follow strict bio-security guide lines, including wearing required PPE. Containerised Gassing Units (CGUs) may be required to deal with depopulation activities on a poultry farm. Trained and appropriately WATOK certified operatives should be provided as part of this service, as should the CGU, the requisite gas mix, any PPE/RPE (likely to be FFP3 standard as a minimum) required and any manual handling equipment (e.g. a Tele handler) to move kit about the farm. Note that the term ‘CGU Operators’ includes all employees of the provider engaged with delivering the services on the Affected Premises.

Operations may only begin when APHA/Contracting Body grants permission. APHA/Contracting Body reserves the right to oversee these operations to ensure compliance with relevant welfare legislation.

This lot has been designed to address Daily Routine Work requirements for the APHA and other interested Contracting Bodies.

There will be a requirement for a range of (generally) farmed animals to be gathered and removed prior to being transported in an approved manner to a facility (either owned or subcontracted by the Provider) where slaughter and further processes will be undertaken. This may be because animals are found which have not been identified or registered in accordance with current legislative requirements.

This lot gives the opportunity for providers to offer methods (including new or novel ones) for the mass depopulation of animals on an AP. The Authority is seeking to add providers that can provide alternative Depopulation solutions to a framework. All methods must be approved under WASK, and might include:

— Electrical stun/kill;

— Anoxic gas mixtures;

— Other gas mixtures;

Chemical Euthanasia (Lethal Injection).

Other types of depopulation services may be available which the Authority is not aware of — methods should be welfare friendly and comply with relevant legislation. Services may include Whole House Gassing, anoxic gas/foam delivery systems, gassing bags etc. Further instructions regarding the use of these culling methods would be issued at the time of call off.

This lot is seeking Providers of general transport services who could be used to collect and deliver a range of large/bulky items around Great Britain. For Daily Routine Work, it's expected there would be a lead in time provided, outlining the quantity of items required to be hauled and the timeframe within it should be completed. In an Outbreak situation, there is likely to be a lead in time of between 6 and 12 hours notice of the requirements. It is highly likely that out of hours and weekend deliveries would be required to support an Outbreak or Incident.

A range of transport options are considered from curtain sided trailers to open top lorries to move a range of items around GB (e.g. Containerised Gassing Units, animal handling equipment, plant health trailers, welfare units etc.). Most items are stored at a central site and would need to be delivered to the directed site within a very short period of time during an Outbreak or Incident. Driver's must be trained and certified.

This Lot is seeking the safe and biosecure disposal by incineration of waste materials in a disposal facility or via a mobile incinerator approved for the processing such material under the relevant ABP/WID legislation. Unless specified, the word ‘incinerator’ means both fixed plant or mobile incineration device.

If the incinerator provides an ‘ashes back’ service to clients (for example when providing a pet cremation service) and it incinerates specified risk material, the incinerator will be subject to an intensive cleansing and disinfection process prior to any ash being able to be returned to clients.

The incinerator must be able to process a minimum of 1 (one) tonne per hour of waste material and should have access to a dedicated weighbridge/weighing mechanism.

Providers should make alternative arrangements for processing their BAU waste at their own cost should it not be possible to allow the incinerator to continue processing routine waste.

This Lot is seeking the safe and biosecure disposal by rendering of waste materials in a disposal facility approved for the processing of Category 1 or Category 2 Materials under the relevant ABP legislation. Multiple Providers from Lot 16 may be required to provide the Service. Providers must be willing to work with 3rd party Providers form Lot 16.

Providers should make alternative arrangements for processing their Daily Routine Work waste at their own cost should it not be possible to allow the Disposal Facility to continue processing this material. If the Provider has more than one disposal line available for the provision of the Services, it may be possible to continue with Daily Routine Work at the same time — this will only be possible if the disposal line used to process Category 1 or 2 Waste materials is completely separate and biosecure, including separate dedicated entrances and exits to and from the Disposal Facility. In an outbreak situation APHA will need to check the pre.

Transport of Waste materials which may be classified as UN class 6 dangerous goods by ADR legislation, as enforced in Great Britain by CDG 2009 (SI 2009 No 1348) and in Northern Ireland by CDG 2010 (SR 160)

Drivers must be trained and certified commensurate to the relevant type of vehicle and dangerous goods being carried. Vehicles must also comply with the relevant parts of the CDG 2009 and CDG 2010 legislation.

Transport of waste materials must be in leak-proof, sealed ‟containers‟. When in a sheeted container or vehicle, the load shall be covered by an additional top liner weighted down by absorbent material treated with an appropriate disinfectant. Transport providers are required as part of the specification to provide absorbent material e.g. sawdust, shavings and Visqueen Polythene sheeting or equivalent. It is also compulsory that a number of miscellaneous items be carried on board. Details can be found in the ADR legislation and guidance notes but will include, as a minimum.

This lot has been designed to address Daily Routine Work requirements for the APHA and other interested Contracting Bodies. From time to time, there may be a requirement for a range of farm animals to be transported from their current location and then transported in an approved manner to another site. Reason for the use of this service may include, but are not limited to:

— Animals which are subject to a court order and need to be removed for their own welfare.

— When animals are on vehicles that during inspection are deemed to be unsuitable or unsafe for onward transit of the load and they need to be diverted to another location.

There may be occasions where a rapid response to a call for service would be required, for example when the evacuation of animals is required because of imminent or likely risk to their welfare (e.g. flooding).

The main types of animals include:

— Bovines;

— Ovines;

— Porcines;

— Caprines;

— Cervines;

— Camelids;

— Equines;

— Poultry.

Though from time to time,

The Authority or other Contracting Body (which will generally be the Local Authority) may on occasion need to safely transport animals or birds, which are:

— Illegally landed (for example not accompanied with health certification, or incomplete or incorrect health certification) and are therefore liable to action such as being detained and or subject to quarantine.

— Suspected of being infected with or exposed to a notifiable disease or other disease or agent, e.g. rabies,

Suitable precautions must be taken by any Provider delivering this service to ensure human and animal safety, including minimising risks to workers and the general public. Diseases such as rabies which are zoonotic can be potentially transmitted between animals and people.

Animals infected by diseases such as rabies may become aggressive, so care must be taken when working with them. Further information is available for Providers about working with zoonotics on the Health and Safety Executive pages or from.

The Animal and Plant Health Agency (APHA) have a statutory responsibility to fulfil the requirements of Council Regulation (EC) No 1/2005, dealing with the protection of animals during transport and related operations to ensure that the welfare of the animals is safeguarded in the event that APHA is responsible for either identifying non-compliance by transporters and/or detention of animals as envisaged under Article 22 and Article 23 of the Regulation:

In the event of an outbreak of a Notifiable Avian Disease (NAD — this includes Newcastle Disease and avian influenza) various means of euthanasia may be employed by the APHA. One such method is a system which has been devised and set up for the gassing of birds in Containerised Gassing Units (CGUs). These containers have been specifically designed for the purpose, utilising standard modules in common use in the poultry industry for containing the birds. The preferred gas mix is an argon/carbon dioxide mix at a ratio of 80/20 with a maximum oxygen content of 2 %. If water fowl are being dealt with, the preferred gas mix would have a 0 % oxygen mix. This lot has been included to generally allow the Authority or Contracting Body's to call of the gas for use in their own CGUs.

There is a small amount of Daily Routine Work within this lot, mainly around supporting APHA field training activities.

The Authority or other Contracting Body may have a requirement to source a range of flexible package or containment systems to assist in the safe collection and storage of a range of hazardous waste materials. This may include animals or animal by products that have been exposed to biological, chemical and radioactive material. These goods maybe sourced in advanced of their requirement or sought urgently in the event of an Outbreak or Incident.

The purpose of this lot is to allow potential Providers to outline the types of systems they could offer which in the event of needing the goods, could easily be accessed via this framework.

Products may include flexible packaging systems, such as foldable boxes or plastic packaging in a range of sizes and quantities. All products must comply with the relevant legislation and industry guidelines that apply to the end use purpose of the product.

Framework to supply and deliver a range of pollution control equipment including provision for a managed service for the Intrinsically Safe Pumps in operational use, including inventory, maintenance and training.

The Framework is primarily intended to meet the needs of the Environment Agency and Fire and Rescue Services (FRS) throughout the UK. The Environment Agency may require the successful Tenderer(s) to provide the goods/services on the same terms to the Northern Ireland Environment Agency, Isle of Man Environment Agency, Scottish Environmental Protection Agency, Highways England, Department of Environment,Agriculture and Rural Affairs and the Department of the Environment, Food and Rural Affairs, and to its associated bodies including any Agencies and non departmental public bodies. Sorbent products suitable for use in a range of spill incidents including Oil and Chemical spills. All sorbents should comply with BS7959.

General Requirements: The material contained within these products is to be inert, lightweight and dust free (non-linting). Where applicable, outer fabric must allow passage of product to be taken in but be of sufficient structure to fully contain the contents. Booms and pillows may be of either a fixed or loose fill nature, but must have a protective mesh type outer skin to improve durability. Secure non metallic fastenings should be located at such points as to allow the linking of booms to form gap free spans for larger watercourses.

Sheets and rolls should be single thickness only.

Preference will be given to products made from sustainable materials providing they offer acceptable performance and value for money.

Colour Coding — Fire and Rescue Service sorbent requirements. It's required that the colour of sorbents should be standardised to reflect their use in the Fire and Rescue Service and the Environment Agency for the term of the Framework.

All sorbent products should be colour coded in line with British Standard 7959 pt 3. As a guide, the standard colours currently in use are blue oil sorbent products and yellow chemical sorbents, although this may be altered if products are manufactured from a sustainable material that can't be coloured.

Oil Boom Requirements: Operational demands require that booms must be able to retain their structure during long periods of deployment without disintegrating. The outer material must allow the passage of oil and be of sufficient structure to fully contain the contents. All products must retain their hydrophobic/oleophilic properties and structural integrity for a minimum of 14 days continuous use. Results of tests using the British Standard test procedure (BS7959), pt 1 and 2 under normal operating conditions, will be required to confirm products meet these minimum operational standards.

Other similar sealing products may be required during the lifetime of the framework as operational needs dictate.

2a) Leak Sealing Paste: Product designed to temporarily seal holes in leaking drums, pipes and vessels.

Single product resistant to both hydrocarbons and chemicals from strong acids to strong alkalis. Non-poisonous and flame resistant. Supplied ready mixed in individual wide necked, shatter-proof plastic containers.

Outer container must be able to be opened by people using Fire and Rescue Service issue gloves, or have alternative application method.

All products supplied must have a minimum use by date of 24 months from date of despatch.

Tenderers should specify the size to be offered, which should be approx. 400 - 500 grams.

2b) Leak sealing devices: Product designed to temporarily seal holes in leaking drums, pipes and tanks.

The device should be resistant to hydrocarbons and chemicals from strong acids to strong alkalis and able to be easily operated by people using FRS gloves.

The device should be suitable for use from a safe distance away from the leaking container due to the potential health and safety risks posed by inhaling or contact with hazardous substances.

A full specification for these products is contained in the Invitation to Tender Document.

Other similar sealing products may be required during the lifetime of the framework as operational needs dictate.

3a) Disposable/Single use Drain Sealing Mat

Product designed to temporarily seal off drain grates to prevent ingress of liquid.

Constructed from malleable bentonite clay or agreed suitable alternative.

Both main surfaces of the mat should be covered with a removable material e.g. polyethylene membrane, to aid deployment. Mats will have integrated strength to maintain dimensional integrity while in use, but not so as to preclude cutting or joining together to protect a larger drain.

The product must be suitable for use in high and low temperatures.

To be packed in individual airtight packaging. All products supplied must have a minimum use by date of 24 months from date of despatch.

Tenderers should specify the size of mats to be offered although it's anticipated that mats should be able to be deployed on all standard road and yard drain sizes with a minimum size of 45 cm x 45 cm or 65 cm x 45 cm.

3b) Inflatable Drain Sealing Device: Product designed for inflation in drains or gullies to contain spills.

All parts of the drain sealing device should have high chemical resistance, be resistant to hydrocarbons, be cold and heat resistant and be able to support a 5 metre head of contained liquid.

The material they are made from should be of a robust enough to maintain functionality during long term and repeated use.

The device must be able to be inserted up to 2 metres inside a manhole without the need to people to enter enclosed spaces. Manual or High pressure hose inflation methods will be considered, but the equipment offered must be capable of being pumped up manually as a back up method and have a regulator to stop over inflation which ever method is used.

The inflation hose should be a minimum of 2 metres in length and extendible by parts.

Each device is to be fitted with a shut off valve to enable inflation apparatus to be removed and leave the device in place.

All parts for the drain sealing device e.g. carry bags, inflation pump, bags and inflation hoses should also be available individually as spare parts.

Tenderers should specify the size/s to be offered, although it's anticipated that devices should be able to seal drains 10 cm diameter and above.

Other similar drain sealing products may be required during the lifetime of the framework as operational needs dictate.

Lot 4 Containment Booms

4a) Product designed to be used on the land to act as liquid containment barrier.

The boom should be designed for single use only and be constructed from polyethylene or similar material.

The boom should be resistant to chemicals including to acids and alkalis and be suitable for use with flammable liquids or in combustible atmospheres.

Be reasonably resistant to tearing to allow movement of the boom once deployed.

Must be clearly visible in sodium lighting; we anticipate that these be available in a bright colour to aid visibility.

Unused the boom should be approx. 600 mm wide with 2 water and airtight seams producing 3 longitudinal sections, ideally 2 wide sections and a narrow central section for stability, but other designs will be considered. The boom should be supplied in approx. 100 m lengths but be suitable for cutting to shorter lengths if necessary; other lengths will be considered provided they can still meet existing stowage restrictions.

Booms should have non metallic fastenings securely fixed at either end to join booms together or to secure the boom to wooden stakes as in Lot 13 (e).

Be flexible enough to easily cut into smaller lengths (typically 10 m) and fold down to fit into a Grab Pack (see Lot 12 for size specification).

4b Product designed to operate on land to act as a liquid tight barrier and also suitable for use on water.

The boom should have a ballast configuration to form a seal on land, with airtight longitudinal seam(s) to produce a multi chamber boom suitable for containing major spills and fire-water.

Manufactured from polyethylene or similar material. Be chemical and hydrocarbon and puncture resistance.

Be suitable for use with flammable liquids or combustible atmospheres.

Be available in a bright colour to aid visibility.

Be on a reel or have another method of deployment for speed and ease of use.

Have a safe method or carrying and be easy to use by people wearing FRS gloves.

Have separate connectors to allow inflation with water/air.

Be able to fit inside Fire and Rescue Service Environmental Protection Units, with all associated parts. Approx dimensions: 1 000 mm wide un-inflated and be supplied in 150 m lengths (not segmented); which can be cut to the length required; other shorter lengths will be considered provided they can still meet existing stowage restrictions and the sections be easily and quickly joined together to make a boom up to 150 metres long if required.

Booms should have fastenings securely fixed at either end to join booms together or to secure the boom to wooden stakes as in Lot 12 (e).

Be able to hold back liquid to a minimum depth/head of 40 cm or higher if used on land.

4c) Reusable buoyancy boom for use on water to contain floating contaminants.

The boom should be constructed of a material resistant to hydrocarbons with integrated float sections and ballast to ensure it remains vertical in water with approximately 2/3 below the water surface and 1/3 above when in position.

Be available in approx 3 m lengths that can be securely joined to cross longer water courses and have an overall height of approx. 250 mm. Be flexible to aid stowage.

Booms should have non metallic fastenings securely fixed at either end to join booms together or to secure the boom to wooden stakes as in Lot 12 (e).

4d) Spares for existing products

The Environment Agency/FRS currently have a number of Oko Tek booms in service that require spares parts or replacement lengths of boom to avoid unnecessary replacement. These items will be a supplementary offer to the core items listed above and whilst bids for the spares alone will not be accepted, Tenderers will not be precluded from bidding for the core items alone.

Other similar boom products may be required during the lifetime of the framework as operational needs dictate.

Self Erecting Pools: Product designed for rapid deployment under leaking tanks and vehicles, e.g. car and lorry fuel tanks.

Constructed from polyethylene or similar hydrocarbon and low hazard chemical resistant material. Suitable for reuse with the base to be reinforced and resistant to punctures or abrasions.

Product is suitable for storage at high and low temperatures without deterioration. Product should be collapsible to aid stowage.

Suitable protective carrying bags with handles should be available for each size of product to prevent damage in stowage and ease transport when off a vehicle.

Products must be easy to remove from carrying bags by people using FRS issue gloves.

Individual repair or replacement spare items should be available.

Pool capacity should be within +/- 10L of the following sizes required:

– 130 litre capacity;

– 250 litre capacity;

– 1 500 litre capacity.

Other similar containment products may be required during the lifetime of the framework as operational needs dictate.

Roll-over Tanks: Product designed for rapid deployment under or alongside leaking road tankers to containing leaking hydrocarbons and chemicals from strong acids to strong alkalis.

Should be between 6 000- 7 500 litre capacity.

Constructed from polyethylene or similar hydrocarbon and chemical resistant material.

Suitable for reuse with a reinforced base and resistant to punctures or abrasions.

— Product is suitable for storage at high and low temperatures without deterioration. Product should be collapsible to aid stowage.

Suitable protective carrying bags with handles should be available for each size of product to prevent damage in stowage and ease transport when off a vehicle.

Product must be easy to remove from carrying bags by people using FRS issue gloves.

Individual spare items should be available.

Over Pack Drums: Designed to enclose damaged containers in a liquid and air tight environment.

Constructed from low density polyethylene or similar material.

Tenderers should specify the Packing Groups (CDG Regulations) the drum is suitable for containing.

Over pack drums must be able to be handled and top tightened with a minimum of tools while user is wearing full chemical protective clothing; for health and safety reasons, drums must be able to be sealed without risk of damage to Personal Protective Equipment.

The appropriate sized drum liners for these items to protect them from contamination are also required

A range of sizes should be offered and must include standard kegs or drums of 25 50 and 205 litres; ideally the 3 drum sizes should be able to be stored stacked inside one another.

Pumps

9a) Intrinsically Safe Portable Pump and accessories

Pump to transfer liquids and/or fire-water from tanks/containers/sewers or containment area on hard standing or a watercourse to a safe storage area.

Designed to be intrinsically safe in potentially explosive and flammable atmospheres.

A water driven pump is the preferred method of powering the pump. Other power sources will be considered providing they meet the design constraint above

Pumps and accessories should be as small, compact and lightweight for easy transportation on Fire and Rescue Service vehicles which often have limited stowage capacity.

Unit must be portable and suitable for rapid deployment in emergency situations.

Positive 2” displacement pump complete with hoses (non-collapsible suction hose minimum 10 m and delivery hose minimum 20m) and vacuum attachments with ground nozzles, which are capable of pumping a range of chemicals and waste products including particulate matter up to 10 mm. The unit should be constructed to enable the media to pass through the pump without restriction and have a minimum performance level of 25 000 litres/hour.

If required to power the pump water supply couplings for the turbine must be compatible with standard fire service 62.5 mm instantaneous couplings with spring loaded pressure release, inlet hose with male coupling, outlet hose with female coupling.

If an alternative power source pump is proposed, it must come complete with all accessories/connections for operation with that power source maintenance manual must be included with all units supplied.

A comprehensive spares service should also be available for the product .

9b) Small Portable Pump and accessories

Small, portable and lightweight (maximum 25 kg) pump, for example to allow fuel to be removed from leaking tanks to a safe containment system.

The pump should be able to be operated by 1 person by mechanical or manual operation

The pump must be able to be operated in areas of limited space, such as under vehicles or under tanks/bunds.

The pump and all attachments/accessories must be safe for use to pump flammable liquids, resistant to hydrocarbons and chemicals from strong acids to strong alkalis.

Be easily operated by people using FRS gloves.

The pump should be weatherproof so that it can be operated in all weathers.

— If powered the pump must be able to be run dry without damage to the pump

Managed Service for Portable Pumps

A comprehensive managed service including inventory, maintenance, repair, spares and replacement parts service is required for the portable pumps currently in service with Fire and Rescue Services throughout England.

i) Inventory and Maintenance Management

— Develop and maintain a register of all existing peristaltic pumps held by Fire and Rescue Services in England.

— Assess current status of all pumps in service to develop a planned repair/maintenance programme.

— Prepare initial condition report for all pumps identified with prioritised maintenance schedule for year 1.

— Maintain a log of planned servicing and ad-hoc repairs for all pumps, including any new equipment brought into service or decommissioned during the term of the framework.

ii) Annual Service Programme

— Provide a planned annual service programme to provide preventative maintenance for pumps in service to be carried out at the base location of the pump(s).

— Programme will be agreed annually with the nominated Environment Agency contact.

— Servicing will usually be carried out at FRS premises throughout England, although it may be necessary to service pumps at alternative sites occasionally.

— A record of all services planned and completed, including any additional repairs undertaken.

iii) Reactive Call-out/Repair Service to provide reactive maintenance/repair of pumps at FRS, premises or whilst deployed on incident sites throughout England.

— Tenderers must be able to provide an efficient and competent nationwide call-out service. Attendance at site by a suitably qualified engineer and repair made within 5 working days of the initial request for assistance.

iv) Supply of spares/accessories including the following items:

— Suction and discharge hoses.

— Small section filter approx. 150 mm diameter, with connection for hoses.

Robust construction bag to be used to carry emergency spill kit equipment in incidents.

Suitable for multiple use in wet environments and suitable for re-stocking with equipment as necessary.

Dissolved Oxygen We require sensors for the in situ measurement of dissolved oxygen (DO) in coastal seawater at five locations, which form a transect across a shellfish farm in South Cornwall, in order to elucidate levels of environmental DO and any spatial variation therein. Additionally, we require measurements of DO from within suspended container systems which are being trialled to rear livestock at the site. Temperature Temperature measurement is commonly integrated into sensors designed to measure other parameters, so a specialist probe may not be required. Depth To ascertain the water depth of sensory arrays and calibrate measurements of DO. Light intensity To measure environmental light levels and to ascertain how much light intensity is reduced by, and varies within, suspended container systems. Nine additional light intensity sensors are required for deployment inside rearing vessels. Acceleration To measure environmental hydrodynamic conditions. Islington Council invites suitable expressions of interest from suppliers for the manufacture and installation of a trade effluent treatment facility at the Islington Waste Recycling Centre. Current status / Background Trade effluent discharge from the facility currently does not consistently comply with statutory consents (Water Industry Act 1991) and additional treatment is required to ensure full compliance. The requirement Design, supply and install a suitable trade effluent treatment facility to ensure full compliance with the consent limits set by Thames Water: The trade effluent shall not contain any of the substances listed below at a concentration expressed in milligrams per litre greater than that stated: Settleable Solids: 1000 Chemical Oxygen Demand: 1000 Saponifiable Oil or Grease: 300 Unsaponifiable Oli or Grease: 50 Ammoniacal Nitrogen: 35 Rapidly Settleable Solids: 100 Phosphate: 8 Lots The contract will not be split into lots. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Contract Value The estimated total value of this contract is 200 000 GBP over the maximum four months term of the contract. However the Council is confident the bids received will be lower than the estimated value. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations.
