INDUSTRIAL PARKS DEVELOPMENT CORPORATION Competitiveness & Job Creation Project (CJCP) PROJECT ID: P143302         Credit No: IDA 54510-ET,            Procurement Package Ref No.: CJC/C-02/08 The Federal Democratic Republic of Ethiopia hasreceived financing from the International Development Association (IDA) the World Banktowards the cost of implementation of the Competitiveness & Job Creation Project. The Industrial Parks Development Corporation (IPDC), an implementing agency, intends to apply a portion of the proceeds of this Credit toeligible payments under the contract for the engagement of an International EnvironmentAdviser for the Consultancy Service of to reinforce the capacity of the Industrial Parks Development Corporation (IPDC) in theManagement of Industrial waste (set up and operation of Effluent Treatment Plants) through adopting best available technologies(BAT) and best environmental practices (BEP). TheConsulting Services ("the Services") include, but are not limited to the following: i)       Assess the capabilities, systems, and institutional structures that are in place in Industrial Parks DevelopmentCorporation for environmental compliance monitoring and enforcement; ii)     Draw up a Comprehensive Training Programme for Industrial Parks Development CorporationEnvironmental staff, including preparation of training modules and materials and conduct training; iii)   Prepare manuals and guidelines for Environmental Management Stem in generaland for the set up, operation and management of Effluent Treatment Plants in particular; and iv)    Formulate liquid and solid waste management guidelines, including waste segregation, reuse and recycling options,emergency preparedness and response, disposal protocol, waste flow monitoring, and periodical sampling and testing of environmentalparameters for to ensure proper disposal. The Industrial Parks Development Corporation now invites qualified and experienced ConsultingIndividuals that are eligible to participate in World Bank funded projects, to indicate their interest in providing the ConsultancyService of to reinforce the capacity of the Industrial Parks Development Corporation (IPDC) in the Management of Industrial waste(set up and operation of Effluent Treatment Plants) through adopting best available technologies (BAT) and best environmentalpractices (BEP). Interested Consulting Individuals must provide information indicating that they are qualified and experienced toperform the service as per the minimum qualification criteria listed below (i.e. documentary evidence of academic background,evidence of experience on similar assignments and knowledge of Regional or country conditions, etc). a)      Aminimum of Post-Graduate or Master's Degree in Industrial Chemistry/ Environmental Science/ Environmental Engineering/ChemicalEngineering/ Industrial Engineering; b)      At least ten (10) years of relevant experience in theintended assignment especially in effluent treatment plants of manufacturing industries like Textiles, Chemical and relatedIndustries; c)      Proven experience in central effluenttreatment plants (CETPs) with multiple company users, running these CETPs profitably, understanding commercial aspects of CETPs,including establishing tariffs to be charged to individual users; d)      Having track records of high qualityoutputs on similar assignments especially in Industrial Parks; and e)      Strong interpersonal and excellent communicationskills, commitment to work across disciplines and in remote areas. The attention of the Consultants is drawn to paragraph1.9 of the World Bank's Guidelines:Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January,2011("Consultant Guidelines"), setting forththe World Bank's policy on conflict of interest. The Consultant will not associate withother Consulting Individual to enhance their qualifications and experience. The selection of Individual Consultant will beconducted in accordance with the method set out in the World Bank's Consultant Guidelines: Selection and Employment of Consultantsunder IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011.
