Mit dem Center for Chemicale Dynamics (CCD) – zunächst Hamburg Center for Ultrafast Imaging (HCUI) genannt – wird in Zusammenarbeit mit den bereits existierenden (Center für Free-Electron Laser Science – CFEL) oder im Bau/in der Planung befindlichen (Center für Hybrid Nanostructures – CHYN) Maßnahmen am Standort der Physik Campus Hamburg-Bahrenfeld ein weiteres Gebäude errichtet. Der Forschungsneubau wird im Rahmen des CUI Bundesexzellenzclusters neu geschaffene universitäre Arbeitsgruppen aufnehmen. Insgesamt 6 Professuren werden an der Schnittstelle zwischen Physik, Chemie und Biologie an Fragen zur Dynamik von Atomen, Molekülen und Nanoteilchen bis hin zu biomolekularen Komplexen und zellularen Funktionseinheiten arbeiten und dabei modernste ultraschnelle optische Methoden verwenden. Als Bedarf werden ca. 2 300 m² Nutzfläche (NF 1-6) benötigt, von welcher ca. 46 % als exzellent ausgestattete Laborfläche und ca. 54 % als Bürofläche genutzt werden sollen. a) Anforderungen an die Labore sind insbesondere: — physikalische, chemische und biochemische Versuche, — Erschütterungsfreiheit, — Vermeidung von Infraschall, — Stabilität des Raumklimas. b) Anforderungen an die Büroräume: — z. DLR operates at their test centre near Lampoldshausen, Germany, several facilities for the purpose of testing liquid chemical propellant rocket engines in the frame of civil European Space programmes. One facility is test bench P8 with its test cells P8.1 and P8.2. The cryogenic supply systems work with high pressure.

A new test cell P8.3 should be erected, whereby there will exist some interfaces to the old test cell infrastructure. This test cell works with low pressure supply systems. Therefore specific attention is required concerning the design of the cryogenic supply systems.

Modifications, renewals and erections of test benches or parts of test benches are requested by DLR's customers or DLR itself. Such tasks require engineering activities in various technical fields, which follow a specific organisational and technical workflow.

The feasibility study is already completed and the preliminary design phase has currently been started. The PDR will be finished end of January 2017.

This tender is only for the development of the detailed design.

The other steps will follow in a later stage.

For the project management and detailed design development DLR is searching for an engineering company with the following proven minimum requirements:

— At least references of two comparable projects of test facilities for space propulsion with cryogenic supply systems of the last three years where a low pressure supply system was designed and the technical challenge of cavitation has been solved.

— Written declaration that experience in the organizational and technical workflow (from Preliminary design phase until acceptance) is available.

— Written declaration that there is enough manpower in order to finish the detailed design within 4 months beginning in February 2017.

The structure of the set of documents is done in a way that allows using individual documents for the tender phase, i.e. technical specifications shall be done for each later tender lot. Further documents shall be created if required, and it shall be possible to start tender activities with the results from the detailed design phase.

At the very beginning of the detailed design phase, those long lead items shall be specified in detail, which were decided to be ordered in advance.

The activities within the phase are:

— Treatment of actions and PAS resulting from PDR,

— Finalisation of the technical solution chosen in the PDR,

DLR operates at their test centre near Lampoldshausen, Germany, several facilities for the purpose of testing liquid chemical propellant rocket engines in the frame of civil European Space programmes. One facility is test bench P8 with its test cells P8.1 and P8.2. The cryogenic supply systems work with high pressure.

A new test cell P8.3 should be erected, whereby there will exist some interfaces to the old test cell infrastructure. This test cell works with low pressure supply systems. Therefore specific attention is required concerning the design of the cryogenic supply systems.

Modifications, renewals and erections of test benches or parts of test benches are requested by DLR's customers or DLR itself. Such tasks require engineering activities in various technical fields, which follow a specific organisational and technical workflow.

The feasibility study is already completed and the preliminary design phase has currently been started. The PDR will be finished end of January 2017.

This tender is only for the development of the detailed design.

The other steps will follow in a later stage.

For the project management and detailed design development DLR is searching for an engineering company with the following proven minimum requirements:

— At least references of two comparable projects of test facilities for space propulsion with cryogenic supply systems of the last three years where a low pressure supply system was designed and the technical challenge of cavitation has been solved.

— Written declaration that experience in the organizational and technical workflow (from Preliminary design phase until acceptance) is available.

— Written declaration that there is enough manpower in order to finish the detailed design within four months beginning in February 2017.

— Written declaration that there is sufficient knowledge of German language available in order to understand safety instruction in German.

— Written declaration that there is sufficient knowledge of English language available in order to prepare all documents in English.

— Certified according DIN EN ISO 9001.

— Turnover of the last 3 years.

Detailed Design Phase

In the detailed design phase all documents are created, which are needed to justify the details of the design of the erection and its operation, within the realm of the facilities nominal operation.

The structure of the set of documents is done in a way that allows using individual documents for the tender phase, i.e. technical specifications shall be done for each later tender lot. Further documents shall be created if required, and it shall be possible to start tender activities with the results from the detailed design phase.

At the very beginning of the detailed design phase, those long lead items shall be specified in detail, which were decided to be ordered in advance.

The activities within the phase are:

— Treatment of actions and PAS resulting from PDR

— Finalisation of the technical solution chosen in the PDR

— Refinement of schedule and cost estimation ±10 %

— Conclusion of compliance matrix for the investigated solution(s) versus the specification

— Final Interfaces catalogue

— Finalization of project/development plan and establishment of technical document(s) (work breakdown structure, acceptance logic, management risks, technical risks, other safety aspects, tender logic including DLR-activities, status of long lead items and operation aspects)

The participants in the Critical Design Review are assigned to two teams/working groups, the project group and the review group. The project group defends the presented technical results, while the review team challenges these results through questions which are provided through so called ‘Problem Analysis Sheets’. The response of the project group is noted on these ‘Problem Analysis Sheets’. The Critical Design Review is conducted and moderated by a dedicated Chair-Person. For the sake of simplification the Chair-Person can decide, in coordination with DLR's customer, to convert this PAS procedure into a normal discussion with definition of dedicated actions.

After the CDR, the open actions at this time (also and in particular actions from PAS) will be treated and documents will be updated, if necessary.
