The Welsh Government requires a contract for the provision of Professional Catering Advice and Associated Services to support its contract management activities in relation to its All Wales Catering Contract (AWCC).

The Welsh Government's AWCC provides on-site catering and hospitality services at 10 of its offices across Wales and hospitality services at its London office. Catering outlets range from small / medium sized coffee shops to larger staff restaurant style catering facilities.

The Welsh Government's catering partner is required to satisfy a complex and challenging set of criteria including: exemplary standards in respect of sustainability and support of local food and food producers, as well as best value for both the user and the Welsh Government.

The Professional Catering Advice and Associated Services contract will support the Welsh Government's AWCC management team providing assurance that the contract specific objectives / criteria are being delivered by its catering partner to the standards expected of a high profile catering contract. The contract is also required to provide expert catering advice for a range of areas including but not limited to: statutory compliance, KPI monitoring in terms of contract performance, operational procedures, menu quality and healthy eating etc.

The Successful Bidder will also provide additional support / services and adhoc advice to the contract management team. The scope of which includes but is not limited to the provision of support to the Welsh Government's AWCC management team in its re-tender exercise for a new AWCC, the completion of annual compliance audits at each of the Welsh Government's catered offices and the provision of detailed audit performance reports. The provision of a customer satisfaction survey tool is also required to enable the Welsh Government to canvas the opinions of the AWCC contract end users in order to help drive continuous improvement and innovation.

The term for the Professional Catering Advice and Associated Services contract is three years with the option to extend for a further three years. Contract extensions are at the sole discretion of the Welsh Government and will be subject to annual performance review and annual extension.

This contract supports the Welsh Government's Environmental Policy Statement and Corporate Procurement Policies in order to improve its contracts by encouraging good environmental practice and the inclusion of social sustainability requirements where possible and to embed the principles of sustainable procurement in its day to day business activities.

Techniquest Catering Tender Introduction and background Techniquest is inviting you to submit a formal tender proposal to cater for corporate, ticketed and private events from October 2017 to October 2019. We expect to award a single contract to an Event Catering Company based in Cardiff or surrounding area to deliver all aspects of event catering within our venue. This is a unique opportunity to collaborate with Techniquest – the UK’s longest established science centre based in Cardiff Bay, Wales. Our mission is to embed science in Welsh culture through interactive engagement. We offer interactive experiences that are accessible to all, and that have been enjoyed in its centre by over 5 million people since its inception in Cardiff in 1986. Techniquest has a Premises Licence, whereby licensable activities authorised by the council include the provision of late night refreshment and the supply of alcohol. Also included within our licence; a performance of live music, any playing of recorded music, an exhibition of a film and entertainment of a similar description to that falling within a performance of live music, any playing of recorded music or a performance of dance. Each year we will showcase the venue and facilities through a promotional event. For each year of the contract the preview event will have an agreed number of attendees which will be made up of Techniquest guests (guests and potential event bookers), and the caterers guests (guests and potential event bookers). The chosen caterer will provide food and drinks along with all relevant equipment and staffing free of charge, whilst Techniquest will absorb all venue costs. Techniquest’s brand new event offering which will be launched in the coming months, requires the support of a resourceful and dynamic caterer who can help iron out any issues during the first few months of operation. Techniquest Tender Objectives To find a caterer who will; • Provide food and drink for all types of events including small conferences, large parties for 400, dinners for 150 and everything in-between • Produce reasonably priced packages which align to the Techniquest package matrix structure • Provide fully stocked bars • Provide staffing for bars and catering service (including chefs, porters, waiters and appropriate management) • Quickly respond to availability requests and AOB from the client or Techniquest representative • Adhere to Techniquest’s financial processes • Provide one complimentary event per year to promote the venue and its facilities • Adjust to changing needs and requirements from Techniquest and end clients Sub-contractors Techniquest recognises that a level of sub-contracting is essential to the success of events at unique venues. Cardiff International White Water is an exciting on-demand white water facility located in the heart of the International Sports Village in Cardiff. Activities include white water rafting, indoor surfing, air trail, hot dogging, river boarding, canoeing and kayaking, gorge walking and climbing walls. In addition the centre also provides a year round rescue courses for the emergency services. The centre also hosts several events through the year, ranging from small local events to world class events. Previous year's footfall was approximately 56 000 annually. The cafeteria is situated on the first floor of the centre with indoor and outdoor seating/eating facilities and a balcony area which overlooks the white water.

The Council is looking to appoint an external contractor to operate the Café at the White Water Centre and work with the Council in developing current services provided.
