The HM Prison and Probation Service (HMPPS) Prison Retail Service provides approximately 80 000 prisoners the means to order goods (fresh and frozen food, ambient food and non-foods (e.g. toiletries)) using their own funds. The contract is a key operational service in maintaining a stable environment and supports the HMPPS decency agenda, which focuses on [normalising] aspects of prison life to prepare eligible prisoners for release.
The current solution is provided as part of a nationally managed service providing wholesale goods, logistics/fleet and management resource (senior management and workshop labour supervision) in the delivery of an estimated 66 000 orders a week.
This project is looking at the re-procurement of the service and as part of our activities we are reviewing the scope of what is managed through formal third party contracts and what is managed locally. This could include the supply and management of catalogue services/goods and periodicals (e.g. magazines).
The primary objective of the service is to meet the demands of the paying consumers, providing a range of goods at prices comparable to that of convenience store retailers and responsive to the changing population demographics and external influences (e.g. healthy eating campaigns).
The service aims to deliver orders in a timely, efficient manner while ensuring that prison security policies (national or local) are never contravened.
Financially a key aim of the service is that it is self-financing and that the service overheads are covered through the cost of sales. The service must not exploit the customer (prisoner) population and instead should be seen as an opportunity both to play a key role in the operation of a prison environment and also providing opportunities for re-skilling and resettlement on release (e.g. job interviews, offers of work).
The current model is provided through supplier(s) providing the following goods and services:
1. Wholesale goods: a wide range of goods which reflects the diversity of the est. 80 000 estate. Goods sold under the agreement must meet relevant security policies and can be subject to other influences (e.g. health campaigns);
2. Logistics: in the current model this involves delivery of wholesale goods to workshops (for picking and packing of orders) and onward delivery of orders to the customers at one of the establishments;
3. Management: this involves central, strategic management of the supply chain and operational service as well as providing workshop management for overseeing the picking and packing labour, which is provided through prison labour.
It should be emphasised that this is the current model and as part of this project we wish to actively explore new and innovative options for how the service could be delivered whilst still meeting our objectives and business needs in future.
Catering services. Catering services for other enterprises or other institutions. Canteen services. Canteen and other restricted-clientele cafeteria services. Canteen management services. Canteen and catering services. Catering services for hostel residents.
The purpose of this Request for Proposals (RFP) is to select a catering provider to deliver the following catering services against the Councils requirements under a two year (with option to extend for a further 2 years) Concession agreement:
1. catering in the workplace and internal meeting support and hospitality (Lot 1)
This includes the provision of;
a) canteen services for staff (these venues are the Town Hall and Moorfoot Building) operational between normal council working hours from Monday to Friday (bidders are free to suggest opening hours) including hot and cold food, freshly prepared, pre packed food, hot and cold beverages and light snacks and,
b) catering in offices and meeting rooms at these two locations as well as other Council sites across the city centre (even outside canteen opening hours) including; hot and cold beverages, biscuits etc. and working lunches (beverages, sandwiches etc.)
2. catering for events – civic events, weddings, conferences, festivals etc. (Lot 2)
The provision of catering in connection with civic functions served within the Councils Civic offices, ceremonies (including weddings etc.) within the Town Hall/ any other locations, and any other events, functions, conferences etc. as requested.
Anglian Water (Services Ltd and Group Plc and associated companies (AWS)) is looking for Facilities Management company(s) to provide Management of our facilities, Hard and Soft Services throughout the Anglian Water region; at circa 14 Commercial Buildings and 71 Operational sites. This number may vary throughout the agreement.
Included within this agreement will be (but not limited to):
Lot 1 FM Management Services — to manage our commercial buildings and some operational sites. Such services as an example but not limited to and may vary: Management of existing Anglian Water Facilities Management contractors (Specialist Operational Services where Anglian Water is the contract party or agreed the appointment), for example pest control, grounds maintenance and so on, through Central Help Desk structure for all of these services.
Lot 2 Hard Services — to provide hard FM services at our commercial buildings and some of our operational sites. Such services as an example but not limited to and may vary: Reactive and Planned PM, Fabrics maintenance, Statutory and M and E maintenance, Portable Appliance/ Fire/Emergency lighting/ Fire fighting systems, Lifts/ Hoists/Conveyance Systems, Security Access and intruder Systems, BM Systems, Relamping/Duct maintenance, works, Capital Works programme, Ground Maintenance/Hard/Soft landscaping, Internal Planting and so on.
Lot 3 Soft Services — to provide soft FM services at our commercial buildings and some operational sites. Such services as an example but not limited to and may vary: Cleaning, Security Guards, Exterior Building Fabrics, Graffiti and stain removal, Sanitary Consumables, Recycling Waste, Reception Services/Switchboard/ Room bookings, Security Services/Access Control/Security Passes, Emergency Response, Patrols, Mail Services, and so on.
Lot 4 Catering Services — to provide catering services at our commercial buildings and some operational sites. Such services as an example but not limited to and may vary: Vending and Hospitality to be available and Catering, where 3 sites have canteen services for circa 600-900 staff at each site.
[a] that the number of sites included may vary throughout the term of the agreement,
[b] that Anglian Water is a utilities company and regulated by an external industry body. As such the scope detailed, due to compliance directives, may increase or decrease as a result of industry regulatory change imposed to the business which may impact the business operation/structure/function,
[c] we reserve the right to award the lots to single or multiple suppliers; which ever is the most economically advantageous.
This a contract, not a framework, therefore the initial contract period will be 5 years with a 5 year extension option.
