The Commissioner requires a high quality café and takeaway service offering hot and cold meals, snacks, confectionery and hot/cold beverages. The Refreshments shall be provided by the Contractor and available for purchase by officers, staff and visitors to the Premises.

There are approximately 1,280 officers and police staff located at the Premises who will have access to the Service, should they require it. The Commissioner does not give and shall not be deemed to have given, any guarantee, warranty or other assurance as to the potential revenue generated by entering into the Contract. Any estimate of demand given to the Contractor will be for guidance purposes only and shall not form part of the Contract.

The successful Contractor is required to have a food hygiene rating of at least 4 with the Food Standards Agency.

The Chef/Manager shall have as a minimum City & Guilds Basic Cookery Certificate Qualification 706/1 and Cookery for the Catering Industry Certificate Qualification 706/2 or equivalent. Minimum of two years experience in managing a similar catering facility. Good Customer Care Skills.

The Catering Assistants shall have minimum of 2 years experience in a similar catering facility, or suitable training provided at the Contractors expense.

The London Borough of Hounslow (Council) is currently undertaking a worksmart programme to introduce a more efficient use of its office buildings; rationalising office space, channel shift and introducing more flexible working patterns. Worksmart has significantly decreased the footfall within the Civic and it is expected this will continue as more teams enter the programme.

The Council intends to close its existing Civic Centre on Lampton Road and move staff to a new Civic building sometime mid-2019. However, before this date a cafeteria service, located within the Civic will continue to operate. The Council does not believe there is any economic benefit to go out to tender or for an external supplier to invest an interest in tendering. There will be no further investment in this service by the Council, in terms of investment in the infrastructure or replacing equipment.

The Specification, which will be supplied with the tender documents, sets out the requirements for the provision of cafeteria services at three sites: the Warneford Hospital, Oxford, a new site, yet to be named, currently being built on the site of the old Manor House Hospital in Aylesbury and at Littlemore Mental Health Centre, Oxford.

The Trust requires a single external contractor to occupy, supply and manage all three cafeterias, for the use of staff, service users and visitors. In return for a monthly fee, payable to the Trust, the successful contractor will keep all the revenue generated. The aim is to ensure delivery of high quality catering products at affordable prices focusing on customer satisfaction and the ability to work in, and alongside, mental health services. The contract will initially be for a 3 year term with the possibility of annual extensions up to a maximum total of 5 years.

The following information will give an indication of the volume of business currently being achieved at the existing two sites: turnover for 2012 / 2013 was approximately £184,000 split roughly £114,000 at the Warneford and £70,000 at Littlemore. No figures are available for the Manor House site, as that will be a brand new facility.

The current space allows for seating for up to 32 customers in the café plus 12 in the conservatory opposite at the Warneford, 54 customers at Littlemore and at Aylesbury the café will offer 38 seats and the terrace a further 16.

Scope of produce is not exhaustive but it is expected that it will include: fresh made to order sandwiches (with expectation that some will be made in advance), a choice of diverse breads, soup, salads, and jacket potatoes, various cooked meals, pastries, cakes and confectionery.

The successful contractor will also provide hospitality and vending services at all three sites plus other local sites, where viable.
