CIO-SP3 Small Business Ramp On Open Season

Department of Health and Human Services (DHHS), NIH Information Technology Acquisition & Assessment Center (NITAAC) is soliciting for proposals and intends to subsequently award additional small business contracts for the Chief Information Officer-Solutions and Partners (CIO-SP3) Small Business Government-Wide Acquisition Contract (GWAC) as a follow-on to the CIO-SP3 Small Business contracts awarded in 2012. CIO-SP3 GWAC contains Article H.14 "Ramp-on Procedures" that reserves the right of the Government to announce an Open Season to open the GWAC to new contractors. It has been determined that the need for additional small businesses exists. Thus, NITAAC invites Small Business, 8(a), SDVOSB, and HUBZone offerors to submit offers to be considered for the Ramp On Open Season under the Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Small Business Government-wide Acquisition Contract (GWAC). Interested offerors are required to submit their proposals electronically via EPIC, a secure web-based portal in the format specified in the solicitation.  The Uniform Resource Locator (URL) for this site is https://bids.acqcenter.com/NITAAC Offerors must be registered users in EPIC in order to submit proposals or questions.  In order to register in EPIC, offerors will be required to provide their Data Universal Numbering System (DUNS) number. Without the DUNS number, an offeror will not be able to register.  Directions for navigating the EPIC website are provided in the attached solicitation. Questions pertaining to the solicitation must be submitted via EPIC.  Offerors will be required to register in EPIC in order to submit questions.   The Government will not consider proposals or questions submitted by any other means (e.g., email).   Offerors are advised to allow enough time for submitting their proposals via this website, and to allow sufficient time to become familiar with the site and with the procedures for submitting their proposal.   Technical issues with the site and/or with proposal submission should be addressed through the ‘Help’ option located within the site.  The CIO-SP3 Small Business Procuring Contracting Officer (PCO) is the sole point of contact for this procurement.

HHSN263201000058I Presolicitation Notice Information Introduction The National Institutes of Health (NIH) mission is to uncover new scientific knowledge that will lead to better health for everyone. NIH accomplishes that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information. Office of Logistics and Acquisition Operations (OLAO) is located within Office of Acquisition and Logistics Management (OALM) and is NIH's premier central services organization for Acquisition and Logistics Services, (Consolidated Operations Acquisition Centers (COAC's, NITAAC, Property Management, Inventory (Supply) Management and Transportation Services). OLAO provides quality acquisition and logistics support through the use of innovative contracts, services and products supporting the NIH research community and other federal agencies in an efficient and economical manner. Description The Department of Health and Human Services, National Institutes of Health (NIH), Office of Acquisition and Logistics Management (OALM), Office of Logistics and Acquisition Operations (OLAO) through this acquisition, is conducting an acquisition to re-compete business and professional support services. The NIH anticipates awarding an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a wide range of support services including supply chain management which includes analysis, marketing and other services as required, in support of supply, property and transportation services. In addition, the resultant contract will provide financial analysis, business solutions, lifecycle support, business process improvement and organizational assessment support, communication, outreach and training support, program planning and management services, supply chain management support, asset management products and services, policy development, implementation, and administration services, and system integration services for all 27 IC's and 18,000 NIH employees. Contractor Teaming Arrangements (CTAs) are acceptable. The period of performance shall be for one year with 2 one-year options, for a total potential contract period of performance at 3 years. The contract is anticipated to be from September 1, 2015 to August 29, 2018. In no event shall the period of performance proposed by an offeror exceed 3 years. This information is furnished to potential offerors for information purposes only and is not to be considered restrictive for proposal purposes. Any responsible offeror may submit a proposal to be considered by the NIH in response to the posting of a Request for Proposals (RFP). The RFP will be available electronically on/about May 5, 2015 and may be accessed through FedBizOpps http://www.fedbizopps.gov/. Directions for proposal submission will be included in the RFP.
