  Sources Sought Solicitation (M00264-16-SSA-0312) was posted on FBO 29 January 2016 and closed on 11 February 2016. Based upon the market research conducted and the resulting analysis, adequate sources of supply for small business concerns were obtained and after reviewing the agency goals for small business concerns, the data supports a total small business set-aside. Furthermore, based on the results of the RFI, the vendors identified as being capable of fulfilling this requirement that responded,  have GSA schedules. It is recommended to compete this requirement in GSA, Small Business Set-Aside. The small business office concurs with the set aside determination.

Requirement for Marine Corps Civil-Military Operations School (MCCMOS) effort in providing instruction in various subjects required to grant Marines the Civil Affairs Military Occupational Specialty (MOS), as well as to train Marines in Civil Affairs (CA), Civil-Military Operations (CMO), Stability Operations, Irregular Warfare (IW) and Counterinsurgency (COIN), and G9 Stability Operations Staff planning. Request for Proposal (RFP) tentatively expected for release on/around 15 May 2015. A formal Request for Information (RFI) was issued in FBO on 20 April 2015 and closed on 24 April 2015. The RFI included a summary of the objectives being sought for this requirement. Five (5) capability statements were received in response to the RFI. As a result of these RFI findings, the Contracting Officer has a reasonable expectation that two or more small business concerns will submit technically acceptable proposals in response to a solicitation. As a result, it is recommended to set-aside the MCCMOS effort 100% for small business. The Regional Contracting Office's Small Business Representative concurs with the small business set-aside.
