Naval Undersea Warfare Center, Division Keyport has a requirement for test cables, cables assemblies, and a wiring harness. The test cables shall be manufactured, tested, and delivered in accordance with the specifications and requirements identified in Drawings 8290585, 8290586, 8290587, 8290588, 8290589, 8290822, 8290823, 8290824, 8290825, and 8290826. The requirement is for a quantity of two (2) test cables for each drawing, for a total of 20 test cables. The cable assemblies shall be manufactured, tested, and delivered in accordance with the specifications and requirements identified in Drawings 6099424, PL6099424, 2047325, 2090255, 2539823, and 2541836. The requirement is for a quantity of two (2) cable assemblies. The wiring harness shall be manufactured, tested, and delivered in accordance with the specifications and requirements identified in Drawings 7447983, PL7447983, 5622629, 5623262, and WS6536. The requirement is for a quantity of one (1) wiring harness.
Offerors will be evaluated on the basis of lowest price, technically, and past performance acceptable to the Government; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an "acceptable" or "unacceptable" basis. This requirement is issued in accordance with FAR parts 12 and 13.5, and is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation issued as a request for quotation (RFQ) is N00253-15-T-0008 and is attached to this announcement. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. It is anticipated that the resultant contract will be a firm-fixed price (FFP) supply type contract. The applicable NAICS code for this requirement is 335931, with a small business size standard of 500 employees. The procurement will be solicited as a 100% small business set-aside. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9.
