NOTE: This Pre-solicitation Notice references information resulting from Sources Sought Notice N0018914S2111 issued on 16 September 2014.
The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Philadelphia Office formerly announced a Sources Sought Notice (refer to N0018914S2111) to identify potential business sources capable of providing services to the Navy Education and Training Command (NETC), Pensacola, FL in support of NETC’s domain-wide Information Technology (IT) and Support Service requirements.
Based upon the responses received, as well as thorough market research conducted, adequate competition is anticipated for the acquisition, to the point where an unrestricted, full and open competition is expected to yield extensive participation.
After examining the history of this acquisition, both among small business primes and subcontractors, as well as the small business responses related to the Sources Sought Notice, it was determined that there is no reasonable expectation of sufficient small business participation that would justify setting aside the acquisition entirely.
The conclusion reached from an assessment of those small business firms who responded to the Sources Sought Notice, as well as several other small business firms’ contract experience, is that there is no reasonable expectation of two or more small business concerns being capable of participation in the entire requirement to the point where a full blown set aside would be warranted.
In light of the conclusion reached, further consideration of those responses to the Sources Sought Notice revealed that many small businesses were interested in the instant requirement, or at the very least parts of the requirement, to the point where a comprehensive review of the acquisition was warranted. The goal of such a review was to determine whether any areas of the requirement could be set aside exclusively for small business concerns.
Accordingly, in an effort to maximize competition and promote greater small business participation, a determination was been made to split the requirement and solicit separate Request For Proposals (RFP) as follows: (1) N00189-15-R-Z008 for IT Support Services on a full and open, unrestricted basis; and (2) N00189-15-R-Z038 for IT Business Support Services as a total small business set-aside.
The remainder of this Pre-Solicitation Notice will provide information in reference to RFP N00189-15-R-Z038 for IT Business Support Services ONLY. For information on the IT Support Services solicitation, refer to RFP N00189-15-R-Z008.
The NAVSUP Fleet Logistics Center Norfolk (FLCN), 700 Robbins Avenue Philadelphia, PA 19111 intends to solicit on a full and open competition basis, in accordance with FAR, Part 15 procedures, for Information Technology Business Support Services (RFP # N00189-15-R-Z038) for the Naval Education and Training Command (NETC), Pensacola, FL, in support of Manpower, Personnel, Training and Education (MPTE) Information Technology Business requirements.
NETC’s Information Technology (IT) enterprise site is at the Naval Education and Training Command (NETC) located in Pensacola, FL where there are major Echelon III and IV commands with focal points geographically located at San Diego, CA and Norfolk, VA; Naval Service Training Command (NSTC) located at Great Lakes, IL; three Training Support Centers, 13 Learning Centers, and (238) two hundred thirty eight Learning Sites located throughout the United States.
NETC requires a comprehensive contract for support of the diverse information technology (IT) business demands of NETC and all organizations within the MPTE.
The resultant contract will allow NETC/MPTE activities to order support services by means of task orders with specifically defined scope of work, schedule, and deliverables as needed. FLCN Philadelphia Office will be the ordering office for all requirements generated by NETC and the MPTE enterprise.
A Single, Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract, which would allow for both Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) task orders providing for five years of performance – anticipated to begin on 01 May 2016 and continue through 30 April 2021 – is anticipated to be awarded.
The North American Industrial Classification System (NAICS) code for this acquisition is 541519 and the size standard is $27.5 million.
For planning purposes only, it is estimated that the requirement will require 397,700 man-hours of service over the life of the contract. Offerors shall be required to submit both price and non-price proposals. The Navy’s evaluation of proposals will consider the offeror’s non-price proposal to be more important than the cost/price proposal.
RFP number N00189-15-R-Z038 will be made available electronically upon its release to the Navy Electronic Commerce Online. The closing date for receipt of proposals will be established in the RFP. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto.
