This is a synopsis regarding solicitation N00421-14-R-0081, AIR-7.1.5 NAVAIR Navy ERP Business Office Support Services, which is being issued as a Request for Proposals (RFP). The NAVAIR Navy ERP Business Office is responsible for the sustainment of the Navy ERP solution at NAVAIR and is the primary location for NAVAIR Navy ERP expertise. The NBO provides a central point for resolution of NAVAIR Navy ERP requirements and serves as the Center of Excellence (COE) for issue resolution. As the Navy's financial Program of Record and the Single Supply Solution, the Navy ERP Program Management Office recognizes the NBO as NAVAIR's central point for coordination and communication on all NAVAIR Navy ERP matters. The NBO provides NAVAIR leadership and users with guidance, insight and information to support timely and accurate operations and decision making in the effort to maximize NAVAIR's utilization of Navy ERP to support NAVAIR mission priorities. This resulting contract will serve as the vehicle to provide liaison services between the Navy ERP Program Management Office (PMO) and NAVAIR. Services and products will include: Business Solutions Management (functional), Reporting and Analysis (business intelligence), User Management (customer liaison) and NBO Operational Support (internal business operations). The requirement will be procured as a performance based Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost-Plus Fixed Fee (CPFF) and Cost Reimbursable CLINs, set-aside for small business participation. The resulting contract will contain a base year with 4 one-year option periods for a total contract period of performance of 5 years. LETs do not imply the newest, untested, or the highly riskiest technologies. Those types of IT developments, which we are not specifically addressing in this RFI, are typically referred as “Bleeding Edge Technologies.” The GSA Alliant 2 GWAC Acquisition Team (GSA) has developed a current list of 18 LETs that are being considered as a part of the pending procurement relevant experience proposal evaluation, and perhaps a part of the scope. Please note that the list of these proposed 18 LETs is the result of several months of GSA research and IT industry market research. It is not necessarily GSA’s final list. Changes may occur before an RFP is released based upon further industry market and agency client research. The brief survey provided on the attached FBO web link below is exclusively for market research purposes so that GSA can determine and broadly measure the experience level of these proposed LETs. Fleet Readiness Center Southeast (FRCSE) is an industrial facility that accomplishes rework, repair, and overhaul of various aircraft, engines, and components located at Naval Air Station Jacksonville (NAS Jax), Duval County, Florida. This requirement is for the cleaning, inspection, and repair of TF34 High Pressure Compressor (HPC) Rotor Stage 1 Disk. Please see the attached draft statement of work (SOW). This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. A Sources Sought Notice was posted on NECO on 20 October 2014 to identify potential U.S. Small Business Administration (SBA) certified 8(a), HUBZone Small Business, Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Woman-Owned Small Business and/or Small Business sources with current relevant qualifications, experience, personnel, and capability to perform. The Naval Supply System Command (NAVSUP) Fleet Logistics Center in Jacksonville (FLCJ) intents to solicit for qualified sources capable of providing a variety of medical and public affairs photography support using various digital (still and video) formats and graphics software for commercial, editorial and medical applications including patient medical and legal photography, digital photography to include macro photography, scientific and technical photography including forensic, ceremonies, command portraits, special events, customer service, residency graduations and historic documentations for the Medical Treatment Facility (MTF) at the Naval Hospital located in Naval Air Station Jacksonville, Florida. Unless otherwise specified, the contractor shall provide all necessary personnel, supervision, management, and materials as specified in the PWS to provide required support services. Period of performance is 25 October 2015 through 24 October 2016, with four (4) option years through 24 October 2020. Solicitation will be posted to NECO on or around 26 August 2015. The Government anticipates award of a single firm fixed price service type contract. Based on responses from the notice, it has been determined that competition will be limited to 8(a) firms located within the geographical area services by Lower Rio Grande Valley District Office (LRGVDO) and other 8(a) construction firms with a bona fide place of business within the LRGVDO geographical competitive area, and the assigned NAICS code. All other 8(a) Business Development Participants are deemed ineligible to submit offerors. The NAVFAC SE Small Business Office concurs with this set-aside determination. Individual project task orders will be phased with independent completion dates and liquidated damages.
