This is a synopsis regarding solicitation N00421-14-R-0081, AIR-7.1.5 NAVAIR Navy ERP Business Office Support Services, which is being issued as a Request for Proposals (RFP). The NAVAIR Navy ERP Business Office is responsible for the sustainment of the Navy ERP solution at NAVAIR and is the primary location for NAVAIR Navy ERP expertise. The NBO provides a central point for resolution of NAVAIR Navy ERP requirements and serves as the Center of Excellence (COE) for issue resolution. As the Navy's financial Program of Record and the Single Supply Solution, the Navy ERP Program Management Office recognizes the NBO as NAVAIR's central point for coordination and communication on all NAVAIR Navy ERP matters. The NBO provides NAVAIR leadership and users with guidance, insight and information to support timely and accurate operations and decision making in the effort to maximize NAVAIR's utilization of Navy ERP to support NAVAIR mission priorities. This resulting contract will serve as the vehicle to provide liaison services between the Navy ERP Program Management Office (PMO) and NAVAIR. Services and products will include: Business Solutions Management (functional), Reporting and Analysis (business intelligence), User Management (customer liaison) and NBO Operational Support (internal business operations). The requirement will be procured as a performance based Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost-Plus Fixed Fee (CPFF) and Cost Reimbursable CLINs, set-aside for small business participation. The resulting contract will contain a base year with 4 one-year option periods for a total contract period of performance of 5 years. In addition, the resulting contract shall provide support services primarily to NAVAIR, located at Patuxent River, Maryland with some performance at other NAVAIR or Navy sites, as appropriate. Contractor personnel shall be expected to perform their duties on-site at the Government facilities. The appropriate Product Service Code (PSC) is R710. REQUST FOR INFORMATION (RFI) ON PENDING PROCUREMENT Leading Edge Technologies (LETs), as defined in this RFI, are highly sophisticated and cutting edge developments in the extensive field of information technology (IT). LETs do not imply the newest, untested, or the highly riskiest technologies. Those types of IT developments, which we are not specifically addressing in this RFI, are typically referred as “Bleeding Edge Technologies.” The GSA Alliant 2 GWAC Acquisition Team (GSA) has developed a current list of 18 LETs that are being considered as a part of the pending procurement relevant experience proposal evaluation, and perhaps a part of the scope. Please note that the list of these proposed 18 LETs is the result of several months of GSA research and IT industry market research. It is not necessarily GSA’s final list. Changes may occur before an RFP is released based upon further industry market and agency client research. The brief survey provided on the attached FBO web link below is exclusively for market research purposes so that GSA can determine and broadly measure the experience level of these proposed LETs. The survey covers both pending procurements, unrestricted and small business; so, it’s very important that you indicate on the first question if you are a small business or other than a small business. A section for comments is provided, however, it is completely optional. All surveys are anonymously submitted to GSA with non-attribution to the company or individual completing the form. This is a re-posting of a previous posting due to technical difficulties. Please refer to Sources Sought Announcement N00019-17-P1-PMA-290-0014 for background information regarding this procurement. The purposes of this posting are:1. to announce that NAVAIR intends to compete the planned procurement as a 100% small business set-aside;2. in advance of releasing the final RFP, to release draft versions of the CDRLs, Unclassified Statement of Work (SOW), and unclassified specification;3. to provide instructions for interested parties to request and obtain draft versions of the classified portions of the SOW and Specification; and4. to elicit from interested parties questions and comments regarding the aforementioned draft documents. 1. 100% Small Business Set-Aside Competition. Based on reviews of capability statements received and in coordination with the NAVAIR Office of Small Business Programs, the Contracting Officer has elected to pursue a Small Business Set-Aside under NAICS 334111. The PSC for this requirement is 1610; the NAICS is 334111 with a size standard of 1,250 employees. All eligible small business are encouraged to compete for contract award. In addition, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work itself in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business' general and administrative rate multiplied by the labor cost. The solicitation N00421-15-T-0185 is issued as a brand name procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a brand name basis for ICG parts, under the authority implemented by Federal Acquisition Regulation (FAR) Part 13.106-1(b).
