The following factors shall be used to evaluate offers: (b) Submission of offers. The proposal shall consist of two separate parts (Technical and Price) as listed below. Factor Assessment: This criterion evaluates the overall price to determine if the proposed price is fair and reasonable. The Government may determine an offer unacceptable if the proposed prices are materially unbalanced which is defined as significantly understated or overstated in relation to the actual cost of that work or when the price is determined not to be fair and reasonable. b. The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to issue a single award for university affiliation support services for a Master of Health Administration (MHA), Joint MHA/Master of Business Administration (MHA-MBA) and MHA in Executive Clinical Leadership (MHA-ECL) for the U.S. Army Medical Department Center and School (AMEDDC&S), Graduate Programs. The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to Fotronic Corporation. This acquisition is for the purchase of a Wayne Kerr 65120P High Frequency LCR Meter, an Operations Manual, an AC power Cord, an 1J1011 Fixture, 1 USB Memory Card, 1 Pen/Stylus, and 1 Calibration Certificate. The CDC requires a LCR meter that can provide inductance, capacitance, and resistance measurements from 20 Hertz to 120 Megahertz. The Wayne Kerr 65120P meter sold by Fotronic is the only one that meets all of these requirements. This contract action is for a supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures (SAP)) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
