The Environment Agency has a requirement for a number of road-suitable trailers for the continued operation of the business. The purchase of approximately 250 trailers is required over the next 4 years, though this is indicative only and is not a guaranteed amount.

The requirement is for a variety of trailers to be provided, with Gross Trailer Weights no more than 3,500kg:

• General purpose trailers - for the carriage of site equipment, building materials, small plant, pedestrian grass cutters, and general waste;
• Tipper trailers - for the carriage of loose items such as soil, wood chippings, concrete and any other item that requires the load to be tipped;

National Framework for the Supply and Delivery of Embankment Cutters

The Environment Agency has a requirement for a number of embankment cutters for the continued operation of the business through management of vegetation in restricted areas and on narrow slopes bordering watercourses.

The provision of a new national framework is necessary to provide a consistent standard of product, ensuring that the latest health, safety and environmental requirements are adhered to.

 

Ride on mowers

The initial requirement is for three sizes of embankment cutters, although this may be subject to change over the course of the contract term in response to potential updates in health and safety or operational requirements. These range from 60-79hp to 95-110hp diesel engines, with lifting capacities increasing from 1,100kg front and rear, to 2,000kg / 1,800kg respectively.

Remote Controlled Embankment Cutters

The Environment Agency also has a requirement for the ongoing supply of remote controlled embankment flail cutters to work in inaccessible and steep areas and on narrow slopes bordering watercourses. A single specification is required, with machines to have a diesel engine and a minimum cutting width of 1.2m.

Pedestrian Embankment Cutters

The final requirement under this framework is pedestrian-operated machines to work in restricted areas and on narrow slopes bordering watercourses. As with remote controlled cutters, a single specification will cover all requirements, with machines to have a petrol engine and have a minimum cutting width of 1.0m.

Trailers

Trailers may be required to enable effective movement of these assets between operational locations. The above embankment cutters may need to be supplied together with a trailer as a single unit to ensure that they are compatible with the trailer unit, and consequently that the assets are conveyed appropriately and in accordance with the Agency’s health and safety requirements and in compliance with all current and relevant legislation.

Supply of Rock for the Southease Flood Alleviation Scheme (Tidal Ouse North of Newhaven to the A27)

The Environment Agency requires natural stone aggregate for embankment repairs to the tidal River Ouse embankments in East Sussex between Newhaven and the A27 (near Lewes).

The specification requires the supply and delivery to site of an estimated 1,000 – 2,000 tonnes of aggregate annually. All aggregate supplied under the framework will be suitable for the intended purpose (as a tidal riverbank revetment or gabion stone) and meet the specification as detailed. The average annual quantity of aggregate is likely to be around 1,200 tonnes, however this figure could vary from year to year. Work is typically restricted to between April and September to coincide with the favourable ground conditions (although emergency repairs may be required outside of this period). The Environment Agency therefore cannot provide a guarantee on the level of business that will be placed under this framework.

The aggregate supplied for the framework will need to match with the existing natural stone aggregate already in place along the tidal River Ouse embankments which is Kentish Ragstone, a sandy limestone aggregate. All material supplied under the framework must be suitable for the intended purpose (as a tidal riverbank revetment or gabion stone). The material shall be hard quarried rock, extremely durable, frost proof and non-degradable and meet the specification in Table 1 below.

Colour - Medium Grey (on BRE Colour Chart)

Compressive Strength - Strong – Very Strong (50MPa-250MPa)

Durability - Resistance to weathering and low frost susceptibility

Caversham Lakes Building Project

The site at Fobney Mead, near Reading, has been the home of the National Water Instrumentation Services (NWQIS) for over a decade. In early February 2014, the site suffered significant flooding from the Kennet and Avon Canal that adjoins it. For Business Continuity Management purposes, the NWQIS Lab was relocated temporarily to Red Kite House at Wallingford, and then subsequently to an ad-hoc facility at our Caversham Lake site near Reading.

An Options Appraisal Report identified the need to formally relocate the NWQIS Laboratory to a new purpose built facilities within the Waterways building at Caversham Lake. Furthermore, whilst undertaking the Options Appraisal, it was identified that one of the buildings at Caversham is structurally weak and unsafe and as such also requires replacement.

The preferred option is to relocate the NWQIS Laboratory Service and other essential activities to new facilities provided in a refurbished EA building at Caversham Lakes. This enables the Agency to cease the use of the Fobney site, whilst also replacing a structurally unsafe storage building at Caversham.

The requirement is for a single contract to be tendered in October 2014, with a successful contractor appointed in mid December 2014. Work is likely to start on-site on 5 January 2015 and will be completed by 31 March 2015.

The project will entail:-

- The creation of a new permanent NWQIS laboratory and associated facilities in the suitably sized redundant space left on the Fobney Mead site.

- The dismantling of the Waterways Storage Building and its replacement with a new single storey building, with comparable Net Internal Area (NIA) comprising storage, workshop, office, meeting and server room space.

In addition there maybe some remedial repairs required at Caversham Locks.
