DCC seek to establish framework agreements across three predetermined geographical areas with suitable contractors capable of providing works associated with pressurised pipeline systems including emergency response works.

The framework will consist of 3 lots with three regional sub lots;

The regional sub lots will be North Wales, South East Wales and South West Wales.

It is the intention of DCC to procure a systems solution through a Software as a Service (SaaS) to modernise HR processes to enable us to deliver contemporary customer service to managers and colleagues is now a critical requirement and the purpose of this process. DCC current systems were implemented in 1997 with our processes being at least 15-20 years out of date. Limited changes have been implemented in subsequent years with DCC consequently developing a significant number of manual workarounds to try to deliver expected customer service and mitigate the risks this brings. However, by doing so, this adds new risks of data control, human error and long service delivery timelines resulting in poor customer service.

The e-Recruitment solution will deliver a strengthened DCC employer brand and modernise the candidate experience. The external labour market is becoming increasingly competitive and compared to others, the current labour/candidate experience places DCC at risk of being unable to attract the skills DCC requires for the future. Other employers against whom DCC compete for trainees, scientists, engineers, procurement specialists and data analysts have user friendly recruitment systems. DCCs systems appear outdated and potentially switch off candidates due to the laborious nature of applying for roles and interaction/communication. The e-recruitment solution will enable alignment of DCC recruitment processes across all business units, as well as enable data analysis to inform the most efficient and effective methods to reach candidates and opportunities for cost savings. To summarise, DCC requires the following modules as part of a SaaS offering:

DCC is an intensive energy user of electricity. Further investment in on-site generation is expected to progressively reduce the proportion of imported electricity, however, there will remain an ongoing requirement to import/purchase electricity for the foreseeable future. The current supply agreement for imported electricity expires 31.3.2017. This agreement is currently with nPower. It is envisaged, the new agreement will be awarded a minimum of 6 months ahead of the start date, to ensure appropriate contract management and planning. The new agreement to Supply of Electricity will commence 1.4.2017, lasting for up to an initial 5 years. A further 5 year extension will be offered, in the form of either 2 + 2 + 1 or in single 5 year term. This will be at the sole discretion of DCC. DCC has a business requirement to appoint one or more service provider(s) under this multiple lot framework to deliver the following water network field service related activities:

— Lot 1 — Leakage Optimisation Field Services,

— Lot 2 — Survey and Design,

— Lot 3 — Installation and Maintenance of the Data Provision Estate,

— Lot 4 — Meter Verification.

The services that maybe required under this lot are principally the provision of trained field based leakage maintenance technicians to undertake field based observational activities in specified DCC water network areas that will result in a consistent and reliable platform for deriving demand and leakage estimates. In addition to field based activity there may be a requirement for desk based analysts to produce work packages for field based technicians and to undertake detailed analysis to confirm the suitability of areas to comply with industry guidelines.

3.2

Field resources may be required to undertake comprehensive leakage detection surveys on Leakage Control Areas (LCAs) as provided by DCC in work packages under the framework. The purpose of the work will be to reduce leakage below its economic level.

3.3

Additionally, field based resources may be required to undertake leakage and demand investigations/surveys on Trunk Main Service Reservoir assets.

3.4

The Task(s) involved in delivering 3.1, 3.2 and 3.3 will include but will not be limited to the sounding of all existing water network fittings, locating/ pinpointing leakage and or possible leakage areas across the water network and inputting any leakage discoveries into SAP (DCC's enterprise management system). DCC welcome new and innovative methods of achieving the same, or enhanced outcomes and will work closely with the service provider on introducing alternative, innovative techniques as proposed by the service provider.

3.5

In addition, pressure logging activities and confirming the integrity of areas may be required. Surveys of household and non-household customers to enable accurate assignment of leakage allowances may also be required.

3.6

Resource profile based on estimated framework activity:

The geographical distribution of resources that may be required to fulfil services under this lot within the framework is expected to be consistent with that detailed in the table below. Please refer to section 2.3 of this document for further confirmation of DCC requirements under this framework. DCC area based figures included below are for modelling purposes and included DCC framework provision estimates at time of tendering:

— Field based leakage maintenance technicians will be required to monitor and provide data collection through actively visiting and recording data on DCC water network according to methods agreed by DCC under this framework and in accordance with a programme of work as provided by DCC under this framework from time to time. At no time shall technicians be required to interrupt the network unsupervised or unauthorised by DCC.

— Desk based analyst will be required to undertake at least the following:

— Undertake daily monitoring and assessment of flow and pressure data,

— Mobilise field staff to ensure leakage work stream objectives are achieved,

— Produce and report on programmes of work,

— Analyse base data and recommend improvements,

— Assist in the development of new monitoring areas,

— Be responsible for the H&S of field based personnel,

— Undertake monthly validation and reporting of related data,

— Undertake annual assessment and appraisal of related data,

— Production of monthly management reports;

— Specialist equipment maybe required to deliver the programme and shall be provided by the framework provider. Such equipment may include but is not limited to,

— Best available leak location and pipe tracing technologies,

— Confined space entry systems (access and egress),

— Bilge pumps,

— Gas detectors.

The services that may be required under this lot are principally to support the survey and design stage of a water network asset replacement program. DCC at the time of tendering has requirement to replace circa 200 — 400 assets each year, varying from meters, pressure reducing valves and data loggers.

3.6 The framework provider under this lot shall be capable of undertaking a full GPS and Constructibility Pre-design survey for identified water network assets for replacement purposes and or for new schemes where new assets may be added to the existing network configuration.

3.7 In the event of work awarded, the framework service provider will be required to create a complete AutoCAD design and construction pack that adheres to full CDM and DCC standards and site specifics, and liaise with the DCC network technicians to agree a wholly constructible solution.

3.8 The service provider shall also create a GPS AutoCAD as laid drawing to DCC standards (Sub-Centimetre) capable of full electronic upload to ArcGIS in the required format (ESRI/DXF)

3.9

The following information shall be taken into account under the scope of this lot:

— DCC may provide an annual work package or activity on a non-routine or reactive basis,

— The geographical distribution of resources that maybe required to fulfil services under this lot within the framework is north (2 FTEs) and south Wales (2 FTE) plus a principal designer (1 FTE), location being flexible within DCC's operating region,

— All specialist equipment and or licenses required to support programmes of work will be provided by the service provider under this lot,

— Weekly work outputs will be subject to service level targets,

— Reactive work to be supported by appropriate service level,

— The number of designs that are accepted by DCC and or its third party providers will be a key measure of success,

— All Surveys to be recorded and provided with a 12 Fig. OSGR with sub-centimeter accuracy on X, Y and Z Axis,

— All OS Mapping shall be at 1:1250 from UK False Origin,

— All construction packs shall include A1 full detail design, a PCI, a full set of utility prints, location plans, CPP and other DCC required documentation as specified from time to time,

— All Signals shall be tested on GSM, 3G and 4G strengths and locations recorded and marked with a 12 Fig. OSGR with sub-centimetre accuracy.

The services that maybe required under this lot are principally the installation and maintenance of logger and control devices purchased by DCC. This lot is in support of the field based activity required to maintain and improve / extend the volume of leakage monitoring devices located across DCC water network.

3.11

Principle activities will include installing logger and control devices at determined sites to design and manufacturer's standards. Reacting to communication error and rectifying problems on site in line with agreed SLAs and KPIs and recording performance on DCC systems as required.

3.12

The following information shall be taken into account under the scope of this lot:

— DCC may provide an annual work package or activity on a non-routine or reactive basis,

— In the event of programme of work appointed under the framework forward planning details shall be provided to DCC each week to support work scheduling,

— The geographical distribution of resources that maybe required to fulfil services under this lot within the framework is north (1 FTE) and south Wales (2 FTEs),

— All specialist equipment required to support programmes of work will be provided by the service provider under this lot,

— Reactive work shall be supported by an appropriate service level,

The services that maybe required under this lot are principally to undertake Meter Verification tests on the water distribution and abstraction networks using best available verification technologies and techniques.

3.14

The output from each verification test shall be to produce auditable test results for each meter verified along with a recommendation report supporting future asset investment/improvement, water balance reporting enhancements and advances to DCC's GIS records.

3.15

The following information shall be taken into account under the scope of this lot:

— Indicative annual work programme / volume:

— 60 Verification tests and asset surveys on DG1 reportable network meters (quarterly schedule),

— A further 110 asset surveys on DG1 reportable meters (annual schedule),

— 50 Ad-hoc (2-5 day plannable) verification tests on network meters,

— 5 Emergency (reactive — 24 hrs/7 days per week) verification tests on network meters,

— 5 Ad-hoc verification tests on abstraction meters (2-5 day plannable);

— Anticipated work areas for the above indicative annual programme:

— South East Wales — 50 %,

— South West Wales — 25 %,

— North Wales — 25 %;

— Risk assessments and safe systems of work will be required for pre authorisation by DCC for all site work;

— Full adherence to DCCs relevant procedures and management of contractors process;

— Specialist equipment maybe required to deliver the programme and shall be provided by the framework provider. Such equipment may include but is not limited to:

— Best available verification technologies (ultrasonic and/or electromagnetic),

— Confined space entry systems (access and egress),

— Pipe wall thickness gauge,

— Bilge pump,

— Forced air equipment,

— Gas detectors;

— All work undertaken will be fully documented by the service provider and therefore include key operational and technical findings/outcomes;

— Reactive work shall be supported by appropriate service level.
