DCC seek to establish framework agreements across three predetermined geographical areas with suitable contractors capable of providing works associated with pressurised pipeline systems including emergency response works.

The framework will consist of 3 lots with three regional sub lots;

Lot 1: High Complexity and Emergency Response Works

Lot 2: Medium Complexity Works

Lot 3: Low Complexity Works

The regional sub lots will be North Wales, South East Wales and South West Wales.

The framework will require contractors to deliver pressurised pipe schemes and associated works on DCC water and waste water assets, across the DCC business operating area. Work may be undertaken on behalf of various teams within DCC including but not limited to Water Operations, Waste Operations, Developer Services, DCC's in house engineering team and DCC Capital Alliance.

It is the intention of DCC to procure a systems solution through a Software as a Service (SaaS) to modernise HR processes to enable us to deliver contemporary customer service to managers and colleagues is now a critical requirement and the purpose of this process. DCC current systems were implemented in 1997 with our processes being at least 15-20 years out of date. Limited changes have been implemented in subsequent years with DCC consequently developing a significant number of manual workarounds to try to deliver expected customer service and mitigate the risks this brings. However, by doing so, this adds new risks of data control, human error and long service delivery timelines resulting in poor customer service.

The e-Recruitment solution will deliver a strengthened DCC employer brand and modernise the candidate experience. The external labour market is becoming increasingly competitive and compared to others, the current labour/candidate experience places DCC at risk of being unable to attract the skills DCC requires for the future. Other employers against whom DCC compete for trainees, scientists, engineers, procurement specialists and data analysts have user friendly recruitment systems. DCCs systems appear outdated and potentially switch off candidates due to the laborious nature of applying for roles and interaction/communication. The e-recruitment solution will enable alignment of DCC recruitment processes across all business units, as well as enable data analysis to inform the most efficient and effective methods to reach candidates and opportunities for cost savings. To summarise, DCC requires the following modules as part of a SaaS offering:

— Recruitment;

— Learning Management System (LMS);

— Talent and Succession;

— Performance Management Review (PMR).

DCC is an intensive energy user of electricity. Further investment in on-site generation is expected to progressively reduce the proportion of imported electricity, however, there will remain an ongoing requirement to import/purchase electricity for the foreseeable future. The current supply agreement for imported electricity expires 31.3.2017. This agreement is currently with nPower. It is envisaged, the new agreement will be awarded a minimum of 6 months ahead of the start date, to ensure appropriate contract management and planning. There will also be a requirement to sleeve a forward hedged position to the new agreement. The current supply agreement for imported electricity expires 31.3.2017. DCC has an extensive portfolio of metered sites (4 000 MPAN's) of which 466 are currently metered Half Hourly (HH) and the remainder are Non-Half Hourly (NHH). DCC is likely to see an increase in HH (Half Hourly) meters by an additional 79 MPAN's, due to implementation of regulation P272 that will require all meters that are in profile class 5-8 to be settled half hourly from the 1.4.2017 onwards. The new agreement to Supply of Electricity will commence 1.4.2017, lasting for up to an initial 5 years. A further 5 year extension will be offered, in the form of either 2 + 2 + 1 or in single 5 year term. This will be at the sole discretion of DCC. The anticipated agreement value per annum will be approximately 40 000 000 GBP-45 000 000 GBP per annum. DCC requires a stable and reliant supply of Electricity and associated services to ensure the business functions within DCC can fully function at all times, to deliver an essential public service.
