Business Excellence Academy is a new Scottish Enterprise product, which is a key element of the Business Improvement Intervention Framework. It is an evolution of Lean Management Thinking (LMT), a previous Scottish Enterprise product. The Business Excellence Academy is designed to be a cutting edge innovative approach designed to address the productivity gap identified as existing in the Scottish company base. It is being developed specifically to support companies wishing to really engage with the concept of sustainable continuous improvement by combining improvement tools and techniques with cultural and behavioral change. Strategic Management and continued transformation of Defence Business Services and/or Outsourcing delivery of all, or selected short list of current DBS Services. MOD is considering its options for the future management of the organisation and is issuing this PIN to seek the market's views on some of the options it is considering ('soft market testing'). In issuing this PIN and engaging with the market, MOD is not committing to carry out any procurement in relation to the requirements stated in this PIN. Non-participation in this soft market testing exercise will not be taken into account in any future procurement. The reference for this requirement is HOCS3b/00001. Background: The DBS stood up on 4.7.2011 and, by bringing together the Finance, Civilian HR, Vetting (from October 2011) and some Knowledge and Information (K&I) services into a single shared service organisation, a centre of ‘shared service' expertise has been created. In parallel, the competition process for a potential commercial management partner was to be taken forward. MOD ran a procurement process for a Management Partner to operate and transform the newly formed DBS organisation while, at the same time, making significant savings. Contract CTLBC/1580 Defence Business Services Management Contract was placed on 14.3.2012. The Contract started on 17 April 2012 and will continue for four years with the possibility of a further option year. Subsequently the Service Personnel and Veterans' Agency (SPVA) was brought into DBS on April 2014. DBS's 2 700 staff delivers a range of Business Services within an operations budget in excess of GBP 170 000 000 making it one of the largest shared service operations in Europe. MOD is reviewing options post expiry of the current Contract and the following options are being considered: — Continue with the current model — Supplier provides strategic management, overall leadership and continued development/transformation of DBS to meet Defence needs. — Strategic Management and Selected Outsourcing — Supplier provides strategic management of DBS along with defined services to be outsourced after a short transition period. Further outsourcing of services might be implemented later during the term of the contract subject to suitable approvals/business cases. The MOD may also consider options for changing the corporate relationships of DBS which is currently a Higher Level Budget in the MOD. Options could include Joint Venture or Special Purpose Vehicles etc or other innovative proposals that could better meet Defence needs. MOD wishes to explore prospective roles for the private sector, test some of the commercial principles being considered and understand likely interest from industry. The soft market testing is intended to test the thesis that ‘best value for money' for the MOD could be achieved through greater private sector involvement in the DBS, and to test the interest of the private sector in entering into contractual arrangements with MOD. This includes prospective suppliers examining a range of delivery options spanning varying degrees of private sector involvement. This PIN has been issued by MOD for the purpose of seeking views from organisations or potential partners that wish to take part in this soft market testing in relation to the proposals described above. MOD anticipates inviting approximately 30 organisations to present their ideas to MOD. Failure to be invited to present will not preclude any organisation from submitting a tender in any future competition. MOD is aiming to speak to the broadest cross section of potential suppliers at this stage, including present suppliers across Government and Public Sector with the skills and expertise to meet a requirement of this scale. We are particularly interested in seeking views from organisations with expertise in any of the following areas: — Management, Operation and Tr
