At its meeting of 26th June 2013, Scottish Borders Council (the Council) agreed proposals for a Council led house building programme, and for the development of a final business case for further consideration by the Council. This proposal could potentially deliver up to 200 affordable houses through collaboration with Scottish Futures Trust. The proposal intends to utilise the National Housing Trust Local Authority Variant model developed by Scottish Futures Trust. It is currently envisaged that the houses would be available for mid-market renting for between 5 and 10 years, and would be aimed at people in employment who may have insufficient priority for accessing social rented houses from Registered Social Landlords. As part of the development of a final business case the Council has carried out some soft market testing. This tender is to seek proposals from suitably experienced residential property managing agents for the provision of the anticipated Management and Maintenance Services relating to the above noted proposals. Scottish Futures Trust has developed together with the Local Authority and Scottish Ministers, and is arranging the delivery of, the NHT Council Variant. Bridge Homes is a limited liability partnership (LLP) between SFT and the Local Authority, established for the purpose of acquiring and letting Units to a specific target tenant group, as affordable homes on a short assured tenancy basis. The LLP requires to procure the services of a Managing Agent to take day to day responsibility of the Units in each completed Development (or Unit as the case may be). The Managing Agent shall be responsible for letting, management and maintenance of the Units. Accordingly, the SFT, the Local Authority and the LLP have agreed as provided for in this Agreement. Scottish Borders Council Corporate Procurement Service has placed this notice on behalf of Burnfoot Community Futures to assist with facilitating the tender process. Burnfoot Community Futures (BCF) have acquired the derelict former Burnfoot Roadhouse public house, which is to be converted, refurbished and extended to form the new Community Hub.Once a thriving local hostelry and venue for community meetings and activities, the building has remained derelict since its closure approximately 6 years ago, and therefore the project offers the opportunity to transform a local eyesore and to bring this place back to life again. The works will involve structural alterations to the traditional 1950s fabric which is in relatively good condition, along with two significant extensions in timber-frame construction to provide the floor areas and functionality required, internal fit-out and services to modern standards, a passenger lift, and external works including car parking and landscaping. The construction cost plan is 1,200,000 GBP excluding VAT. Once completed, the new facility will deliver a range of fully equipped community services and activities, including a function room, information hub, community café with soft play area, nursery and childcare facilities, children’s play areas, community garden, meals delivery services, community health facilities, social/care centre for the elderly, and rental space for local agencies. It is to be a place run by the community for the community, offering a wide range of opportunities ranging from informal social gatherings to formal volunteering and work placements. The overall objective of the project is to support and strengthen the Burnfoot community by creating a new facility that, in addition to being available to accommodate community group activities, will become a base for the provision of quality services and amenities and provide new income streams in accordance with BCF’s carefully considered business plan. The project has received generous grant funding from the Big Lottery Fund, and also from the Scottish Government Regeneration Capital Grant Fund via Scottish Borders Council.
