At present the Council has two systems, Workforce (HR) and Cyborg SumTotal (Payroll) that are independent systems requiring additional manual input with different data sets, across two different teams, in order to achieve one outcome.
ICT have carried out work to migrate the Workforce database and software from Ctree database on Unix environment to SQL database on Windows environment this will allow a platform for migration.
The main project deliverables are to procure an interactive based system solution of the initial scope of
the Integrated HR and Payroll Project. These interactions are required to support the migration of
the HR and Payroll Services that include services areas of:
-Provide one data source of employee and worker information
-Provide platform for more accurate, real time employment and payroll records
-Facilitates improved compliance with all statutory returns including FOI’s, HMRC, Audit Scotland etc.
-Allows easy cross checking of employment data and analysis
-Promotes data entry once (at most appropriate source)
-Increases efficiency via improved business processes
-Provide improved financial information
-Success and acceptance of data storage (EDMRS)
-Maximises synergies between HR and Payroll functions
-Reduces duplication of effort
-Opportunity to rationalize payrolls even further
-Opportunity for self service, releasing resources for other tasks
