The project is part of the Humber Business Growth Hub – Business Growth Scheme which is one of 3 schemes that has been approved under a response to competitive calls for European Regional Development Fund (ERDF) projects released by the Ministry for Housing, Communities and Local Government for the 2014-2020 European Structural and Investment Funds (ESIF) Programme. The Humber Business Growth Hub (HBGH) is part of the Humber LEP and provides quick and easy access to local and national resources along with information to support business to start, sustain and grow. The service provider shall be expected to deliver high quality development activities to businesses across the whole of the Humber Geography. It is intended for the SBDP to be recognised as a high impact programme of support and as such a sense of exclusivity should be created. This shall be achieved through the calibre of providers and competitive application for businesses with focus being targeted on those businesses with the highest growth potential. The programme shall target businesses that employ 50 or more staff and have the capacity to create jobs and increase turnover/sales. There is an overall target for this activity to engage and support a minimum of 60 businesses. Hull City Council, on behalf of the HBGH, wishes to commission the delivery of a programme of specialist technical advice to businesses in the form of an ICT Business Support Programme (IBSP) targeted at Small and Medium Sized Enterprises (SMEs). The Service Provider shall be expected to deliver a programme of high quality ICT and Digital development support to businesses across the whole of the Humber Geography, to support their growth ambitions. In-depth One-to-one diagnostics should be used to determine the needs of the client and to develop an action plan of support required to achieve the business's growth objectives including use of a 'Design Sprint' methodology, supporting businesses to explore growth opportunities and resolve barriers to growth through use of ICT and digital technologies. The programme shall target businesses that employ 10 or more staff (Full Time Equivalent (FTE)) and have the capacity to grow, create jobs and increase productivity. It is anticipated that the programme shall be delivered from September 2019 with a number of businesses benefiting from the programme until its close in February 2021. There is a requirement for this activity to engage and support a minimum of 60 businesses.

Provision of Business and Activity Planning Consultancy for the Hull: Yorkshire's Maritime City (HYMC) Project

Hull City Council is seeking to appoint a suitably qualified and experienced Business Planning and HLF Activity planning team to provide services, and Project Management support, to support the delivery of the HLF round 2 submission for the Hull: Yorkshire's Maritime City (HYMC). Hull City Council has been successful in securing funding, including Heritage Lottery funding, for the development of the Maritime Project (Hull: Yorkshire's Maritime City), which is to include the renovation of existing buildings, including museums, places, and historic ships linked to Hull's maritime history, and the creation of new visitor centres and city centre landscaping, including Queen Gardens and associated highways alterations and crossings. Hull City Council is now seeking suppliers that can provide a team to provide a full range of advisory, business planning and activity planning, including catering and retail consultancy services to support the scheme. The team should be led by a suitably qualified and experienced HLF Activity Planner. Services will include:- HLF Activity Planning, Business Planning, Catering and Retail Strategy Planning, Consultation and Community Engagement, and HLF Round 2 Bid Management. Funding is approved in two phases, a development grant which is due for submission in May 2019, and, if the bid is successful, for the delivery of the scheme over five years, the first three of which will be the capital delivery phase (up to September 2022). The period for which the Business and Activity Planning contract would be required is up to the HLF round 2 submission date of 31 May 2019. Tasks involved with the overall activity and business planning work associated with this project to further develop the HLF round 1 feasibilities studies through to the mid development review and round 2 submission including the following:- • Reviewing, testing and developing the round 1 HLF activity plan • Carrying out and advising on consultation and community engagement to ensure that both the physical proposals as well as the activity are being developed and shaped by the results of stakeholder feedback and comment • Reviewing and updating the round 1 HLF business plan in the light of the activity plan process and other developments • Determining in consultation with the client the catering and retail strategy to feed into the business plan. The project should look to maximise the opportunities for Educational Psychologists to apply professional skills in a solution orientated manner at an individual casework, and school level and as a contributor to Local Authority strategic initiatives and the wider change agenda.

It should also enable the service to develop a wider business plan with a sound financial plan. The three, key themes identified from the diagnostic consultation are:

  • A service which is aspirational for itself and the people it works with
