Coast to Capital, with West Sussex County Council as accountable body, is seeking to appoint a partner to operate the Business Navigator Growth Hub service for the Coast to Capital region following evaluation of the compliant tenders and approval of the outcome. The Business Navigator Growth Hub services is one of the network of Growth Hubs funded by the Department of Business, Innovation and Skills Growth Hubs in 2015/2016. It is intended to appoint a single supplier under a contract to provide the services detailed in the specification. The Business Navigator Growth Hub comprises a web portal for business support and a team of Business Support Navigators, identifying business needs and signposting businesses to public and private business support provision and funding to help them start develop and growth. The contract comprises a number of elements: 1) The development and ongoing maintenance of the Business Navigator website; 2) The delivery of the Business Support Navigator service; 3) Ongoing mapping of business support and funding within the Coast to Capital region.

The Department has procured the Fujitsu VME licences direct to enable the continued operation of all it's core sysytems via the HPE SSBA contract. The contract is for 3 years split as two contracts one for 12 months and one for 2 years to enable the continued operation of these systems until contract closure. This gave the Department the best VFM and business continuity.

The current Data Transport Appliance Managed Service continues to maintain the 382 dedicated servers and continues to allow DWP to share benefit data on a daily basis via a nightly batch run to Local Authorities. This data is used to administer housing benefit, local council tax reduction and other similar benefits. Each day DWP transfers an encrypted customer information file to these DTA servers, physically located within the LA IT estate. LA staff then access these files using a web browser directed to their DTA. This current share of information from DWP to Local Authorities is still business critical and operational continuity must be maintained, however the method linked to this process requires updating in line with new technological advances in the market. Moving forward to autumn 2015; data linked to the Universal Credit Payment Reduction Programme will also be required to be shared ‘back’ into DWP from the Local Authorities via the replacement service, which further heightens the importance and relevance of the ‘Message Hub’ service. In terms of scale the department would expect a service equivalent with the capability of the existing service:
