West Dunbartonshire Council (WDC) delivers a comprehensive range of Business Support services to local companies, including the provision of discretionary grants and funding initiatives aimed at helping local businesses to grow and importantly increase local employment. From 1 October 2015, the Business Support Service has been responsible for the delivery of Business Gateway services within West Dunbartonshire. This includes providing information, training and free impartial business advice to anyone wanting to start up or develop a business. The purpose of the contract is to deliver a package of additional services to support the delivery of the core programme of Business Gateway Services in West Dunbartonshire and the Business Gateway Plus programme, which is part funded by the European Union Economic Development Regeneration Fund (ERDF). These additional services will include Core Start Up, Business Base, Specialist Workshops and Strategic Business Reviews & Expert Help for growing businesses in areas such as Marketing, Intellectual Property, Business Strategy and Human Resource Management.

The Consultant will provide shadow services to those which will be provided by the Developer to ensure that the Council’s investment in Queens Quay is utilised in the manner reflected in the Development Agreement, is effectively risk managed, monitored and reviewed to ensure that the intended outcomes of the business plan are achieved. This is a 3 year project and the commission is for up to 200 days of work to deliver the Council’s £15.6m investment in Queens Quay. Further details of required deliverables are contained in ITT.
