Park Ty Gwyn, Llanrwst - Extension to Carriageway

The Welsh Government is proposing to extend the existing 7.3m wide carriageway at Park Ty Gwyn Business Park, Llanrwst LL26 0PQ. The contract will be limited to the “Phase 1” construction option whereas only the drainage, carriageway to binder course and sacrificial kerbs will be built. The proposed carriageway is approximately 140 metres in length made up of circa 90m extended carriageway and 50m long “Tee” hammer head. The proposed scope of works will also include site clearance and earthworks. The time for completion / contract duration is 16 weeks from date of award. It should be noted that the Park Ty Gwyn Business Park is occupied and that the Successful Contractor will be required to maintain continual access at all times to existing occupiers and visitors to the Business Park. The construction works will comply with all relevant legislation, and the requirements of the Local Highway Authority, and other statutory undertakers. Conwy County Borough Council has now appointed a suitably qualified contractor for the contract to undertake the construction of the Promenade Enhancements element of the Colwyn Bay Waterfront VVP Phase 2 scheme.

The Colwyn Bay Waterfront Project represents a substantial investment in the infrastructure along Colwyn Bay's seafront and originated through amalgamation of 2 separate schemes along the coastal frontage into a single, coordinated entity.

The project in its entirety consists of coastal defence works, which are required to protect the properties, businesses and vital infrastructure present along the frontage, along with regeneration works to the promenade, which is being developed as part of efforts to drive the economic redevelopment of the town.

The VVP Phase 2 works will realise improvements along a 1 km section of promenade, from the Pier to Cayley Bank, Rhos on Sea, to the same standard of finish as achieved for Phase 1 of the scheme (Porth Eirias to the Pier including improved linkage to the town). The scheme will implement an enhanced public realm for the existing promenade, including widening, and raising in certain sections, and the creation of feature ‘headland’ areas. The project will include the creation of business investment opportunities for new private sector investments, such as a feature play area, temporary concession plots and a seaside café.

Conwy County Borough Council is looking to work with a developer to bring forward quality proposals to regenerate and enhance the Civic Hall and Conwy Quay (part) Waterfront area.
The Civic Hall is Grade II listed and is set adjacent to structures of historic and architectural interest. As an UNESCO World Heritage site the town is a major tourist destination and the site sits at the junction of the main arterial route through the town and the High Street leading from the Quay up through the centre of the town’s retail sector. The nature of future redevelopment of the site, if acceptable in principle, is therefore a major consideration from the perspective of both the key economic driver for the town but also the sensitivity and quality of design required in the context of the site’s location.
The Council will be looking to dispose by way of a long leasehold. Terms to be agreed.
