Cardiff and Vale College are issuing this PIN in relation to ‘the provision of cleaning and janitorial services to Eastern High Community Campus facility’.

The successful provider will be required to clean the facility site daily incorporating janitorial and reactive cleaning services throughout the campus day.

A high level of cleaning service must be delivered to suit the operation of the business and the provision of emergency out of hours support when required.

If awarded, this is a new contract that is scheduled to commence at the start of 2.1.2017 for a period of 4 years, with the option to extend for a further 1 year solely at the discretion of the authority.

The service required will involve a comprehensive cleaning service including routine and non-routine internal cleaning, plus some specific external cleaning.

The contract will be a fixed cost contract against the specification provided and as an indication of contract size, the total internal space for cleaning purposes is approx. 11 500 m2.

The contract/s will be awarded as 1 contract for this location. For the purposes of this exercise, throughout the remainder of this document, all references to contract and/or contractor should be read as including 1 single contract or contractor.

Cardiff and Vale College and Eastern High School wishes to be proud of its outsourced cleaning services which must reflect the high standard of education provided as its core activity. They are looking for a contractor that can excel in this particular type of environment and can provide the flexibility required taking into account the different demands of term-time, non-term-time and seasonality as well as the wide variety of building types, finishes and uses that make up the Community campus.

Experience of similar education-based and large operations is key to Cardiff and Vale College and Eastern High School as is the requirement to be flexible as developments within the new campus that may take place.

The Vale of Glamorgan Council is in the process of changing the way it delivers Housing Related Support Services under the Supporting People Programme. From 7.12.2015, The Vale of Glamorgan Council will utilise a Preferred Provider List via the E-Tender Wales procurement portal in order to award contracts for Housing Related Support Services. The Preferred Provider List will provide SPRG funded housing related support services to vulnerable client groups and will include the provision of floating support, supported housing, refuge and direct access accommodation. The current contractual arrangement supports in excess of 2 500 citizens within the authority. It is anticipated that the number of citizens may increase/ decrease and therefore no guarantee can be given with regard to the volume of services required. The Vale of Glamorgan Council therefore, seeks to appoint a number of Supporting People provider organisations to deliver Housing Related Support Services under the Supporting People Programme. Advocacy Services for the Vale of Glamorgan and The City and County of Cardiff

The Social Services and Wellbeing Act 2014 has introduced new duties on Local Authorities for the provision of Advocacy services for people using a range of health and social care services.
The City of Cardiff Council and the Vale of Glamorgan Council are currently working together to review existing arrangements for Advocacy services whilst developing a strategy for the future provision of Advocacy services that will meet the new requirements of the Act.
It is expected that a new contractual relationship between The City of Cardiff Council, Vale of Glamorgan Council and Advocacy Providers will be implemented during 2016, following the development of Service Specifications in line with the requirements of the Act.
As a result of this, the current Letter of Understanding/Contract the Councils have in place with relevant organisations will be terminated during 2016. Future commissioning arrangements will be made in due course.
In brief, the Act requires that local authorities ensure that Advocacy Services are appropriately advertised and accessible. The Act also requires that advocacy is provided to support people;
• When complaints about privately arranged or funded palliative care
• When making complaints about Social Services
• Through assessments and in meeting their needs for care and support
• To access Preventative Services and Information, Assistance and Advice Services
• To articulate their wishes on how their care and support needs should be met
• When moving placement or into a placement
• Who are privately funding their own care home placement
The list provided above is representative of the Advocacy requirements and is not exhaustive. It is likely to change as Welsh Government amend regulations on Advocacy Services as the Act is implemented.
As part of the review of existing services and the development of a revised service specification, Cardiff Council and Vale of Glamorgan Council are entering into a consultation with Advocacy providers through a workshop event which is the subject of this notice.
We would welcome your input into the consultation and look forward to new working relationships with Advocacy providers as the Social Services and Wellbeing Act is implemented.
