Business Wales provides a first class business support service to small and medium sized enterprises (SMEs) in Wales, on behalf of the Welsh Government, funded by the European Regional Development Fund (ERDF). The service is delivered by Growth Partnership Wales, a partnership of Business in Focus, Antur Teifi and Serco ESE. Superfast Business Wales is a service element of Business Wales supporting eligible businesses across Wales understand, adopt and exploit the benefits of Superfast Broadband. This procurement process is seeking to establish a contract with an organisation to provide comprehensive telemarketing services to support delivery of the Superfast Business Wales contract across Wales. It is essential that any applicant is able to provide Welsh speaking call handlers in order to respond to the language preferences of our customers. - Awareness Raising - The Superfast Business Wales service helps businesses in Wales to understand, adopt and exploit new technologies which are enabled by the roll out of superfast broadband across the country. In order to raise awareness of the benefits of faster broadband speeds to businesses we are seeking an experienced telemarketing provider to deliver up to 12 calling days per month. - Lead Generation - In order to maximise return on investment for this activity we will need the calls to identify businesses that are eligible for the business support element of the service and make bookings for events and potentially one to one advice slots with our team of business advisers. - Data Cleanse and Marketing Sign-Up The successful organisation will demonstrate: - A clear methodology for delivering a high proportion of positive results from the data rather than large number of calls - Welsh speaking telemarketers - Intuitive way of engaging decision makers and structures for calls to engage the decision maker in a confident and professional manner - The necessary understanding of the service and staff training to deliver high quality calls, which explore fully the client’s needs and overcome objections - Ability to raise the profile of the service with target businesses when engaging them on calls - Strong record in engagement of businesses with the services of business support or other professional services via telemarketing - Evidence of quality assurance processes to ensure that information is conveyed accurately as well as results achieved - Systems and processes for managing and securing data - Management reporting and escalation procedures to deal with any under performance The successful organisation will be awarded a contract, which is expected to commence in May 2017 and continue through to the end of the Superfast Business Wales service in December 2020, but subject to performance reviews and available funding. The indicative value of the contract is GBP75,000 (plus VAT) but note this is the maximum value and could be less depending on uptake of the service and available funding. The telemarketing campaign will target SMEs in Bedford, Luton, Central Bedfordshire, Wellingborough, East Northamptonshire, Corby, Kettering, Northampton, Cherwell, Daventry, Milton Keynes and South Northamptonshire that are trading in business-to-business markets and will be interested in receiving at least 13 hours of business support /grant because they are actively investing in business development activities and will create new jobs in 2018. Success for this campaign will look like: • Approx. 150 eligible SMEs will have been engaged with the first meeting with our advisers and made aware of the services, from the businesses engaged, we expect that: • 75% of the appointments will have been made for our advisers with businesses that are interested in receiving at least 13 hours of support from 1-2-1 business support or workshops. • 25% of the appointments will have been made for our advisers to assist enterprises that have a new to the market product or service or new to the firm product or service. A full definition of the ERDF outputs related to new to the market and new to the firm products is available in the attached document. The successful bidder will be required to: a. Source their own data on SMEs to be targeted through the telemarketing campaign. Ideally the successful bidder will be able to demonstrate current active engagement and contact with businesses across the South East Midlands across a range of eligible sectors, which can be utilised for the purposes of this campaign. b. Demonstrate the number of businesses to be contacted for the specified budget and the number anticipated to seek further information on and/or use the services of the Velocity Growth Hub. • Undertake initial eligibility checks to confirm SME status of businesses identified as potential project participants to ensure their suitability / likelihood to proceed to apply for a grant or to receive at least 13 hours of support.
