The FMS system management unit (SFE) manages 80 administrative IT systems, several in the logistics area. The IT system VDLIV is used to control the FM's entertainment production. In order to ensure System Administration's delivery, SFE needs to procure a consultant with responsibility for VDLIV, which means planning, managing and monitoring both business and application management.
Note that this procurement is conducted through a negotiated procedure with prior advertising.
The client needs three (3) project and two (2) business developers. The service must be performed by five (5) full-time consultants and may not be divided into several part-time consultants working people. The same consultant may not be offered to more than one role.
Consulting Services Scope estimated at full time. The agreement is valid from when the contract is signed by both parties and until 31/12/2017, with the possibility of extension options for a total of two (2) years, divided into two (2) options for one (1) year each until at 31.12 .2019. The service requirement during the contract period is a rough estimate, any volume can not be guaranteed.
Armed Forces has an ongoing need for resource support for technical and operations-management of IT application FM censuses (Armed Forces ships and båtregister). FM censuses is the Armed Forces main registry (database) in respect of all ships and boats. FM censuses should support, inter alia SÄKINSP / SJÖI / MFI business to meet the Armed Forces' requirements for audits / inspections of ships and boats. The register should also provide the basis for the regulatory authority (Sjöfartsinspektionen / Transport Agency) inspection of the Armed Forces maritime safety work. Documentation of audits / inspections with the possibility of monitoring and analysis is a requirement from the regulator Sjöfartsinspektionen / Transport Board.
The contract is intended to result in an agreement that covers one (1) consultant.
FMV operates system management for the four (4) systems PSUHP, PMF, PDR and REF, as well as method support for activities connected to the systems. The various areas of activity are called Maintenance Plans (PSUHP), Material Plans (PMFs), and Base and Management Data, GoF (PDR and REF).
FMV intends to procure a framework agreement with a system management system vendor and support for the methodological support provided by business management.
The supplier's commitment to system management includes administration, adaptation, corrections, support and maintenance of the systems. The supplier's commitment in support of method support includes preparation of business needs, advanced support, user support support and updating of manuals and manuals.
During the contract period, the supplier's resources will perform the services in their own premises, but travel to the location designated by FMV will occur.
