The Ministry of Finance and Economic Planning (MoFEP) has received a grant from the African Development Fund (ADF) toward the cost of the Public Financial and Macroeconomic Management Capacity Building Project (PFMMCBP), and intends to apply part of the agreed amount for this grant to payments under the contract for development of Business Continuity Plan (BCP) for public financial management, banking and financial markets systems in Sudan. 2. The service required under this assignment is to develop Business Continuity Plan (BCP) for the Public Financial Management, banking and financial Markets systems in Sudan. BCP should include strategies on prevention, response resumption, recovery and restoration of routine services in minimum affordable response time. 3. The Ministry of Finance and Economic Planning now invites eligible consulting firms to indicate their interest in providing the service described above. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). BACKGROUNDThe Government of South Sudan is committed to the development of a robust and growing MSME sector to spearhead the revitalization of the local economy, contribute to the structural transformation of the economy that lead to creation of employment and self-employment particularly amongst women and the youth.Therefore, there is an urgent need to establish and implement a robust entrepreneurship development program that provides creative interventions and adopts attitudinal and behavioral mindset change approach to the entrepreneurship development.Based on these imperatives, UNDP in South Sudan is keen to respond to these needs and is ready to contribute to the promotion of entrepreneurship development through capacity building and support to government institutions responsible for trade and development of MSMEs. Thus, the project «Livelihoods and Entrepreneurship Development in South Sudan» intends to hire a national expert who is well skilled to provide support towards the registration of small-scale entrepreneurs with relevant institutions of the government of the Republic of South Sudan.In 2016, selection interviews were conducted for 240 applicants out of which 80 were selected to attend the Entrepreneurship Training Workshop (ETW). These 80 beneficiaries were trained in two separate ETWs.As a sequel to ETWs, a Business Start-up Training Workshop for a minimum of forty (40) selected beneficiaries of ETW was conducted. The broad objective of the workshop was to equip the 40 beneficiaries of the ETW, who have business ideas or are at the start-up stage, with information and the knowledge to aid them start their own businesses and/or formalize their operations.Keeping an eye on the legal and regulatory requirements of simply being in business is a constant struggle for small business owners. One of the areas that creates the most confusion, particularly to new business owners, is the process of business registrationIt is on this basis that UNDP is looking for a registered advocate to take entrepreneurs through business registration process. This will involve guiding them through business registration procedures and paying registration fees on their behalf. Entrepreneurs being supported fall under two categories: Sole proprietorship and limited liability company. There are 30 sole proprietorships and 10 limited liability companies.

1 REQUEST FOR EXPRESSION OF INTEREST – INDIVIDUAL CONSULTANTS Republic of Sudan Ministry of Finance and Economic Planning The Public Financial and Macroeconomic Management Capacity Building Project (PFMMCBP) IFMIS IMPLEMENTATION AND CHANGE MANAGEMENT SPECIALIST 1. The Ministry of Finance and Economic Planning (MoFEP) has received a grant from the African Development Fund (ADF) towards the cost of the Public Financial and Macroeconomic Management Capacity Building Project (PFMMCBP), and intends to apply part of the agreed amount for this grant to payments under the contract for IFMIS implementation and change management consultant. 2. The IFMIS implementation and change management specialist under this contract, will support IFMIS implementation through reviewing of MoFEP existing business processes, developing functional and user requirements for IFMIS, help in consolidating beneficiaries Charts of Accounts (CoA) and Budget Classification, ensuring reforms pertaining to core PFM processes, identifying needs and providing support in designing capacity building and change management strategies, plans and training needs. He/she will be part of the PIU team and will report directly to the Project Manager of the PIU. 3. KEY DUTIES & RESPONSIBILITIES 3.1. Reviewing and supporting the roll-out of the IFMIS Implementation Plan in collaboration with core-process business managers at MoFEP to ensure ownership and sustainability; 3.2. Contributing in preparing and developing functional and user requirements and system testing for all functional and user requirements and system testing with project technical focal points and sub committees. 3.3. Constituting technical teams responsible for the exhaustive review of the existing business processes in preparation for implementing modernized (enhanced) workflows; 3.4. Ensuring reforms pertaining to core PFM processes are reflected in the business-process reviews. The core processes include: General Ledger, Purchasing, Accounts Payables, Budgeting, Cash Management, Accounts Receivable, Payroll and Human Resource Management Information System, Internal Audit and External Audit. Systems innovations will also include asset modules and payments processed using electronic funds transfer facilities; 3.5. Phasing strategy for IFMIS implementation and future roll-out plans in collaboration with senior management of the MoFEP; 3.6. Supporting the implementation of the IFMIS in collaboration with IFMIS supplier to ensure the functionality of core PFM processes are consistent with the IFMIS Implementation Plan and the business process review report; 3.7. Support core business-process managers to identify and train a critical mass of professional cadres in IFMIS-related processes pertaining to their areas; 3.8. Develop a new Chart of Accounts (CoA)and Budget Classification consistent with the IMF- GFSM(2001)and COFOG; 3.9. Develop training modules on the use and application of the new Chart of Accounts/Budget Classification and provide support in practical staff training sessions; 3.10. Develop a mapping strategy from the old to the new coding system and disseminate it widely to end-users; 3.11. Developing data migration strategy from the existing bespoke system to the IFMIS and support end-users to transfer budget and accounting data from the old to the new system; 3.12. Developing change management and capacity building strategy for IFMIS implementation and supporting its implementation; 3.13. Ensuring the functional and user requirements and system testing are conducted according to implementation plan and business process review master document; 3.14. Monitoring and proposing adjustments to implementation plans and actions as necessary; 3.15. Supporting technical focal points and committees to identify specific capacity building requirements and define the skills needed for the different participating stakeholders; 2 3.16. Support the building of knowledge by preparing, storing, archiving of relevant documentation for all IFMIS planned and implemented activities including progress reports, study tours, independent reviews and M&E reports; 3.17. Support the review and establishment of adequate IFMIS Program governance structures including Technical Implementation Committee and Steering Committee. 4. REQUIRED EDUCATION, EXPERIENCE AND SLILLS: 4.1. An advanced degree in Accounting, Economics, Business Administration, Finance, or other related field. An advanced degree in IT with experience in budget and accounting processes would be highly preferred. Certification in project management (PMP/PgMP/PRINCE2P/MPM) is an added advantage. 4.2. At least ten (10) years of working experience in PFM reforms with specific focus on budget and accounting reforms in public sector, including at least TWO IFMIS/ Government Resource Planning (GRP)/ Government Financial Management and Information System (GFMIS) - end- to-end full cycle implementations as a Project Manager. Project management experience managing System Development Projects is an added advantage. 4.3. Fluency in English. Fluency in Arabic is highly preferred. 4.4. Knowledge of project management software (MS Project, Primavera, @task 4.5. Excellent in system development tools as Rational Rose, testing software. 4.6. Excellent in data modified and government organizational design interfacing in PHP and MYSQL. 4.7. Advanced Knowledge in MS Excel Including Pivot tables, Scenario Planning. 4.8.
