In each recruitment process, the contracting entity must therefore be able to order all recruitment tasks or certain selected recruitment tasks according to the Ordregiver's own resources in the recruitment process concerned.

The contracting entity wishes to enter into a framework agreement with media partners that can provide new methods, initiatives and new material for the purpose of recruiting recruitment campaigns for the recruitment of prison attendants. The chosen supplier will therefore be involved in development cooperation with the contracting entity, as well as the creative development of recruitment material and the administrative role of project manager on development projects and recruitment campaigns. Major tasks will be organized in project form, as a collaboration between chosen supplier and contractor. It is also expected that the chosen supplier independently contributes to developing proposals and initiatives to achieve or maintain the Ordregiver's desired conversion rate of 50 prison attendants per. recruitment campaign, which will be admitted to the program. Selected supplier must also be available on an ad hoc basis and assist the Contractor with sparring and counseling in connection with the daily work of recruitment. The framework agreement will also include the preparation of annual strategies for work on the development of new recruitment material as well as the preparation of a target group analysis if the Contractor wishes to make a request in the agreement period. The chosen supplier will also be responsible for advertising tasks of existing material to the extent that the Contractor has the need for it.

Further information about the Ordregiver's current recruitment efforts and admission requirements for applicants for the prison service training is shown in the tender documents and accompanying appendices. Tenderers must, as part of the offer, prepare their own answers to the qualitative subcriterion covered by the offer.
