The successful provider will undertake the full recruitment and assessment function, from initial enquiry generation, marketing through to the process of recruitment, assessment and panel presentation.

Haringey Council invites Tenders for the successful recruitment and appointment of foster carers, for a period of 1 year, with the option to extend for a further 2 years subject to demand and performance. Haringey anticipates that a minimum of 20 foster carers will be recruited during the first year but recognises the pressures on the foster care market in London currently and will work with the successful provider on realistic targets.

The successful provider will undertake the full recruitment and assessment function, from initial enquiry generation, marketing through to the process of recruitment, assessment and panel presentation.

It is important that the foster carers presented for approval have been subject to thorough safeguarding checks and have the necessary knowledge, experience, qualities and skills to work across a complex profile of looked after children (LAC). Payment will in part be made on delivery of these outcomes — following the successful approval of the foster carer by Haringey — and in part on marketing and recruitment activity.

Recruitment services being tendered for are the attraction, selection and placement of graduates. Additionally, the provider is expected to administer and manage the programme, including employing and pay-rolling the graduates.

The estimated value for the LBHF call-off contract is estimated at 1 200 000 GBP over 4 years. The framework maximum value is estimated at 40 000 000 GBP if all authorities call off from this agreement.

London Borough of Hammersmith and Fulham is procuring a single provider framework agreement for the provision of graduate placements. Graduate placements will last for a maximum of 12 months during which they will undertake core business activities to gain work experience. There will be no formal training or qualifications on offer although support for effective learning will be provided. Participating bodies will make their own decision about the remuneration of the graduate placements. This may be the minimum wage or the London Living Wage. The successful provider shall be admitted to the framework agreement, from which all London Councils could call off. 5. Workflow strategy planning;

6. Organisational development;

7. Equality and inclusion;

8. Government policy and agenda;

9. Programme management and support.

In undertaking the 2021 Census, the Contracting Authority anticipates using several digital and technological solutions to deliver a solution capable of supporting the delivery of the predominantly online census. To assist with delivering this challenge, the Service Provider on this Lot may be asked to work with the Contracting Authority's own in-house capability and provide technical consultancy, advisory (assurance) and design services across some or all of the following areas:

5. Data management, including approaches to ‘Big Data’;
